Councilman Hs.ar moved that $400.00 be paid to E.A.Dutton for legal
services in connection with the issuance of the public improvement
and town hall bonds, and that it be proportioned from the two sep-
arate funds. Councilman Farrell seconded and the motion passed
unanamously.

August 27th, 1938.
A. special meeting of Council was here to -night at 8:00 p.m. in the
Council Chamber, and was attended by Mayor McMillan, who presided,
and Councilmen Kreitzer, Mayer, Farrell, Tant and Harrr
The meeting was called for the purpose of considering the removal
of the Public iLibrary to another location.
The committee appointed - -to look into tom- removal of the Library
reported that it had teed with Mr. Brown, manager of Hotel Tybee,
And he informed them that the Library could stay at the Hotel just
long as he had it leased which was for 2 years, Councilman Mayer
moved that the matter be tabled, Councilman Haar swcM1nded and the
motion passed'unanamously.
There being no f •ther business Council adjourned subject to the

September 5th, 1938.
A regular meeting of Council was held to -night at 8:00 p.m. in,
the Council Chamber, and as atgended by Mayor McMillan, who pre-
sided, and Councimen Mayer, Tent, Farrell, Kreitzer, May, Haar,
Cy Spann and F.M.Donlevy.
The Mayor informed Council that the complete plans for the Town
Hall had begin approved by the WPA in Atlanta and that the total
cost would be approximately $26,000.00 and that the towns' portion
would be about4 of 5 thousand dollars.
The Mayor informed Council that he had notified Hubert :lzey 30
days prior to laying him off that his serviceswould be discontine d
on August 34.st. but he had noticed that Mr. Elzey was still working

he asked the pleasure of Council as to whether it wished to pay
Yr. Elzey for his services through September 5th, when he was
laid off from his work the second time. Councilman Mayer moved that,
he be paid through Sept 5th. Councilman Tant seconded and the motion
passel unanamously.
Councilman Tant moved that the telephone at the jail be discon-
tinued, Councilman Farrell seconded and the motion passed unananamously.
It was m ved by Councilman Farrell that the town buy one lighter
load of oyster shell at not over .)5i% per bushel, fob, Savannah
Beach. Councolman Haar secondee andthe motion passed unanamously.
The matter of increasing the salary of the Recorder as requested
by O.E.Bright, was discussed and on motion made by Councilman
Haar, seconded by Councilman Farrell, the mequest was tabled,
with the unanamous consent of Council.
A petition of property owners in the vicinity of 17th street and
a private road known as "Smith Road" lea: presented requesting that .
the road be repaired. Council was informed that work was being done
at the present time.
The Tybee Market petitoned for arefund on 1938 license paid for
one merchandising achine, they having paid p25.00. Councilman
Tent moved that 315.00 be refunfed to them, Councilman Farrell
seconded and the motion passed unanamously.
The matter of charging Mrs. Willis rent for the use of the cottage
occupied Vy her and owned by the Town was again brought up, Town
Attorney was of the opinion that the present Board could do as
they saw fi in the matter as he c ,)uld not fin anything that
would bind them. Councilman Farrell moved that she be dietitmged
$15.00 per month, there was no seconded. Councilman Haar moved
that the matter be tabled for the present. Councilman Mayer r

Mrs, Montaine Swann, one of the schoolteachers at the public
school petitioned for an allowance of & spline and oil for the
use of her car traveling back and forth between Savannah and
Savannah `Beach, in connection with her work as a teacher.
Councilman Mayer moved that the matter be tabled Councilman
Farrell seconded and the motion passed unanamously.
Mrs. Myrtle G.Joliy petitioned for anallowance of the discounts
on her back taxes, Councilman Haar moved that she be allowed a
10% discount on back taxes and that she be allowed 20% on 1938
if paid within 30 days time „Councilman Farrell seconded and
the mtion ca_ ried, those voting "Wee" Farrell,Tant,Haar,Kreitzer,
those voting "No" Mayer, May.
Petition of Mrs Helen C.Oliver for allowance of discount on 1938
taxes, Councilman Haar moved that same be granted provided that
taxes are paid promptly, councilman Farrell seconded and the
motion passed. Those voting "Yes "- Farrell,Tant,Nreitzer,Haar,
those "No "- Mayer, not voting, May.
Councilman Haar moved that the Town Attorney handle the matter
back taxes with all of those property owners whose taxes would
be affected the statute of limitations, Councilman Kreitzer seconded
and the motion passed unanamously.

Councilman Mayer read the report of the Sanitary Committee for

Councilman Haar reported the activities of the Public Works Dept

Councilman Kreitzer read the report of the Finance Committee and on
motion of Councilman Mayer that it be received as information, seconded
by Councilman Farrell, the mnion passed unanamously.
Councilman Tant reported that his committee had nothing to report.
Cbuncilman Farrell reported that his committee had nothing to repprt.
Councilman May reported that tree Police Committee had had Chief
Edwards before it during the month on several charges against him
but that the matter had been adjusted satisfactorily. Councilman
Tant moved that the matter be received as information, seconded by
Councilman Mayer, the motion passed unanamoulsy.
The matter of what to do with the Public Library was agin broughtup
„Councilman Ktriezer stated that Mrs. Greeno was agreeable to main-
taining it where it is now located, (in Hotel Tybeel', several sites
was discussed as possible locations, but no action was taken.
Mrs, Greeno requestedmthat the town sell to her the old bath tub
Ithat was formerly in what is now, the Town Hall, Councilman Haar
made a motion that it be given to her, but there was no second.
