ORDINANCE NO.
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI , CHANGING,
AMENDING, AND MODIFYING THE ZONING MAP OF THE ZONING CODE OF THE
CITY OF JEFFERSON, BY REZONING THE PROPERTY AT 72.7 WEST HIGH
STREET FROM RA-2 , MULTI-FAMILY, TO C-2 , GENERAL COMMERCIAL.
WHEREAS, IT APPEARS THAT THE PROCEDURES SET FORTH IN THE ZONING
CODE RELATING TO ZONING HAVE IN ALL MATTERS BEEN COMPLIED WITH.
NOW, THEREFORE, BE IT ENACTED. BY THE COUNCIL OF THE CITY OF
JEFFERSON, MISSOURI, AS FOLLOWS:
SECTION 1. The following described real estate is rezoned
from RA-2 , Multi-Family, to C-2 , General Commercial:
The northwesterly part of Inlot numbered 412 of the
City of Jefferson, Missouri, described as follows:
Beginning at the northwesterly corner of said Inlot
412; thence easterly along the northerly line of said
Inlot 45 feet; thence southerly parallel with the
westerly line of said Inlot 128 feet 9 inches; thence
westerly parallel with the northerly line of said Inlot
45 feet to the westerly line 128 feet 9 inches to the
point of beginning.
SECTION 2 . This ordinance shall be in full force and effect
from and after its passage and approval.

REZONING STAFF REPORT
RE: A request filed by Matthews , Kanagawa, Landsbaum and
Miller, a joint venture , to rezone property at 727 West
High Street from RA-2 , Multi-Family, to C-2 , General
Commercial.
The Jefferson City Planning and Zoning Commission considered
this request at its meeting of August 11 , 1988. At that meeting,
the applicant was accompanied by the prospective purchaser of the
property. This individual is being displaced by the Highway
Department for construction of the new bridge. She currently
operates a beauty shop in her home at 822 West McCarty Street.
She deals mostly with elderly customers who live in the immediate
area and walk to her business . She would like to use 727 West
High as her residence, make an addition to the rear of the
existing house and operate a three station beauty shop from the
addition.
The request for rezoning was supported by letters from
individuals who currently use the shop at 822 West McCarty.
Since the property is in an Urban Renewal Project Area,
permission was sought and was received from the Housing Authority
for beauty shop use. The owner of 802 West High Street spoke in
favor of the rezoning. No one appeared in opposition to the
request.
The applicant presented evidence of businesses currently
located in the area. These are shown on the attached map.
In its motion, the Commission included reasons for deviating
from the Land Use Plan of the Comprehensive Plan. The motion and
the action thereon as taken from the approved minutes was:
"Mr. Ossman moved and Mrs. Dampf seconded to
approve the request since the Housing Authority has
approved this use and, if this property sold again, the
new owners would have to go back to the Housing
Authority for any desired variance. Also was cited
that there are numerous businesses within a 2-1/2 block
area; there was no opposition from the neighborhood;
the construction of the new bridge approach will change
the character of this neighborhood; letters were
presented in support of the change. The motion passed
unanimously with Mr. Duffy abstaining. "
