Section. If a majority of the qualified voters voting at said election shall
vote in favor of the approval of this ordinance, then the same shall be binding in 4
full force and effect within ten (10) days after approval of this ordinance or April
t „ 1 1992, whichever is later, by the qualified voters of the City of Jefferson,
Missouri, and the City Clerk shall forward to the Director of Revenue of the State
of Missouri, by United States Registered Mail or Certified Mail, a certified copy of
this ordinance, together with the certificates of the election returns and
accompanied by a map of the City clearly showing the boundaries, thereof, '

Section 5. If any section, subsection, sentence clause, hrase p or portion -!
this ordinance is for any reason held invalid or unconstitutional by any court of x
;} competent jurisdiction, such portion shall be deemed a separate, distinct and

remaining portion thereof.

Section 6. This tax shall be collected in addition to the general sales tax
provided by Section 17-192 of the Code of the City of Jefferson, Missouri, and shall
not replace or repeal said general sales tax.
` - Section 7. The one-half cent capital improvements sales tax imposed shall
automatically terminate without further action by the Council on March 31, 1997.
Section 3. This ordinance shall be in full force and effect from and after its

passage and approval subject to the provisions herein contained which provide for
voter approval or for specific dates of effectiveness.

The Tax Administration Bureau is in receipt of ordinance number F�
11687 imposing aone-half percent (1/2%) City Capital
Improvements Sales Tax to become effective April It 1992 through ;
March 31, 1997 .
Please be advised that this tax does not apply to domestic
utilities. Section 144.030.2 (23) exempts all sales of metered
water services, electricity, electrical current and natural,
Y artificial or propane gas, wood, coal or home heating oil for
domestic use. nmetered water service for domestic use is not

exempt under Section 144. 030 except in any city not within a
county. Section 144. 032 allows a city to re-impose a sales tax z�
, .: on domestic utilities. In order to impose the tax on utilities,
>� you must submit an order or ordinance indicating the sales tax is
supposed to apply to all sales of utilities for domestic use.

To assist the Bureau with the imposition of this tax, it is
requested that you submit a list of any retail merchants within
your city limits that are not included on the Annual Local Sales
Tax Financial Report sent to you by the Information Systems
Division. This list must include the business name, address and g
Missouri Tax Identification Number. This information will enable
us to ensure all businesses are properly registered and assigned
your city code of 37000.
Any changes or alterations to the boundaries of your city limits
must be reported to the Director of Revenue as required by
Section 94.510.5 RSMo.
:z All local entities receive their monthly sales tax distribution
by means of electronic funds transfer. Therefore, you must
complete the enclosed Transfer Agreement and return it to the
Investment and Cash Management Office, P. 0. Box 475, Jefferson
City, MO 65105. We must receive the completed agreement or we
will be unable to disburse the monthly distribution to your city.

WIRE TRANSFER AGREEMENT INSTRUCTIONS
1 To complete the wire transfer agreement, new or revised, find r'r.
aT out from your bank whether it uses a correspondent bank to
accept wire transfer. If it does, obtain the name, ABA number
Ax of your bank's correspondent bank and your bank's account number
at the correspondent bank. Enter this information in items 1, 2,
and 4. If your bank does not use a correspondent bank, leave
,{ these three items blank. Enter your bank's name and address
(item 3) and the name and number of your account (items 5 and

6) . You should also contact your bank to ensure that the h
information you provide us is accurate and to allow them to
prepare to receive the wire transfer.
We require two City/County Local Official authorized signatures.
' One of which must be the City/County Clerk, Treasurer, or
Collector. The corporate seal of the city/county also must be
affixed to the agreement.

In the event the agreement is not properly completed, the form
will be returned. The Department reserves the right to provide
distribution by check or other means as we see fit. 1
