JEFFERSON CITY MEMORIAL AIRPORT OPERATIONS MANUAL, RULES AND
REGULATIONS AND MINIMUM OPERATING STANDARDS.

A. Airport -- All property belonging to the City of Jefferson as
designated on Exhibit "A. "
B. Airport Traffic- Area -- As defined in current Federal Aviation
,y. Regulation Part 91.

C. Airport Manager -- The Director of the Department of
Transportation of the City of Jefferson or his Representative.
=' D. Person -- Any individual, firm, co-partnership, corporation, n
+` company, association, political or governmental body; and

includes any trustee, receiver, or similar representative ` 4r,
thereof.
E. Public Aircraft Facilities: nfi „

The phrase Public Aircraft Facilities means the following
facilities as they are from time to time provided and made
available by the Jefferson City Transportation Commission for
public use by all aircraft and their operators:
1. Public runways for the purpose of aircraft landing and
takeoff.

' 2 . Public taxiways for the purpose of aircraft ground `}
movement.

:n 3 . Public aircraft parking space for the purpose of parking
and storing aircraft, loading and unloading passengers, '
baggage, freight, mail, and other cargo upon and from A.
. aircraft, performing operations incidental to the immediate

arrival and departure of aircraft and servicing with fuel,
and for parking mobile equipment actively , used in
x: connection with the foregoing.

' 4 . The area in the vicinity of the Terminal Building known as
ramp or apron space (and any future additions thereto and

improvements thereto) , which said space is provided for the +
' purpose of performing operations incidental to the
immediate preparation of aircraft for departure such as
servicing with fuel and inspection, and for the purpose of
` parking mobile equipment actively used in connection with

5. Any other space provided by the City of Jefferson for
• public use by aircraft operators at the Airport.

G. Emergency Vehicle -- Vehicles of the Police or Fire
Departments; ambulances, any vehicle conveying an Airport
official or Airport employee in response to an emergency
official call.
' H. Police Officer -- Every officer of the municipal police

' traffic and to enforce the Jefferson City Memorial Airport
Rules and Regulations.
I. Motor Vehicle -- Any self-propelled vehicle not operated

exclusively upon tracks, except farm tractors and motorized

property is or may be transported or drawn upon a highway,
excepting motorized bicycles and devices moved by human power

100.3 LOST ARTICLES
All lost articles shall be turned in to the Airport Managers
office by the finders. Any such articles not claimed in sixty (60) k'
4 days may be sold at public auction. "

100.4 LIABILITY

The City of Jefferson and the Jefferson City Transportation f
Commission assumes no responsibility for loss, injury, or damage
to persons or property by reason of fire, theft, vandalism, wind,
flood, earthquake, or collision damage; nor does it assume any
liability for injury to persons while on the Airport or while using
the facilities of same.
100.5 ACCIDENT REPORTS
All persons involved in any accident, personal, aircraft, or
automotive, occurring on the premises of the Jefferson City
Memorial Airport shall make a report to the Airport Manager as soon

200.1 LICENSING AND REGISTRATION

A. No person shall operate motorized ground equipment of any kind A
on the Airport without a valid State of Missouri operator's
License.

the operation of such equipment.

200.2 RULES OF OPERATION
A. No person shall operate a motor vehicle of any kind on the
Airport in a reckless or negligent manner, or in excess the

speed limits prescribed by the Jefferson City Transportation ;j' ;r
Commission. No person shall operate a motor vehicle in excess
of 15 miles per hour on ramp, apron, or in aircraft parking and
hangar areas.
B. Pedestrians and aircraft shall at all times have right of way
over vehicular traffic. All vehicles shall pass to the rear of

C. Persons operating motor vehicles on the Airport shall give
proper signals, and observe the directions of posted traffic ,?
signs.
!: D. No person shall operate a motor vehicle or aircraft on the
Airport while in an intoxicated or drugged condition. ="
E. No person shall operate any motor vehicle on the Airport ,
overloaded or carrying more passengers than that for which the
vehicles were designed. No person shall ride on the running
board, stand up in the body of moving vehicles, ride on the

outside of the body of a vehicle, or with arms or legs

promptly removed from public view by the owners as soon as

is on a loading ramp preparatory to takeoff, and when such

A. No person shall park aircraft in any area on the Airport other
than that prescribed by the Airport Manager, and no overnight `
parking on the ramp between Gates 1 and 4.

passengers and cargo. Gate 5 is designated as the gate that

approved for such storage by the Airport Manager, or in safet

B. No person shall keep or store lubricating or waste oil in or

design and type that meets the approval of the Airport Manger.

