GAC Minutes 1990 09/06GOLF COURSE ADVISORY COMMITTEE MINUTES SEPTEMBER 6, 1990 7:00 P.M. Attending: D. Engen M. Williamson D. McCarty T. Whiteman D. Hormaechea Also Attending: C. Jackson J. Drips A. Laidlaw B. Schmidt B. Killen D. Medley J. Larson J. Drips Minutes from the August 14, 1990 meeting will be reviewed at the next committee meeting. New Business Clubhouse: Laidlaw presented the punch list dated August 31, 1990. Laidlaw told committee members there would be a meeting on September 8, 1990 with Rich Hormaechea and LT. General to discuss final grade of parking lot. Furthermore, Laidlaw listed additions: a. Slab on north side; b. A seven day extension; c. Monies to rehab parking lot. Laidlaw then asked the committee to confirm substantial completion. Whiteman then motioned to recommend to the City Council to accept substantial completion contingent upon the completion of the punch list. Engen seconded, all were in favor. the motion carried unanimously. Bill Killen Killen stated he has roughed out a form of agreement on behalf of golf course assistant pro Carl Hoss. The committee agreed that presentation of this agreement would be inappropriate at this time. Organizational Agreement of the Golf Course The committee discussed several reasons in opposition to the city running golf course operations. Some of those being no other golf course has been successful with a city employee for a golf pro; there's a $100,000 to $150,000 city investment needed; Class A golf professionals are schooled in the practices of merchandising and teaching rules etc., and the present program is highly successful. Whiteman motioned to recommend to the City Council the continuation of the present structure of management fee / concessionaire for golf professional services including practice range. Williamson seconded, all were in favor. The motion passed unanimously. Hormaechea motioned to recommend to the City Council the advisory committee be involved in development of specifications, negotiating a contract and selection of the golf professional. Williamson seconded, all were in favor. The motion passed unanimously. D & D Land Trade The committee will physically look at properties in question, and will discuss this proposal at their next scheduled meeting. No Smoking Sections in Clubhouse McCarty relayed a recommendation by the ladies association that there be no smoking in the Pro- Shop. After a brief discussion, Hormaechea motioned to restrict smoking in the Pro -Shop and only allow smoking in the lounge at the north end of the bar. The motion died from lack of second. Whiteman then motioned to reconsider the smoking issue if it is not mandated by state code at a future date. Hormaechea seconded. There was one vote against and three in favor. The motion carried. The meeting adjourned at 10:00 p.m. The next meeting is scheduled for September 17, 1990 at the clubhouse. The landscaping contractor dug holes and piled Material in the parking lot the planters. He also used a portion of the east edge to store top soil e later for a disposal pile. The chip seal contractors have stockpiled their gravel on the SE corner. have dug into the berm in the SW corner. They have used the lot to stage equipment as well as cleaned the equipment out leaving large puddles of o that will need to be cleaned up. °The portions of the lot that are not to grade have been moved several time. Golf Course personnel making temporary cart paths. 10 put the entire perking lot back into a condition suitable for paving I estimate the cost will total $2,680.00. I will cover the costs of final gi and compaction for $767.00. Dress road to profile sho,,,, n in drawings Find clean up cut bank. Parking lot - Remove and recompact soft spot: at planters (n. i. c.). Verify that fill along the edge in the area of the S. W. of the parking lot is properly compacted. Grade lot evenly and accurately to required grades. The south center portion of the parking lot slopes away from the catch basic-,. The east edge of the lot needs to be cleaned up, graded and compacted. - Slope lot to basin and fill lo'v'v' spot to West of basin. Remove dirt_ from the basin(n. i. c.). Parking lot should be ready for asphalt. A stub for po'yver is needed on the south side of the cart path at the SE corner building►: n. i. c.:►. Site grading Bring grade up higher @ entry stair. Use rocks from site to stabilize the earth. Complete _:and and grease trap to the _atisfa►_tion of the plumbing inspector. Slope grade away from the cover of the grease and sand trap. Add grade to P.IE corner of building to create a s'•,vale to allow drainage to the north side of the building. Finish painting steel parts of lift station. EXTERIOR Patch concrete walks and walls in the area of the repaired rails near the entry to the building. Ramp/step @ parking lot juncture may cause someone to trip. Something should be dune about this. Ends of handrail €1, 850. patio and at the bottom of tie pro shop stair wobble. They must be atrenthened Sand and touch up exterior door. The edges of many doors; are rough. Sand and touch up exterior door jambs. Astri cal at door # 10 is split out. INTERIOR General note- the. edges of most door._; are rough as are many jambs. Faces should also be touched up or repainted where required. Food Prep # 204 Install missing piece of base at East_ wall. Electrical room #205 Insulate attic access cover. Reconstruct insulation curb above access: cover. `service #20 Laminate counter Peas.: numerous: scratches. Pro Shop # 219 Entry door requires an additional cane bolt to the fluor.
