AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING CHAPTER
2 ADMINISTRATION OF THE CODE OF THE CITY OF JEFFERSON, MISSOURI,
BY THE ADDITION OF THE EQUAL EMPLOYMENT OPPORTUNITY COMMITTEE TO
ARTICLE XIV BOARDS AND COMMISSIONS.
BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI,
AS FOLLOWS:
Section 1. Chapter 2 Administration of the Code of the City
of Jefferson, Missouri, is hereby amended by the addition of the
Equal Employment Opportunity Committee to Article XIV Boards and
Commissions. The addition shall read as follows:
DIVISION 16. EQUAL EMPLOYMENT OPPORTUNITY COMMITTEE
Sec. 2-675. Established.
There is hereby established an equal employment opportunity
committee.
40 Sac. 2-676. Members, qualifications, terms.
a. The committee shall have five regular members.
Appointments shall be for two-year periods with no more
than three members appointed in any one year. At least
one of the regular members shall be female. The regular
members shall be:
(1) Minority member - a person who is a member of a
minority group.
(2) Handicapped member - a member who has a handicap.
(3) Private sector - a personnel officer from a
nongovernmental entity.
(4) State government - a personnel officer from the
state government.
(5) A member of the Chamber of Commerce board of
directors.
Sec. 2-677. Selection and appointment.
The mayor sh&11 select and appoint with approval of the
council, the members, of the committee. The members of the
committee shall select one of the members to serve as chairperson.
See. 2-678. Duties.
The committee shall have the following duties:
(1) Maintain and update a list of organizations and
individuals that can give assistance in searching for
qualified minority, handicapped, and female job
applicants.
(2) Recommend methods of recruitment of minority,
handicapped, and female applicants.
(3) Develop and conduct training programs to encourage and
facilitate the hiring and promotion of minority,
handicapped, and female employees,.
(4) Review and compare the applications of all minority,
handicapped, female, and finalists interviewed for all
positions. The committees written comments pertaining
to the above shall be provided to the City Council, City
Aft Administrator, or Mayor as is appropriate for the
position level involved.
(5) Review and make recommendations on current personnel
issues as they affect minority, handicapped, and female
employees.
Sea. 2-676. Advice and assistance.
The committee shall have the authority to seek advice and
assistance from the city departments. The committee shall also
have the authority to seek advice and assistance from non-
employees, but shall have no authority to enter into any contracts.
Sao. 2-6809 Meetings.
The committee shall hold at least one meeting every quarter.
Sec. 2-681. Confidentiality.
All meetings, reports, recommendations, records, and votes of
the Committee concerning the items in sections 2-678 (4) shall be
closed. Reports and recommendations shall be submitted to the
mayor and Council. The Committee shall hold open meetings
concerning the items in sections 2-678 (1) , (2) , (3) and (5) .
Section 2. This ordinance shall be in full force and effect
from and after the date of its passage and approval.
