HomeMy Public PortalAbout12-10-20 AgendaDECEMBER 10, 2020 The Agenda Meeting of the Mayor and Council of the Borough of Carteret, preceding the Regular Meeting December 30, 2020, was held December 10, 2020, at approximately 6:00 p.m. remotely, via telephone call -in. The following were noted present: Mayor Daniel J. Reiman Councilmember Vincent Bellino " Jorge Diaz " Dennis DiMascio Ajmar Johal " Randy Krum " Susan Naples Also noted present were Cannela Pogorzelski, Acting Municipal Clerk and Robert J. Bergen, Esq., Law Director. The meeting was opened with a moment of silent prayer and the Pledge led by Council President Krum. The 2020 Annual Notice was mailed to The Home News Tribune, The Star Ledger and posted on the bulletin board on December 31, 2019. Notice was published in The Home News Tribune and The Star Ledger on January 7, 2020. Notice of tonight's meeting was sent to the Home News Tribune, posted on the Borough's website, bulletin board and the doors of the Memorial Municipal Building on August 25, 2020. Notice was published in the Home News Tribune on August 27, 2020. All items being voted on tonight were posted on the Borough's website, www.carteret.net prior to tonight's meeting. Upon MMS &C by Councilmembers Diaz and Bellino and unanimous affirmative vote of the full membership present, the minutes of November 16, 2020 were approved as transcribed and engrossed by the Clerk. AGENDA MEETING ROLL CALL PRAYER, PLEDGE OF ALLEGIANCE STATEMENT OF MEETING NOTICE APPROVAL OF MINUTES 01 DECEMBER 10, 2020 (Continued) ORDINANCE #20 -20 The Clerk stated that Ordinance #20 -20 was introduced and adopted RE- ADOPTING on First Reading on November 16, 2020. It was duly published in the ORDINANCE #94 -23 Home News Tribune on November 19, 2020, with notice that it will be considered for final passage after Public Hearing to be held on December 10, 2020 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. PUBLIC HEARING Upon MMS &C, by Councilmember Krum and Bellino and unanimous affirmative vote of the full membership present, Mayor Reiman declared the Public Hearing to be open. Mayor Reiman said we adopt this Ordinance every now and then pursuant to state law. HEARING CLOSED There being no further comments or objections to the Ordinance, Mayor Reiman declared the Public Hearing to be closed, upon MMS &C, by Councilmembers Diaz and Bellino and unanimous affirmative vote of the full membership present. Upon MMS &C, by Councilmembers Diaz and Bellino ORDINANCE #20 -20 "AN ORDINANCE RE- ADOPTING, AMENDING AND RE- STATING ORDINANCE NO. 94 -23, FINALLY ADOPTED MAY 26,1994" ADOPTED was finally adopted. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. Reiman Advertised as Finally Adopted: December 16, 2020 V) llECEMBEX 1U, LULU (continued) A copy of each Resolution was posted on the Borough's website for public review prior to the meeting in accordance with the Rules of Council and upon MMS &C, by Councilmembers Bellino and Krum and unanimous affirmative vote of the full membership present, the meeting was opened for public input on all Resolutions /Agenda items and any new business. There being no comments or objections to the Resolutions /Agenda items or new business, upon MMS &C, by Couneilmembers Bellino an Diaz and unanimous affirmative vote of the full membership present, the meeting was closed. Upon individual Roll Call Vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. PAYMENT OF BILLS Upon MMS &C, by Councilmembers Diaz and Bellino, all bills appearing on the prepared list, properly audited and signed were ordered to be paid. Upon individual Roll Call Vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. DECEMBER 10, 2020 (Continued) Reports: 1. Clerk's Office — November 2020 2. Inspection of Buildings — November 2020 3. Board of Health —November 2020 Upon MMS &C, by Councilmembers Krum and Bellino, and unanimous affirmative vote of the full membership present, all reports were ordered to be received and placed on file. REPORTS Mayor Reiman said due to the pandemic, most public events have been MAYOR REIMAN cancelled. He said they did a recording of the tree lighting and he read a book and Santa read a book which be played on Facebook, social media and TV36. He wished everyone a Happy Hanukkah and Merry Christmas and said they would see everyone before the New Year.
