• RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD, AWARDING
• CONTRACT TO PALP INC. DBA EXCEL PAVING COMPANY AS THE LOWEST
RESPONSIBLE BIDDER IN THE AMOUNT OF $644,496 FOR THE STREET AND
WATER IMPROVEMENT, WISCONSIN AVENUE, SEQUOIA DRIVE, MICHIGAN
AVENUE AND CORNISH AVENUE PROJECT; PROJECT NUMBER 4011.68.026,
AND AUTHORIZING THE MAYOR TO EXECUTE THE AGREEMENT
WHEREAS, the Wisconsin Avenue from Long Beach Boulevard to State Street,
Sequoia Drive from Long Beach Boulevard to State Street, Michigan Avenue from Long
Beach Boulevard to State Street, and Cornish Avenue from Le Sage Street to Shirley
Avenue, is listed in the fiscal year 16 -17 CIP budget for construction.; and
WHEREAS, on August 25, 2016, the Notice Inviting Bids for the project was
advertised in the Lynwood Press Wave, Bid America, F.W. Dodge and on the City's web
site; and
WHEREAS, The cost estimate for this phase of the project includes the following:
• Construction Contract:
$ 644,496.00
• Construction Contingencies 10 %:
64,449.60
• Construction Administration 10 %:
64,449.60
• Construction Management
& Inspection 10 %:
64.449.60
TOTAL
$ 837,844.80
And the distribution of funds for construction is as follows;
1. CDBG: $235,400
2. Water Fund: $602,445
WHEREAS, the Department of Public Works of the City of Lynwood has determined
that said project is in accordance with the California Environmental Quality Act (CEQA)
and is categorically exempt pursuant to Section 15301 (C) of the CEQA guidelines
pertaining to statutory exemptions; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. Wisconsin Avenue; from Long Beach Boulevard to State Street,
Sequoia Drive; from Long Beach Boulevard to State Street, Michigan Avenue; from
Long Beach Boulevard to State Street and Cornish Avenue; from Le Sage Street to
Shirley Avenue, Street Improvement Project, Project No. 4011.68.026 is in conformance
with the California Environmental Quality Act (CEQA) and is categorically exempt.
Section 2. That the contract for the street rehabilitation of Wisconsin Avenue,
Sequoia Drive, Michigan Avenue and Cornish Avenue, the replacement of 2 existing
water lines with new, 8" water main lines and new services on Wisconsin Avenue; from
Long Beach Boulevard to State Street and Cornish Avenue; from Le Sage Street to
Shirley Avenue, be awarded to Excel Paving Company, for its low bid of $644,496.
Section 3. The City Council of the City of Lynwood authorizes the City
Manager to appropriate funds for Wisconsin Avenue, Sequoia Drive, Michigan Avenue,
and Cornish Avenue, Street and Water Improvement Project, as follows;

Section 4. That the Mayor is hereby authorized to execute the agreement
between the City of Lynwood and Excel Paving Company.
Section 5. This resolution shall take effect immediately upon its adoption.
Section 6. The City Clerk shall certify as to the adoption of this City Council
Resolution.
