AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, CHANGING,
AMENDING, AND MODIFYING THE ZONING MAP OF THE ZONING CODE OF THE
CITY OF JEFFERSON, BY REZONING A 20 ACRE TRACT OF LAND ON THE
NORTH SIDE OF COUNTRY CLUB DRIVE (OUTER ROADWAY FOR U.S. 50 WEST)
FROM RS-1, SINGLE FAMILY RESIDENTIAL, TO C-4 , PLANNED COMMERCIAL,
AND PUD, PLANNED UNIT DEVELOPMENT.
WHEREAS, IT APPEARS THAT THE PROCEDURES SET FORTH IN THE ZONING
CODE RELATING TO ZONING HAVE IN ALL MATTERS BEEN COMPLIED WITH.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF
JEFFERSON, MISSOURI , AS FOLLOWS:
SECTION 1. The following described real estate is rezoned:
From RS-1 to C-4 :
Part of the northwest quarter of the northwest quarter
Am of Section 9, Township 44 North, Range 12 West, in the
IV City of Jefferson, Cole County, Missouri, more
particularly described as follows:
Beginning at the northwest corner of Section 9; thence
easterly along the northerly line of said Section 9,
700 feet , more or less , to the existing C-4 zoning line
as shown on plans and records of the City of Jefferson,
Missouri; thence southerly along said C-4 zoning line,
650 feet , more or less , to the northerly line of U. S.
Route 50; thence westerly along the northerly line of
said U. S. Route 50 to the section line; thence
northerly along the section line, 500 feet , more or
less , to the point of beginning. Containing 10 acres ,
more or less.
From RS-1 to PUD:
Part of the northeast quarter of the northeast quarter
of Section 8, Township 44 North, Range 12 West , in the
City of Jefferson, Cole County, Missouri, more
particularly described as follows :
Beginning at the northwest corner of the northeast
quarter of the northeast quarter of said Section 8;
thence easterly along the northerly line of said

thence southerly along the section line, 500 feet, more
or less , to the northerly line of U.S. Route 50; thence
westerly along the northerly line of said U.S. Route 50
to the westerly line of the northeast quarter of the
northeast quarter of said Section 8; thence northerly
along said quarter quarter section line, 160 feet, more
or less, to the point of beginning. Containing 10
acres, more or less.
SECTION 2 . This ordinance shall be in full force and effect
from and after its passage and approval.

REZONING STAFF REPORT
RE: A request filed by Elliott E. Farmer, Jr. , Margie
Farmer Weber, Mike Farmer, and Bruce B. McKay to rezone
a 20-acre tract of land on the north side of Country
Club Drive (outer roadway for U.S. 50 West ) from RS-1 ,
Single Family Residential, to C-4 , Planned Commercial,
and PUD, Planned Unit Development . The request asks
that the easterly 10 acres (more or less ) be rezoned to
C-4 and the westerly 10 acres (more or less ) be rezoned
to PUD. The 20 acre tract is located to the west of
West Truman Blvd. and to the east of Rainbow Drive.
The Jefferson City Planning and Zoning Commission considered
this request at its meeting of August 11, 1988. At that meeting,
the applicant presented a drawing ( reduced copy attached) showing
a street access between Country Club Drive and the proposed
Emerald Ridge Subdivision to the north. The drawing also shows
in diagramatic form off-street parking and a 10, 000 square foot
office building to the west of the proposed street . Two smaller
office buildings ( 4 ,500 square feet ) are shown to the east of the
proposed street. By notation, the easterly part of the proposed
PUD District and the westerly part of the proposed C-4 District
are designated as "Shopping Center and Office Use" . A 60-foot
Aft strip of land north of the applicants ' property is designated as
1160' Easement and Buffer Area" . This drawing also shows that the
applicants currently own abutting land to the east which is in a
C-4 District.
If rezoned, the owners of the property will have to submit a
detailed C-4 and/or a PUD Site Plan for review and approval by
the Commission and Council.
The owner of proposed Emerald Ridge Subdivision spoke in
favor of the rezonings . No one appeared in opposition.
In its motion, the Commission included reasons for deviating
from the Land Use Plan of the Comprehensive Plan. The motion and
the action thereon as taken from the approved minutes was :
"Mr. Downing moved and Mrs . Keeney seconded to
approve the rezoning because the area is not currently
developed, there is no opposition from the public, the
adjacent property owner supports the change , and the
nature of the neighborhood is commercial. The motion
passed with a vote of 4-3 , with Duffy abstaining. "
