RULE l s �►. '
The Board shall elect from its members a Chairman, Vice-
Chairman, and Secretary. The Chairman shall preside over all
meetings of the Board and shall act as the official spokesperson
for the Board. The Vice-Chairman shall act on behalf of the
Chairman in all instances when the Chairman is not in attendance
at any meeting of the Board or is otherwise unable to perform his
or her duties. The Secretary shall keep all records of the
Board, including recording minutes of all Board meetings.
Officers shall serve one-year terms and shall serve until a
successor is duly elected and qualified. Officers shall be
elected at the first meeting in January of each year. Officers
shall assume their respective duties immediately upon election.

RULE 5: TREOUENCY OF EXAMaATATIONt3
Examinations for Police Officer and Communications Officer
shall be conducted yearly the first Saturday in August.
Examinations for Police Officer and Communications Officer may be
conducted at other times if the Board determines that additional
examinations are necessary -n order for eligibility lists to be
supplemented. Examinations for establishment of promotional
registers or other employee registers shall be held at such times
4 as the Board is notified by the Major or Chief of Police of the

need for supplementation of such registers.

RULE 6: EXAMINATIONS
Examinations for establishment of eligibility or promotional
registers shall consist of open, competitive examinations and may
® include skill tests,' such as typing, shorthand, etc. such
examinations shall be designed to determine objectively the
relative qualifications of applicants for employment or
promotion. The Board is authorized to delegate testing of skill

levels to public or private testing agencies.
MULE 7: NOTIFICATION OF EXAMINATIONS
The Board shall give public notice of each open, competitive
employment and promotional. examination by publishing the same in
. a newspaper of general circulation in the City of Jefferson,
first publication being a minimum of fifteen (15) days prior to
the examination. The notice shall be published a minimum of
three (3) times per week for two (2) weeks. The Board shall give
such other notice as it deems necessary, including the posting of

RULE 8: CONPLUTION OF 0
Any person desiring o
g participate in any employment or.
promotional examination shall complete an application therefor on
a form to be provided by the Board. Failure to complete fully an
application shall result in the applicant being refused
' permission to participate in any testing. Applications for
admission to examinations must be received in the City Clerk's
office no later than ninety-six (96) hours prior to the
commencement of examination.
RULE 9s ADMISSION TO EXAMINATIONS
Prior to admission to any examination, applicants shall
all
furnish positive proof of identification. Only persons who have
submitted timely applications as provided in Rule s shall be
admitted to the examination.
RULE 10s JAIVER OF CERTAIN RULES
The Board, in its discretion, for good cause shown, may
allow an applicant for employment or promotion to take the
examination at a time other than that scheduled. In the event an
applicant is permitted to take an examination at other than the
published time, the Board shall impose such conditions as will
insure that the contents of the examination are kept strictly
confidential.

RULE .13A COMPUTER CRIMINAL HISTORY CHECK
AM Every' applicant for employment and promotion shall be
subject to a computer criminal history check, said computer check
to be conducted by a police officer designated for that purpose
by the Chief of Police. The results of such computer check shall
be reported by the designated officer solely to the Board. The
Board may reject the application of any person if the Board finds
that the applicant's criminal history as disclosed by the
computer check renders the applicant unfit for the position
sought. Computer checks shall be conducted after administration
of examinations. In the event the Board rejects the application
of any person based upon said person's criminal history as
disclosed by the computer check, the Board shall immediately
® notify such person in writing of the rejection of his or her
application and shall inform the applicant of the reasons ,
therefor. After an applicant's name is placed upon an
eligibility or promotional register, the applicant shall be
subject to such additional background investigation and
`M interviewing as the appointing authority deems necessary. or
advisable in making an informed decision concerning appointment
or promotion.
RULE 12: DISQUALIFICATION FOR DECEPTION

The Board may reject the application of any person and may
terminate any further processing of an application if it finds
that the applicant has knowingly made a false statement of fact ..
in his or her application or has attempted to practice any fraud

event the Board rejects an application or terminates its further
:i processing as provided herein, the Board shall immediately notify
the applicant in writing of such rejection or termination
together with the reasons therefor.

In order for an applicant's name to be placed upon an
eligibility or promotional register, the applicant must obtain a
minimum score of SO on the examination, said score to be based
upon a scale from 0 to 100.
RULE 14: VETERAN'S PREFERENCE
Additional credit, not to exceed ten percent (10%) of a
candidate's total examination score, may be given for military
experience, law enforcement experience, and education.
RULE 15: ADDITIONAL CREDIT LIMITATIONS
Rule 14 shall not apply in the establishment of promotional
registers.
RULE 16: NOTIFICATION OF RESULTS
Every person completing an examination shall be notified
within forty-five (45) days whether he or she passed or failed
the examination.
RULE 17: APPLICANT MUST PASS EXAM
In order for an applicant's name to be placed upon an
employment or promotional register, the applicant must pass the
..examination and further must meet any minimum skill level
established by the Board.

RULE 21 x APPEALO
` Any member of the Police Department who is demoted,
suspended, or discharged may appeal in writing to the Board,
within thirty (30) days after the effective date of such action,
setting forth his or her reasons for claiming his demotion,
! suspension or discharge was not for good cause or for the good of
the department. Upon such action the Board shall within ten (10)
f days hear the appeal, and the appellant, Chief of Police, and the
appointing authority shall have the right to be heard in person,
to be represented by counsel and to present evidence at such
hearing, which shall be a public hearing at the request of
appellant. Technical rules of evidence shall not apply at such
hearing. Upon consideration of the evidence and within fifteen
(15) days of the conclusion of the hearing, the Board shall
approve or disapprove: the action appealed from, and in the event
of disapproval, the Board shall order the appellant reinstated to
his former position and payment of such salary as was lost to the
appellant by reason of such demotion, suspension or discharge.
z Any disciplinary action shall not be stayed by virtue of an
' appeal to the Board. All proceedings at a hearing as provided
herein shall be duly recorded by stenographic or electronic
recording.
RULE 22s AMENDMENT OF RULES
These rules may be amended by majority vote of the Board at
any meeting at which a quorum is present, which amendments are
not effective until approved by the City Council.
