Section 2 . The Director of Transportation is authorized to
proceed with the study in an amount not to exceed thirty thousand
dollars ($30r000) . The remaining $25,000 expenditure for
completion of the study must be approved by the City Council. !
Section 3 . The agreement shall be substantially the same in
form and content as that agreement attached hereto as Exhibit A. }
Section 4 . This Ordinance shall be in full force and effect ;

The Client recognizes the need to prepare an Air Service Demand Analysis
and Travel Agent Survey. The Consultant has been selected and agrees to

following Articles:
ARTICLE I

Task 1.3 - Data Collection: The Consultant will meet with air p
officials to discuss the project and to determine what data needed for the
basic market analysis is already available and current from airport and city
` ;• records. We will familiarize ourselves with the airport's facilities, freight
services and mans g •a
management initiatives to attract passengers and carriers to the

also request a statement of the airports' fees and charges to its carriers,
and a description of surface transportation services available in the area. y

Task 1.7 - Air Travel •'
Questionnaire: The Consultant will prepare and
distribute an air travel questionnaire to travel agencies and to major user
groups to establish current travel patterns, major air service deficiencies,
level of passenger diversion to other airports, and impact of fares and
schedules at the JEF and AIZ Airports on passenger decisions to use other
` surrounding airports. Lists of Chamber members will be re� o
Chambers of Commerce. Interviews will be conducted withselected travel
agencies and business users.
Task 1.8 - Collection of SOCIO-Economic Information: The Consultant will
collect relevant socio-economic data for the study area after defining the
limits of that area to determine patterns of economic growth or decline and to
provide a basis for determining the ability of the study area to support
additional air service.

Task 2.1 - Air Passenger Demand: The Consultant team will assess current
and future air passenger traffic potential of the air service study area by comparing it with cities of similar size and similar enplanement levels, by w�
analysis of travel agent ticket sales and direct air carrier sales, and by
travel agent interviews.
Xr Task 2.2 - Air Service Patterns: In this Task, the study team will
develop patterns and types of additional air services that could be profitably
supported by Jefferson City/Lake Ozark's actual and potential air traffic
demand, as well as the conditions under which such services could be imple-
mented. These desired service levels will be compared with existing routes to rr
' determine and confirm the need for new service routes and increased frequency
' . on existing routes.
` Task 2.3 - The Consultant will compare normal coach and discount fares '
available at alternative airports.
Task 2.4 - Potential Service Assessment: The Consultant will examine the JEF and AIZ Airports'p potential for attracting passengers from areas outside
its normal service area; stimulated by the introduction of new services and/or
more competitive fares at JEF and AIZ. Consideration will also be given to
pairing JEF and/or AIZ with an intermediate or backup point to enhance the
profit potential of desired improvements in air service.

Task 3.1 - Airport Inventory: The assessment of the potential of the
area to successfully accommodate air carrier activity must not only look at
s demand for schedule service, but also the ability of the individual airports <
' (JEF, AIZ, etc.) to support this service both physically and from an opera-
"; tional standpoint. Area airports will be inventoried to identify current
facilities (physical) and activity (operations) .

Task 3.2 - Assessment of Passenger Activity: Based on the information
assembled in the previous phases, future passenger demand will be correlated `
' and forecasts prepared for aircraft operations (activity) , aircraft , mix
(types) , and instrument approach activity.
Task 3.3 - Determine Airport Facility y Re quirements: Airport and site
requirements, based on the demand forecasts, will be identified by phase 5
(short, intermediate and long-range) and presented in tabular form. Needed
4 facilities, based on F.A.A. criteria, safety and efficiency, will include the
following:

Tusk 3.4 - Evaluation of Alternatives: The ability of JEF and AIZ
airports to support airline activity (both physically and from an operational
standpoint) will be assessed. Deficiencies and future development
requirements will be identified.

will complete and publish the Jefferson City/Lake Ozark Air Service Market
Analysis and review the study with local Gfficials.
Task 4.2 - Develop Air Service Action Plan: A plan of priority actions
will be developed and designed tc, achieve the agreed-upon air service
improvement objectives.

duce more competitive fares.

Task 5.1 - Preparation of Route Analyses: A detailed route analysis will
be prepared for top priority carriers incorporating all direct and indirect
carrier costs and anticipated revenues resulting from operation of the pro-
posed new services. The Consultant will also recommend frequencies, routes
and aircraft type, and describe anticipated simulation factors and estimate
carriers' profit/loss potential based upon the recommended operation.

presentation with senior carrier management, accompanied by Jefferson City and
„n Lake Ozark civic and airport officials with slide or film support. Descrip-
tion of any incentive or other supporting actions that Jefferson City and Lake
Ozark area interests are prepared to undertake to encourage carrier acceptance
of the proposed new service will be presented.
Task 5.3 - If the first priority carrier declines the service proposal --
" f or if other new services are needed that carrier #1 cannot reasonably provide
the team will prepare a route analysis for an alternative carrier and make

ARTICLE II
TIME SCHEDULE

The Consultant agrees to proceed with the project immediately upon execution
by both parties of this Agreement and to assign such personnel as required to
complete the scope of services on or before September 15, 1990.
ARTICLE III
COMPENSATION AND METHOD OF PAMBNT

The Client agrees to pay the Consultant in monthly payments in compen-
sation for the services stated in the Scope of Services. Compensation to the
Consultant will be divided by Task, each with an hourly not-to-exceed fee as
follows:

ARTICLE IV
MISCELLANEOUS PROVISIONS
1. Change in Scope: The scope of services described herein shall be subject
to modification or supplement only upon the written agreement of the
contracting parties. Any such modification in the scope of the work
shall be incorporated in this Agreement by supplemental agreement.
2. Termination: The right is reserved by the Client to terminate this
Agreement upon the completion of any of the phases included in the work,
or at any time, should the Client deem that further work is not
warranted. In such an event, written notice shall be given to the

Consultant, and payment shall be made for the completed Contract
services. The Client further reserves the right to terminate the
Contract any time, upon written notice, in the event the services of the
Consultant are unsatisfactory, or upon failure to prosecute the time
limits specified by this Agreement or should the Client deem that the
project must be curtailed for other causes; provided, however, that in
any such case, the Consultant shall be paid for the services rendered up
to the time of termination.
3. Bi.ndina Up-on Successorg: This Agreement shall be binding upon the
undersigned parties, their successors, partners, assigns, and legal
representatives.
4. Ownershin of Documents: All original reports and drawings shall be
submitted to and become property of the Client.
