MINUTES OF THE BOARD OF ASSESSORS _ -- -

In Person Participants: Acting as In Person Chair Susan Barker, Clerk Marjorie McGinnis,
Deputy Assessor James Gallagher
Remote Participants: N/A
Call to Order: Ms. Barker called the meeting to order at 4:34pm.
Declaration of a Quorum: A quorum was present. All members were participating in person.
Meeting Participation Statement: Mr. Gallagher read the following meeting participation
statement: As a courtesy only, access to the meeting is also being provided via remote means in
accordance with applicable law. Please note that while an option for remote attendance and/or
participation is being provided as a courtesy to the public, the meeting/hearing will not be
suspended or terminated if technological problems interrupt the virtual broadcast or affect remote
attendance or participation, unless otherwise required by law.
Recording Statement: Mr. Gallagher read the following meeting participation statement: As
required by the Open Meeting Law we are informing you that the Town will be video and audio
taping as well as broadcasting this public meeting. In addition, if anyone else intends to either
video or audio tape this meeting they are required to inform the chair.
Reorganization of the Board of Assessors: Ms. McGinnis made the motion for Susan Barker to
become Chair. Ms. Barker seconded the motion. Roll call vote: Barker- aye; McGinnis- aye;
motion approved unanimously. Ms. Barker made the motion for Marjorie McGinnis to become
the Vice Chair. Ms. McGinnis seconded the motion. Roll call vote: Barker- aye; McGinnis- aye;
motion approved unanimously. Ms. McGinnis made the motion for Howard Hayes to become
Clerk. Ms. Barker seconded the motion. Roll call vote: Barker- aye; McGinnis- aye; motion
approved unanimously.
Report of the Deputy Assessor: Mr. Gallagher reported that Commercial Building Permit
inspections were performed last week. Once these are completed, we will perform our residential
sales analysis. We are scheduled to have our Classification Hearing on September 11, 2023. The
Select Board will also be reviewing and discussing local tax relief options on September 11,
2023. The Board of Assessors should be prepared to discuss and vote on recommendations for
the Select Board at one of our next meetings in August. Mr. Gallagher also reported that he

presented a Community Preservation Surcharge Exemption to the Community Preservation
Committee on July 12 and the CPC gave a unanimous vote of support for the CPA exemption.
Review and approve Regular Session Meeting Minutes: June 28, 2023:
Ms. McGinnis made the motion to accept the Regular Meeting Minutes for June 28, 2023. Ms.
Barker seconds the motion. Roll call vote: Barker- aye; McGinnis- aye; motion approved
unanimously.
Motor Vehicle Excise Tax Abatements: 2022 Bill #12738: Mr. Gallagher presented the request
to abate a 2022 excise bill. Ms. McGinnis made a motion to deny as the registration was not
cancelled until 2023. Ms. Barker seconded the motion. Roll call vote: Barker- aye; McGinnis -
aye; motion to deny approved unanimously.
Vote to assess FY2024 Real Estate taxes to "Owner Unknown"- Black Duck Cartway
Parcel ID 20-37-0: Ms. McGinnis made the motion to assess the FY2024 taxes of Parcel 20-37-
0 to "owner unknown". Ms. Barker seconded the motion. Roll call vote: Barker- aye; McGinnis -
aye; motion approved unanimously.
Matters Not Reasonably Anticipated by the Chair: None at this time.
Next Meeting: The next Board of Assessors meeting will be August 23, 2023.
Executive Session (To comply with or act under the authority of any general or special law or
federal grant-in-aid requirements: MGL Chap 59 Sec. 60 and MGL Chap. 214 Sec. 1B):
At 4:49pm Ms. Barker moved to enter into Executive Session for the reasons noted above, not to
return to regular session. Ms. McGinnis seconded the motion. Roll Call vote: Barker- aye;
McGinnis- aye; motion approved unanimously.
