HomeMy Public PortalAboutORD11701 a"Ai 4 4" rm Ail, BILL NO. 91-149 SPONSORED BY COUNCILMAN HALSEY, VINCENT ORDINANCE NO. 11701 AN ORDINANCE OF THE CITY OF JEFFERSON,MISSOURI,ADDING SECTIONS 7-270, 7-271, 7-272, 7-273, 7-274, 7-275, AND 7-276 OF THE CODE OF THE CITY OF JEFFERSON, MISSOURI, CREATING A COMMISSION TO BE KNOWN AS THE TAX INCREMENT FINANCING COMMISSION; PROVIDING FOR TERMS FOR COMMISSION MEMBERS; AND AUTHORIZING THE EXERCISE OF POWERS. WHEREAS, the General Assembly, in RSMo. Sections 99.800 to 99.865, enacted the "Real Property Tax Increment Allocation Redevelopment Act", which act is now effective and WHEREAS, RSMo. Section 99.820(11) of that Act authorizes the governing body of a municipality to create a Commission to be appointed by the chief executive officer of the municipality, with the consent of the majority of the governing body of the municipality, to serve such terms as may be provided by ordinance; and WHEREAS, the Council desires to provide for such Commission, its numbers and terms, and desires to authorize the exercise of power under the aforementioned T,kf, act; NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1. Chapter 7, Article I, Division 17, Tax Increment Financing Commission, of the Code of the City of Jefferson, Missouri, hereby adds Sections 7 - 270, 7-271, 7-272, 7-273, 7-274, 7-275, and 7-276 to read as follows: Sec. 7-270. Established. The Tax Increment Financing Commission is hereby established. Sec. 7-271. Membership. The Tax Increment Financing Commission is to be composed of six members, to be appointed by the Mayor, with the consent of the Council, to serve without compensation for terms of four years except as provided hereinafter, which members shall be referred to as the "Board". 'Term of Membership. f The terms of the six members appointed by the City shall be for four years except as hereinafter provided. Initially two members shall serve for a term of two years; two members shall serve for a term of three years; and two members shall ta serve for a term of four years. Officers. { ^. The Board shall elect from its number a Chairman and a Vice-Chairman and may also elect a Secretary and Treasurer who need not be members of the ' Commission; the terms of all officers shall be for a period of one year or until their i successors are elected. Sec. 7.274. Delegation of Powers. The Council does hereby authorize and approve the exercise by the Commission of all of the powers delegable under the Real Property Tax Increment Allocation Redevelopment Act and in particular those enumerated in RSMo. Meetings; Rules and Regulations The Commission shall meet regularly and shall adopt such rules and regulations for operation as shall enable it to maintain an orderly procedure for its business and to effectively and efficiently exercise the powers authorized by the statute and delegated to it by the Council. Sec. 7-276. Annual Report. The Board shall make an annual report to the City Council giving a full account of its business and its accomplishments. Section 2.
