The Consultant has been selected and agrees to } perform the services required to complete the analysis and survey as per the "y following Articles: ' ARTICLE I R�. a!< PROJECT SCOPE OF SERVICES %+ r ' PRASE I - PROJECT ORGANIZATION, DATA COLLECTION, TRAVEL SURVEY AND DE 14M ANALYSIS Vf tiF Task 1.1 - Technical Advisory Committee Formation: In order to both help assure a more complete understanding of the results of this project and commu- nication between the Consultant team and the Client, a Technical Advisory Committee (TAC) will be formed by the Client. The TAC will be the primary communication channel between the Consultant Team and local parties and the ;i group with whom the Consultant meets at key points during the project. We ' recommend representatives from the following groups be appointed to the TAC: • The City of Jefferson Staff • Lake of the Ozarks Tourist Association ' s Jefferson City (JEF) and Lee C. Fine (AIZ) Airport Managers law • State of Missouri Aviation Division •i; �,' • County Representatives In addition, other interested parties, such as Chambers of Commerce and representatives of the FAA may be invited to key meetings during the course of the project to encourage their support and understanding of the study. Task 1.3 - Data Collection: The Consultant will meet with airport _ ' ; officials to discuss the project and to determine what data needed for the .*c{�s, , basic market analysis is already available and current from airport and city ; g ' ` T records. We will familiarize ourselves with the airports' facilities, fret ht services and management initiatives to attract passengers and carriers to the Jefferson City Memorial (JEF) and Lee C. Fine (AIZ), Airports. During this first element, we would expect to obtain copies of airport records covering service (schedules and destinations) and en p lanements for at :r least the last five years. Ile currently have available to us historic enplane- ,f ' ment information on JEF and AN when service was available at those locations. {` However this CAB now DOT 0&D data are susceptible to significant errors since they are traditionally based on 10% samples of actual traffic. We will also request a statement of the airports' fees and charges to its carriers, and a description of surface transportation services available in the area. Task 1.4 - In this task the Consultant will identify principal travel agencies and corporate travel departments within the 50-mile air service study p area (to be fully identified) . Task 1.5 - Identify Business-Generated Demand: The Consultant will identify major businesses and employers in the area as well as governmental and institutional users of commercial air transportation such as medical axst` +r centers, colleges and universities, public utility companies, banks and local ,,;r and state government. Task 1.6 - Evaluate Leisure-Generated Demand: In this task, the Consul- tant will complete a market assessment of potential demand for air carrier `' � s.r: lfi`aatc service generated by the leisure visitor. Elements necessary to this evalua- tion include (1) interviews with a sample of destination locations, such as Tan Tara, holiday Inn, Lodge of the Four Seasons, Breckenridge Inn, Dogwood etc. (both large ties should be interviewed) and (2) Hills a and small proper ro g P P interviews with area travel planners. In addition to the Consultant's past . experience, a sample of other destination locations will also be contacted to evaluate their relative successes and failures in incorporating air carrier service in their marketing strategies. ' Task 1.7 - Air Travel Questionnaire: The Consultant will prepare and distribute an air travel questionnaire to travel agencies and to major user i groups to establish current travel patterns, major air service deficiencies, level of passenger diversion to other airports, and impact of fares and :y schedules at the JEF and AIZ Airports on passenger decisions to use other ;++ surrounding airports, Lists of Chamber members will be requested from area Chambers of Commerce. Interviews will be conducted with selected travel t: agencies and business users. Task 1.8 - Collection of Socio-Economic Information: The Consultant will z t :as collect relevant socio-economic data for the study area after defining the ?� r •;^:>.,.-: limits of that area to determine patterns of economic growth or decline and to -' �.,.` .� provide a basis for determining the ability of the study area to support additional air service. Task 2.3 - The Consultnt will compare normal coach and discount fares available at alternative airports. Consideration will also be given to pairing JEF and/or AIZ with an intermediate or backup point to enhance the profit potential of desired improvements in air service. PHASE 3 - INVENTORY AND ASSESSMENT OF THE CAPABILITY OF AREA AIRPORTS TO ACCODATE AIR CARRIER ACT IVITY Task 3.1 - Inventory: Airport rY: The assessment of the potential of the area to successfully accommodate air carrier activity must not only look at demand for schedule service, but also the ability of the individual airports 4 .: (JEF, AIZ, etc.) to support this service both physically and from an opera- tional standpoint. Area airports will be inventoried to identify current Y facilities (physical) and activity (operations) . N. Task 3.2 - Assessment of Passenger Activity: Based on the information =f assembled in the previous phases, future passenger demand will be correlated ` and forecasts prepared for aircraft operations (activity) , aircraft mix ' (types) , and instrument approach activity. The Consultant agrees to proceed with the project immediately upon execution tp3 by both parties of this Agreement and to assign suc h personnel as requ ired to r complete the scope of services within 120 calendar days. .: ARTICLE III k CCNPENSATION AND I MMD OF PAYMENT The Client agrees to pay the Consultant in monthly payments in compensation for the services stated in the Scope of Services. Payment shall be made to the Consultant by the Client within 30 days after receipt of monthly billings from the Consultant. ARTICLE IV MISCELLANEOUS PROVISIONS 1. Change in Scon -: The scope of services described herein shall be subject n.. to modification or supplement only upon the written agreement of the contracting parties. Any such modification in the scope of the work shall be incorporated in this Agreement by supplemental agreement. 2. Termination: The right is reserved by the Client to terminate this ' Agreement upon the completion of any of the phases included in the work, y. or at any time, should the Client deem that further work is not warrant- ed. In such an event, written notice shall be given to the Consultant, and payment shall be made for the completed Contract services. The qr. Client further reserves the right to terminate the Contract any time, upon written notice, in the event the services of the Consultant are unsatisfactory, or upon failure to prosecute the time limits specified by this Agreement or should the Client deem that the project must be cur- tailed for other causes; provided, however, that in any such case, the Consultant shall be paid for the services rendered up to the time of termination. 3. Binding Upon Successors: This Agreement shall be binding upon the �` undersigned parties, their successors, partners assi gns, and legal { representatives. 4. Ownership of Documents: All original reports and drawings shall be submitted to and become property of the Client.
