SEAS, Cedar City and the City of Jefferson, Missouri, have investigated the possibilities of consolidating the two cities under the auspices of one; and SAS, it appears in the best interest of both cities to seek consolidation; and WHEREAS, a number of meetings have been held between the two cities to further investigate the possibilities; and WHEREAS, consolidation should be pursued. NOW, MUMEFORE, BE IT E14ACTED BY TFM COUNCIL OF THE CITY OF JEF MRSON, MISSOURI, AS FOILM: Section 1. Subject to the passage of ballot issues as provided herein, Cedar City, a fourth class city of the County of Callaway, State of Missouri, ® shall consolidate with the City of Jefferson, a constitutional charter city of the Counties of Callaway and Cole, State of Missouri. Section 2. Upon consolidation the following provisions shall apply: a) The area which is now Cedar City will be governed by each and every ordinance of the municipality of the City of Jefferson. b) The name of the surviving entity shall be the City of Jefferson, Missouri. C) The form of government of the surviving entity will be the charter form of government under the charter of the City of Jefferson, Missouri. d) ward boundaries within the current City of Jefferson shall remain unchanged pending the census of 1990 and adjustments at that time. Until such time as they are otherwise adjusted, what is currently Cedar City shall become a part of Ward 2 of the City of Jefferson. e) The employees who shall continue to be employed shall be those employed by the City of Jefferson or those who may be hired by the City of Jefferson. f) All taxes shall be levied, assessed and collected pursuant to the ordinances of the City of Jefferson and shall be payable to the consolidated City of Jefferson. The current tax rate of the Cedar City is $.72 per $100 assessed valuation. The current tax rate of the City of Jefferson is $.79 per $100 assessed valuation. g) 7xhe officials om*inuing to hold office shall be the City officials 40 of the City of Jefferson in all respect. Section Consolidation, if approved by the voters in both cities, shall be effective as of July 1, 1989. Spatign 4. All bonded of the City of Jefferson shall continue. Said bonded indebtedness exists only as revenue boars. The bonded indebtedness of the Cedar City shall continue. Mse bonded irdd*edness of the Cedar City exists only in the form of Revenue bands. No tax is currently being levied nor is any necessary to retire such indebtedness. Section 5. Prcpe ty within the current boundaries of the Cedar City shall came into the City of Jefferson zoned in the same manner as any other party which canes into the City of Jefferson) through the voluntary annexatiaan method, subject to rezoning inmediately upon the effective date of consolidation. Section 6. During the period between the effective date of the consolidation and the date of the election at which voters cast their ballots on the question, no building permits nor zoning changes nor any oW-n liture of funds for capital items shall take place nor shall any assets be sold within the Cedar City without the prior approval of the City Council of the City of Jefferson, if the vote in both cities is favorable. Section 7. glue City Council of the City of Jefferson, Missouri, and the City Council of the Cedar City, Missouri, hereby submit to the voters of the City of Jefferson and the voters of the Cedar City, respectively, at elections to be held February 7, 1989, this proposal to consolidate. The ballot of submission shall contain, but is not limited to, the following language: Shall the City of Jefferson, Missouri, and Cedar City, Missouri, coon solidate? [ ] Yes [ ] No Minn 9.
