BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1. The Mayor and City Clerk are hereby authorized and directed to execute an amendment to the agreement with Miller & Associates, dated March 8, 1988, to include the design of stormwater improvements in Hough Park/Isom. The amount of the contract shall not exceed $10, 900. 00. Section 2. The agreement shall be substantially the same in form and content as that agreement attached hereto as Exhibit A. Section 3 . This ordinance shall be in full force and effect from and after the date of its passage and approval. WHEREAS, the Engineer made certain representations and statements to the City with respect to the provision of such services and the City has accepted said proposal and is authorized by ordinances:'. 11436 of the City Council of the City of Jefferson, adopted July 16 1990 to enter into the amendment with the Engineer for the x performances of services by the Engineer. ?sr NOW, THEREFORE, for the considerations herein expressed, it is agreed by and between the City and the Engineer as follows: 1. Scope of Services. Paragraph 1, Scope of Services, of the �¢A contract dated March 8, 1988 , is amended to include the performance of engineering and administrative services described in the attached Exhibit A. r , t •1: oM1i, 2 . Compensation. Paragraph 6, Compensation, of the contract dated March 8, 1988, is amended to read as follows: The City will pay the Engineer in accordance with the rate set forth below, which shall constitute full and complete compensation for the Engineer services hereunder. Such compensation will be paid in progress payments, as established Y by the City. The final payment will be subject to receipt of a requisition for payment and a statement of services rendered from the Engineer that the Engineer fully performed with work to be paid for in such progress payments in conformance with qtr f. .:::, • the contract. During the week of June 4 1990 �! , , engineers from Miller Associates visited with Mr. Mike Bates, Director of Public Works, and several other staff members to review the storm drainage problems in the Hough Park/Isom drainage basin. The ~' ���`; jS City of Jefferson has a significant amount of information available concerning the general layout of this drainage basin, including tax maps and construction ; i. Plans for the box culvert under Rjosevalle Drive. "+ n y Little specific information ri..�. is available with respect to existing topography, actual field conditions of ',����� ee <,�•';'� structures, channel, and finished floor elevations of residences which are �_>���,���'°�• ' experiencing flooding problems. Based on this we believe it will be necessary to gather specific field information concerning the drainage basin to determine a cost effective solution to mitigate flooding problems. Based on this, the following process is recommended for the study and recorrnmndation to the City concerning this drainage basin. Gathering: The City will. meet with staff members of the 1. Information Gather •,t:>,;t,,%;�j�~':: City of Jefferson and obtain any additional information concerning the precise locations and conditions within the drainage basin. 2. Field Reviews: After meeting with the staff, the engineer will make a detailed field review of the drainage basin to specifically identify those areas requiring detailed survey work and study. Miller Associates will field survey the existing stream alignment, gradient of the flew line, top of bank, building locations and law a�z�'• P r" o'ti13'tFyr'• t floor elevations, existing culvert geometries and elevations, along J,}^t�f� with roadway elevations and geometries. This work will be done using , a total station and data collector and will utilize a random base line control for future design of improvements within this basin. irk �r x 4. Information from the survey will be dumped from the data collector �4 into the computer and a point plot will be prepared. Utilizing•this ry computer point plot along with tax maps, subdivision plats, street Plans, and other available data the ` p , engineer will prepare a base sheet of the entire drainage basin along with a specific base sheet ` ? � in the area of Hough Park and Isom. , 5. The engineer will model the existing drainage basin based on full . ? future development conditions and shall determine stream flows at various key locations throughout the basin based on a 25 year �� • �,;, frequency storm. It is our understanding that it is the City's ,' desire to utilize a higher frequency storm for this basin due to lack i Of adequate overflow sections to protect residences at Hough Park and Isom, Carol Drive, and Rosevalley Drive. 6. The engineer will tabulate all information, drainage data, and survey data, and will analyze the drainage system specifically looking at the following items: r f d a. I PART 2 -- DESIGN PROPOSAL r It is the understanding of Miller Associates that the City of Jefferson desires to contract the design of improvements to the drainage system at Hough Park and Isom as part of this basic contract. It is somewhat difficult to establish exact "' ar 'i.:t LLAi.rt� S design costs as we have not yet established what the scope of the design will be at this time. Therefore, we have included a proposed design contract that would cover storm drainage for this location only. g ����� at the Hough Park/Isom ,• The assumed design scope would be the improvements to the replacement of all t drainage structures and inlets at this intersection along with improvements to :r the entrances of the structures and swales in this area. It is possible that Y we would include some additional improvements to private property such as .ra G driveway to regrading the dr y keep storm drainage in the street gutter, replace�nerit § ° • of curb and gutters on Isom, and raising the sill around the basement entrance to a residence. ;: ., '•:<; ,: It is anticipated that the preliminary design of these improvements would be <' included at the study phase along with preparation of the base sheet for specific slhris,k,' design of these improvements. No time is included within this proposal for anya � legal property boundary surveys or descriptions for acquisition. It is assumed that the City has drainage easements crier the existing structures and does have the right to modify these structures as necessary. We anticipate the final plans to include a cover sheet, a legend, and note sheet, one plan sheet of improvements, and a detail sheet. The specifications would include only technical specifications for this project and bid quantities.