C. Lessees shall provide suitable metal receptacles with self-

proof, spark-proof, and vapor-proof; and all windows and doors � .

to prevent ignition of volatile liquids. This does not apply

A. Commercial Fuel Permit:

equipment on the ramps and roadways of the Jefferson City
Memorial Airport; may refuel aircraft on any part of the
! public parking areas and hangar areas, subject to all Rules y
and Regulations adopted by the Jefferson City
Transportation Commission governing the operations; may
operate mobile tugs for the purpose of storing or towing
aircraft, preheating units, and other necessary mobile line
equipment. The mechanical equipment used must at all times
satisfy all safety , regulations and requirements of
applicable safety codes.

2 . The fee for a fuel permit shall be $'75. 00 payable monthly
in advance as per § 29-45 of the Code of the City of

B. These permits shall not be transferable. No refund of any part
of the monthly fee will be made in the event the vendor ceases ,

compliance with the above provision, the Jefferson City
Transportation Commission may take such action as the Federal.
Government may direct to enforce such compliance.
C. No person shall engage in any aeronautical activity for
furnishing services to the public at the Airport unless:
1. Said service is conducted on a fair, equal, and not
unjustly discriminatory basis to all users thereof, and
2 . Fair, reasonable, and not unjustly discriminatory prices
are charged for each unit or service; provided thatni ',

A. Any person desiring a commercial or non-commercial agreement

A. Any person violating any of the provision of any of the `y

Lessees desiring to engage in air taxi and/or commuter airline
operations must be certified by the Federal Aviation Administration

minimum operating standards.

an area of sufficient space for all buildings, aircraft
t parking, paved ramp area, employee parking and customer

Lease of appropriate terminal space, or construct a building
of a design and size that is acceptable to the Transportation
` Commission, which will provide sufficient properly lighted and
heated space to perform work, office space, storage, public
waiting area that includes indoor rest room facilities, and
a public use telephone.
PERSONNEL
One commercial and/or airline transport pilot currently
certified by the Federal Aviation Administration, who is
l4; appropriately rated to conduct the air taxi and/or commuter
'f airline service offered.
AIRCRAFT
It shall be' left to the discretion of the lessee to provide
the type, category, class, size and number of aircraft to meet

4 In and Out metered filter-equipped dispensers, fixed and/or
mobile, for dispensing approved aviation fuels from

gallons each. Mobile dispensing equipment shall have a total
capacity of 600 gallons for each grade and/or type of fuel.
HOURS OF OPERATION
The normal operating hours will be from 7 A.M. to 7 P.M. , 7

FLYING CLUES .
The following requirements pertain to all flying clubs

desiring to base their aircraft on the airport and be exempt from ,x
minimum operating standards.
REGUtLA'TIONS
Each club must be registered as a non-profit corporation or
partnership.
Each member must be a bona fide owner of the aircraft or
stockholder in the corporation. s;
The club may not derive greater revenue from the use of its
aircraft than the amount necessary for the actual operation,
maintenance and replacement of its aircraft. r"
The club- will file and keep current with the airport owner,
a complete list of the club's membership and investment share
held by each member.
The club's aircraft will not be used by other than bona fide ut
members for rental and by no one for commercial operations.
y Student instruction can be given in club aircraft to club Y;
members, provided such instruction is given by lessee based
on the airport who provides flight instruction, or by an
instructor who shall not receive remuneration in any manner w
for such service.
2" Aircraft maintenance performed by the club shall be limited
t to only that maintenance that their membership is qualified
to perform. All other maintenance must be provided by a 4
lessee based on the airport who provides such service, or by
a properly certificated mechanic who shall not receive
remuneration in any manner for such service.
