ORDINANCE NO.
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, REPEALING SECTION
1-17 OF THE CODE OF THE CITY OF JEFFERSON, MISSOURI, DEFINING THE
EXISTING CITY BOUNDARY AND ENACTING A NEW SECTION PERTAINING TO THE
SAME SUBJECT.
WHEREAS, the City Council of the City of Jefferson was, on
August 8, 1988; January 11, January 23, February 2, March 10 and
March 30, 1989, presented verified petitions requesting that the
city annex the following described unincorporated areas of land
contiguous to the corporate city limits:
A. Properties located in the southwest quarter of Fractional
Section 4, Township 44 North, Range 12 West, Cole County,
Missouri, with these properties being more particularly
described as follows:
1. Lots 20 thru 34 inclusive, Lot 36, and Tract
C of Mall Ridge Addition, Section 2, as
AM recorded in Book 11, Page 90, Cole County
Recorder's Office;
2. Assessor Parcel 29 in Block Two in the
southwest quarter of the southwest quarter of
said Fractional Section 4; and,
3. The following described tract;
Beginning at the southwest corner of said
Fractional Section 4; thence N 040 30' W, along
the section line, 580.47 feet to the southwest
corner of Tract C of said Mall Ridge Addition,
Section 2; thence N 860 44 ' 25" E along the
south line of said Mall Ridge Addition, Section
2, to the northeast corner of the southwest
quarter of the southwest quarter of the
southwest quarter of said Fractional Section
4; thence southerly along the east line of the
southwest quarter of the southwest quarter of
the southwest quarter of said Fractional
Section 4, 431.26 feet; thence S 860 44 ' 25" W,
180 feet; thence S 040 30' E to a point on the
south line of said Fractional Section 4 ; thence
westerly along the section line to the point
of beginning.
B. Part of the east one-half of the southeast quarter of Section
22, Township 44 North, Range 11 West, in the County of Cole,
Missouri, more particularly described as follows:
From the southeasterly corner of Private Survey #2701 S 350
03 ' 39" W, 1220.26 feet to the southwesterly line of Robinson
Road and the point of beginning for this description; thence
southeasterly along said Robinson Road 439.50 feet; thence
southeasterly along said Robinson Road on a curve to the right
having a radius of 1106.31 feet and an arc distance of 243.435
feet (the chord of said being S 460 53 ' 53" E, 242.94 feet) ;
thence S 410 56' 53" W, 600.00 feet; thence N 48° 03 ' 07" W,
612.33 feet; thence N 350 03 ' 39" E to the point of
beginning.
WHEREAS, the petitions requesting said annexations were signed
by the owners of all fee interest of record in all real property
located within the areas proposed to be annexed; and
WHEREAS, after giving due and legal notice, as required by
law, the City Council did, on October 3, 1988; February 6, April
3 and April 17, 1989 hold public hearings concerning the annexation
of the unincorporated areas of land described above; and
WHEREAS, at the above described public hearings, the City
Council did determine that the annexations were reasonable and
® necessary to the proper development of the city and, further, did
determine the city has the ability to furnish normal municipal
services to the area within a reasonable length of time; and
WHEREAS, no written objection to the proposed annexations was
filed with the City Council in the fourteen (14) days following the
public hearings.
NOW, THEREFORE, BE IT ENACTED BY THE CITY COUNCIL OF THE CITY OF
JEFFERSON, MISSOURI, AS FOLLOWS:
Section 1. Section 1-17 of the Code of the City of Jefferson,
Missouri, is hereby repealed and a new Section 1-17 is hereby
enacted, which shall read as follows:
Sec. 1-17. City boundaries.
The limits and boundaries of the city are extended, defined
and declared to be as follows, in the counties of Cole and
Callaway, in the State of Missouri:
Beginning in the center of the Missouri River at a point on
the extension northerly of the westerly line of Private Survey
#2680; thence southerly along the said northerly extension and the
westerly line of Private Survey #2630 to the southeasterly corner
of Private Survey #2701; thence S 350 03 ' 39" W, 1220.26 feet to
the southwesterly line of Robinson Road; thence southeasterly along
said Robinson Road, 439.50 feet; thence southeasterly along said
QP Robinson Road on a curve to the right having a radius of 1106.31
feet and an arc distance of 243.435 feet, (the chord of said being
S 46° 53 ' 53" E, 242.94 feet) ; thence S 410 56' 53" W, 600. 00 feet;
thence N 480 03 ' 07" W, 612 .33 feet; thence southwesterly in a
direct line to the southerly right-of-way line of U. S. Route #50,
at Station 225+00 [Mo. Project F-1 (12) ] ; thence westerly along the
southerly right-of-way line of the aforementioned U.S. Route 50 to
the following described point: Beginning at the southwest corner
of the northwest quarter of the southwest quarter of Fractional

VOLUNTARY ANNEXATION
PUBLIC HEARING
This public hearing is on a petition filed by the Concord
Baptist Church of Jefferson City, Inc. for the voluntary annexation
of approximately 8.8 acres. This is the rear half of the property
which the church owns at 3724 West Truman Boulevard. All of the
buildings owned by the church are currently in the city. The land
the church wants annexed is vacant.
Prior petitions for voluntary annexations from the Mall Ridge
area had created a small spot of county land within the city. This
petition from the church eliminates that spot.
A bill has been prepared which changes the city boundaries:
1. In the Mall Ridge area; to be in accordance
with Exhibit One.
2. In the vicinity of Scholastic, Inc. on the east
side of the city; to be in accordance with Exhibit Two.
Staff recommends the corporate limits be changed as per the
proposed ordinance.
