HomeMy Public PortalAboutr 20-1421m a uffou of *-e of Taxx�exe #, #20 -142 Date of Adoptio September 17 2020 AMENDINGWIWI , OCALAGREEMENTBETWEENTHEBOROf1GHOIr' CARTERET AND THE BOROUGH OP CARTERET BOARD OF EDUCATION FOR THE DEVELOPMENT OF A NEW JUNIOR HIGH SCHOOL AND UPGRADES TO OTHER SCHOOL FACILITIES WHEIREAS, the New Jersey Interlocal Services Act, N.J.S.A. 40:8A -1 et seq., encourages municipalities and boards of education to enter into contracts for the joint Provision of services in order to effectuate economies in government costs to reduce property taxes and provides legal authority and procedures to effectuate such agreements; and WHEREAS, the Carteret Board of Education (the `Board ") and the Borough of Carteret (the `Borough' ), the latter pursuant to the passage of Resolution 19 -77, adopted by the Carteret Borough Council on May 2, 2019, entered into such an Interlocal Services Agreement providing for engineering services required for the design and construction of anew Carteret Junior High School; and WHEREAS, the Parties are desirous to amend this Agreement to incorporate additional engineering and design services, to include additional school facilities and/or buildings, to effectuate further economy by coordinating the provision of the required services; and WHEREAS, in accord with N.J.S.A. 40:8A4, said proposed Agreement is available and open to public inspection at the Office of the Carteret Municipal Clerk, Carteret Municipal Building, 61 Cooke Avenue, Carteret, New Jersey, between the hours of 8:00 a.m. and 4:00 p.m. NOW, THEREFORE BE IT RESOLVED by the Mayor and Council of the Borough of Carteret as follows: 1. That the Borough's Law Director is hereby authorized to provide for the amendment of the aforementioned Interlocal Services Agreement with the Board, authorizing the additional agreed upon engineering services related to the design and construction of the new Carteret Junior High School, and the additional improvements, as ultimately reflected in the final proposal for this work from T &M Associates when the same is approved by the Carteret School Board, which approval shall be attached hereto and made a part hereof, and the Interlocal, all in a form acceptable to the Borough Attorney. 2. That the appropriate Borough Officials and/or Officers and Employees are hereby authorized and directed to take such needed action(s) to effectuate the purposes provided for herein and as provided for in said Interlocal Agreement, to include the reimbursable payment by the Borough to T &M Associates of additional final amount ultimately authorized by formal resolution the Board, which when so approved, shall constitute authorization hereunder for said reimbursable payment by the Borough. CART02527 December 7, 2020 PROJECT UNDERSTANDING T &M Associates submitted a change order for evaluating replacing the existing auditorium light rigging with new light rigging of similar size and weight on June 30, 2020. Our scope of service was to provide attachment design assistance. During review of historical record drawings and a field investigation to confirm current site conditions, it was determined that the existing roof framing had been modified. A roof top mounted HVAC unit had been added in 2000 over one of the existing skylight positions adding additional live load and snow load drifting to the roof structure. Significant structural as -built development, analysis and modifications of the existing framing was not anticipated in the cost for bulleted item "Structural Rigging for Carteret HS Auditorium" of Task No. 2 in the Proposal for Additional Design Services, dated June 30, 2020. In order to evaluate the roof and its ability to carry the light rigging and loads, T &M performed additional as -built efforts to determine the accurate dead and live loads on the trusses. T &M has also had several conversations with the Lighting Engineer (Stages Consultants) and the School Board Architect (DMR Architects) regarding alternate options for positioning of lighting and existing load placements. T &M subsequently performed analysis of the truss located under the HVAC unit position for multiple lighting configurations to determine the stresses on the roof members. It has been determined that the truss is currently in an overstress condition and unable to accept additional loading from the proposed light rigging without reinforcement. To verify what members will require reinforcement, T &M will need to carry out the analysis for two additional trusses over the Auditorium and the existing beams over the stage opening. To determine reinforcement requirements and develop details for the truss reinforcement, an additional site visit is required to further as -built the connections within the truss. From the initial evaluation, it appears the connections will have to be modified by removing and replacing existing rivets with high strength bolts to increase the capacity. Additionally, sections of the truss chord and web members will need to be reinforced to mitigate the overstressed condition. If the beams over the stage opening are determined to be overstressed, then they will need to be reinforced as well. Design of reinforcement of the truss and beam components was not part of the anticipated scope of service. The current proposal included fifty (50) shop drawing reviews and fifty (50) RFI responses. At this time the shop drawing reviews have exceeded this limit. T &M is requesting additional budget to finish the shop drawing reviews. Going forward, T &M will provide you with a weekly update of what shop drawings have been reviewed, the ones that are still outstanding, where we are with the budget. PROJECT U ND E RSTANMNG T &M Associates will provide civil and structural design services and revise the construction plans in accordance with the requested changes. The revisions will take place in two task /phases. The first phase will address the comments to be implemented in the July bid set. The second phase of revisions will take place during the bid period, (early August 2020) once the necessary information is provided to T &M by the architect and construction project team. For a breakdown of the scope of services, please see below: SCOPE OF DESIGN SERVICES 1ASK N0_1:_ DESIG SERVICES FO CONSTRU DOCUMENTS LISSUERFOR BID) Exterior Clock Tower Foundation: Review existing as -built information provided by Borough, design and detail a foundation for the relocated clock tower as identified by the architectural plans. Construction plans will be updated to include the foundation detail. • Exterior Hot Box Pad Detail: Provide design and details for the concrete pad for the proposed hot box. Construction plans will be updated to include the pad detail. Exterior Ramps, Stairs, and Platforms: Provide design and detail for the proposed exterior ramps, stairs, and platforms associated with the Junior High School. Construction plans will be updated to include the foundation details. The front steps and ramps are completed, and T &M will prepare cross sections and details. The landing and stairs in the area of Stair Tower A are still being finalized by DMR. Additionally, some of these walls are retaining upwards of 7 -ft of soil, so a retaining wall analyses will also be required. Construction plans will be updated to include ramp, stair, and platform details. This design will allow for the proposed bridge structure to connect to the new school. T &M Associates will visit the school and take photos and measurements to confirm existing conditions. That information will be compared to the design plans, were available. This design only encompasses a lintel design *Please note, if timing allows, this item will be in task 1 • Parapet Height Change: Due to a change from original design in the architectural plans of an increase in the parapet height, a structural analysis and modifications to the structural design and REVIT model are required. We will review the parapet height with the architect before commencing design. • Window Framing Design: Due to a change in the architectural plans, structural analysis and design services are required for the newly proposed vertical window system. We will review the parapet window details approved by the manufacturer with the architect before commencing design. • Elevated Transformer Patio Design: Due to an architectural change in the location and elevation of the transformer pad, the design will be updated to include the new elevated transformer pad. Before proceeding with the design, DMR must inform T &M Have any specific requirements related to the structural support or design specifically, is a blast design is required. • Change in Column Configuration: T &M included the required conceptual column layout study during conceptual design. As requested by the architect and to advance the design, T &M performed multiple column layout studies before the layout was finalized. • Structural Rigging for Carter HS Auditorium: Structural calculations and design has been requested by DMR for the new lighting supports for the auditorium. T &M will provide the rigging required structural analysis and design of the rigging system that will support the lights. Deliverables: One reproducible copy of the Construction Plans.
