NO. 1 TO A STATE BLOCK GRANT AGREEMENT WITH THE STATE HIGHWAY :.

BE IT ENACTED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI AS FOLLOWS:
Section 1. The Mayor and Clerk are hereby authorized to executer

MISSOURI HIGHWAY AND TRANSPORTATION COMMISSION
SUPPLEMENTAL AIRPORT AID FOR STATE BLOCK GRANT AGREEMENT
THIS AGREEMENT entered into by the Missouri Highway and
Transportation Commission (hereinafter, commission) and the city
of Jefferson (hereinafter, sponsor) . r'
WITNESSETH:
WHEREAS, the parties entered into an agreement executed
fib
by sponsor on November 7, 1991 , and executed by commission on
April 1., 1992, (hereinafter, original agreement) under which
commission granted the sum of $48,994.00 to sponsor to assist in
'; . specified airport capital improvement; and
WHEREAS, commission previously approved funds for

` construction of the project; and
WHEREAS, the funds provided under the original
agreement were for only a portion (part 139 mandatory signs) of
the total guidesign project; and
WHEREAS, the level of funding originally approved is
not sufficient to cover increased project costs associated with
changes necessary to meet current federal requirements; and
WHEREAS, commission has sufficient funds to increase
the grant amount;
` NOW, THEREFORE, it is agreed as follows:
Commission hereby grants to sponsor an additional sum
not to exceed $53, 354. 00, for the airport block grant project as

described in the original agreement between the parties subject

to the following conditions:
(1) Sponsor shall provide matching funds of not less
than $5,92 , OQ toward the project in addition to those previously

committed by sponsor.
(2) The project will be carried out in accordance with
the assurances (Exhibit 1) given by sponsor to commission as

specified in the previous "original agreement" mentioned above. ;3
(3) All other terms and conditions of the original

agreement entered into between the parties shall remain in full

force and effect.
(4) Lobbying and Influencing Federal Employees-- ' '
Sponsor shall execute the form entitled "CERTIFICATION FOR

CONTRACTS, GRANTS, LOANS AND COOPERATIVE AGREEMENTS" included in

the grant appendix. All contracts awarded by sponsor shall
include the requirement for the recipient to execute this
certification.
This requirement affects grants or portions of a grant
exceeding $100,000.
(5) Buy American Requirement. Unless otherwise `
approved by the FAA, sponsor will not acquire or permit any
contractor or subcontractor to acquire any. steel or manufactured II;
products produced outside the United States to be used for any
project for airport development or noise compatibility for which
funds are provided under this grant. The sponsor will include in
every contract a provision implementing this special condition.

(6) Sponsor shall eliminate any and all deficiencies
} identified in the most recent annual safety inspection report `k
(Airport Master Record 5010-1) • If immediate elimination is not j

feasible, sponsor shall provide a plan satisfactory to commission
to eliminate the deficiencies.
(7) It is understood and agreed by and between the ;

updated and shall supersede the appendix outline provided with
the original agreement.
