Kathryn calls the meeting to order at 4:00pm

David makes a motion to approve, Bud seconds. The motion passes unanimously.
ANNOUNCEMENTS
Ashley raised $500 at the Hucapoos event to be donated for the bulk purchase of reusable bags to be
distributed throughout the community along with 100 Miles, Savannah Riverkeepers and several other
organizations who have raised $4,000 with a goal of $10,000. Becky Setliff will be moderating the litter
workshop.
REPORTS AND DISCUSSIONS
Diane recommends announcing the reusable bag purchase at the litter workshop. Freda suggests verifying
and clarifying the city committees/Task Forces/commissions. There are some groups in the code that no
longer exist (e.g., Fine Arts Commission), while others are not mentioned (CRC and Bicycle/Pedestrian
Friendly). Diane recommends an action item to have Paul ask, at the next council meeting, that the list of
committees be updated. Bud suggests reviewing the functions due to duplication of efforts. Cristina Gibson,
Chronic Disease Prevention Director, gives a presentation on the “Possibility of a Tybee SmokeFree
Ordinance”. Cristina informs that the Tybee pier/pavilion are owned by Chatham County and so technically
should be smoke free in accordance with the county ban on smoking. The County is offering education and
signage funding in an effort to move forward with a smoking ban for Tybee. Cigarettes butts are the top item
of the litter survey and will be discussed at the litter workshop. Paul suggests purchasing butt receptacles.
Freda is concerned that there is too much sign pollution and no enforcement. Paul recommends large
banners for either side of the pier as an effort to minimize smoking and/or the littering of butts on the beach
until an ordinance passes. Kathryn discusses inviting Sherri Collins from Pratt to come out on Community
Day, 9/27/2015, to speak with citizens about acceptable recycling.
