MINUTES OF THE BOARD OF ASSESSORS

Time: 4:30pm
Location: 2198 Main Street Town Hall Room B & REMOTE PARTICIPATION
In Person Participants: Vice Chair Susan Barker (acting as In -Person Chair), Clerk Marjorie
McGinnis, Deputy Assessor James Gallagher, Senior Department Assistant Sara
Acheson
Remote Participants: Chair Howard Hayes (not acting as Chair due to remote participation).
Call to Order: Ms. Barker called the meeting to order at 4:35pm.
Declaration of a Quorum: A quorum was present. Two members were participating in person,
and one was participating remotely via speakerphone. All confirmed that they could hear each
other.
Meeting Participation Statement: Mr. Gallagher read the following meeting participation
statement: As a courtesy only, access to the meeting is also being provided via remote means in
accordance with applicable law. Please note that while an option for remote attendance and/or
participation is being provided as a courtesy to the public, the meeting/hearing will not be
suspended or terminated if technological problems interrupt the virtual broadcast or affect remote
attendance or participation, unless otherwise required by law.
Recording Statement: Mr. Gallagher read the following recording statement: As required by
the Open Meeting Law we are informing you that the Town will be video and audio taping as
well as broadcasting this public meeting. In addition, if anyone else intends to either video or
audio tape this meeting they are required to inform the chair.
Review and approve Regular Session Meeting Minutes for May 3, 2023:
Ms. Barker made the motion to accept the Regular Meeting Minutes for May 3, 2023. Ms.
McGinnis seconds the motion. Roll call vote: Hayes- aye; Barker- aye; McGinnis- aye; motion
approved unanimously.
Review and Sign Barnstable County Commissioners County Tax Warrant and
Environmental Protection Fund Tax Warrant: Mr. Gallagher reviewed the annual County
Tax Warrant and Environmental Tax Warrant. This year was a 2.76% increase over last year.
Ms. Barker made a motion to commit the annual County Tax Warrant in the amount of $170,857
and to commit the annual Environmental Protection Fund Tax Warrant in the amount of
$183,182. Ms. McGinnis seconds the motion. Roll Call vote: Hayes- aye; Barker- aye;
McGinnis- aye; motion approved unanimously.

Uncollectible Motor Vehicle Excise Abatements: We received a list of 47 FY2012 delinquent
motor vehicle bills from the Treasurer's Office that have been deemed uncollectable. The total
tax amount was $2,579.06. Ms. Barker made a motion to abate the uncollectible motor vehicle
excise bills, Ms. Barker seconds the motion. Roll call vote: Hayes- aye; Barker- aye; McGinnis -
aye; motion approved unanimously.
Authorization to sign FY2024 Department of Revenue Forms on behalf of the Board of
Assessors: Ms. Barker made the motion to allow the Deputy Assessor to sign and submit various
forms to the Department of Revenue via Gateway, Ms. Barker seconds the motion. Roll call
vote: Hayes- aye; Barker- aye; McGinnis- aye; motion approved unanimously.
Matters Not Reasonably Anticipated by the Chair: None at this time.
Next Meeting: The next Board of Assessors meeting will be July 26, 2023.
Executive Session (To comply with or act under the authority of any general or special law or
federal grant-in-aid requirements: MGL Chap 59 Sec. 60 and MGL Chap. 214 Sec. 1B):
At 4:42pm Ms. Barker moved to enter Executive Session for the reasons noted above, not to
return to regular session. Ms. McGinnis seconded the motion. Roll Call vote: Hayes- aye;
Barker- aye; McGinnis- aye; motion approved unanimously.
