These interviews will be used during the design process and also to determine additional data collection requirements. Task C - Meet With Missouri Highway and Transportation Department We will meet and interview the pertinent engineers and officials from the Missouri Highway and Transportation Department (MHTD) to determine the required design details that they have completed, or anticipated, as part of their project to improve the Missouri Boulevard (U.S. 50=Business Route) intersections with Dix Road and with Southwest Boulevard. '. Task D - Field Surveys ' Based on a review of available data, we will complete Field Surveys to supply .} topographic information .to supplement the surveys by the City and the MHTD. These supplemental field surveys will include, but not be limited to, roadway and drainage channel/ditch crosssections at 50-foot intervals; verification of storm and sanitary sewer flow line elevations; previously recorded high water elevations; location of available property corner pins or markers; location of , . utility. lines and other facilities; and all building corners and other features y abutting the roadway and sewer alignments of the project. All sanitary sewer mains and t lateral pipes within the right-of-way of Dix Road and Southwest Boulevard and 4 their proposed connector link will be inspected using TV video recordings to ' determine potential segments which should be repaired or replaced, as part of r, the anticipated roadway construction. The TV recordings will be recorded by the City and evaluated by our engineers. . y Task G - Locate All Utilities :y ,i r We will locate all visible utilities and contact all utility companies having facilities in the project area to obtain information from then concerning the horizontal and vertical locations, as their best .records indicate. Utility companies will be requested to field locate underground lines, if possible, in • areas of critical design concern. We will also determine where utilities are located on private easements. This inventory is to be used to evaluate existing traffic operations and to insure that all devices are either replaced or otherwise considered during and ` 7 following construction. Task J - Origin-Destination Survey . We will identify the traffic flow patterns of vehicles traveling through the intersections of Missouri Blvd. with Dix Road and with Southwest Blvd. This will be done using a vehicle license plate correlation, origin-destination J+ method. License plate numbers of all vehicles traveling between these two intersections will be recorded and correlated for A.M. , Noon, and P.M. weekday peak periods, as well as for the Saturday shopping peak period. v r ,t,; „ I p _p is S' a} • '!.,,.. a i ,A >S.. a J,Ff,t;Fx,. $ .I r v't { '¢+t v ' tntX F 1!+'"F{°}i , 'tS}'r.r,ttd»r, .e l5 ir`,tS .f 4, ,`fax.. •fin "•" .':3tt;' ' ', L' r }. 1» a+rf r r.,:'f.+., rr, F ; ......T"}2 irzA i{ > •kid. .l'Jrt 7ta,i!1'' +' Y ra r!:FS:fQpitlx .(.'i `+'.(i.t t4'. t :,{{ F.ft .t{•'..ih,.ln al,l tIg.;iuvJ 5 ,Ny exA .f f+ p 1 1 t$ .,' S 9 °,t'l,Efj t<'at> ^y zy}.ff b t 1 fa"" a n.•e•'" .. ,l 7 F K" t v.) I trT'6r ik'ip• h V. 'S•.rh 4 fr { T Task K - Coordinate Soil Testing e We will determine the types and locations of all required geotechnical testing l to determine the conditions of soils or rock in the project corridor. This soil/rock information will be used in the pavement thickness design, the evaluation of storm sewer improvement alternatives, and the design of traffic K. bearing structures such as a new or modified crossing of Southwest Boulevard over Wears Creek. These geotechnical services would be provided through an r. independent contract with the City; and all costs for these services will be paid by the City separate from this contract. PHASE Tito - PRELIMINARY DESIGN Task A - Update Traffic Study We will update and expand the traffic engineering study that was coupleted for this project in 1968. Many factors will be included in this update, including the recent and planned land use and thoroughfare system changes in the area. A complete and thorough evaluation of improvement alternatives will be made to insure that existing congestion problems are not simply relocated, or even multiplied. This traffic engineering study would evaluate the A.M. , Noon, and P.M. peak periods on weekdays, as well as the shopping peak on Saturdays, to determine the optimum lane configurations and traffic controls at the three intersections that will exist when the Dix Road to Southwest Blvd. Connector is (_ constructed (i.e. Missouri Blvd. with Dix Road, Missouri Blvd. with Southwest Blvd. , and Southwest Blvd, with the new Connector).
