THE MAYOR AND CITY CLERK TO EXECUTE AN AIRPORT STATE BLOCK
GRANT WITH THE MISSOURI HIGHWAY AND TRANSPORTATION
COMMISSION FOR AN AIRPORT CAPITAL IMPROVEMENT PROJECT NO. AIR
915-40B.

BE IT ENACTED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON
MISSOURI AS FOLLOWS:
Section 1. The Mayor and Clerk are hereby authorized to execute an airport
aid agreement with the Missouri Highway and Transportation Commission for federal
and state funds in the amount of$297,000 for the repair and seal of runway 12/30;
repair and overlay of taxiway to runway 12/30; and marking.
Section 2. A copy of said grant agreement is attached hereto and made a part
hereof as if fully incorporated herein.
Section 3. This ordinance shall take effect and be in force from and after its
passage and approval.

NOW, THEREFORE, in consideration of these mutual

l covenants, promises, and representations, the parties agree as
follows:
i (1) PURPOSE: The purpose of this agreement is to

' provide financial assistance to sponsor under the State Block ti

Grant Pilot Program.
} (2) AUTHORIZATION OF CONTRACTUAL AGREEMENT BETWEEN

SPONSOR AND COMMISSION: In conjunction with sponsor entering

into this contractual agreement for ,the airport grant, the local r�§k����t ' •

governing body shall
g q y pass an ordinance or equivalent binding
resolution of record authorizing the acceptance of the grant and
all contractual conditions and covenants in association with it.
The ordinance or resolution must also specify the authority of
the local officials to execute this agreement.
(3) AMOUNT OF GRANT: The amount of this grant is not
to exceed $297, 000. $

(4) AMOUNT OF MATCHING FUNDS: The amount of local

matching funds to be furnished by sponsor is $33 , 000.

Sponsor warrants to commission that it has sufficient
cash on deposit to provide the local matching funds to complete s

the project.

(5) ALLOWABLE COSTS: Block grant funds shall not be
used for any costs that are ineligible as defined in the Airport
i
and Airway Improvement Act of 1982 (as amended 1987) . ;
(6) WITHDRAWAL OF GRANT OFFER: Commission reserves
the right to amend or withdraw this grant offer at any time prior
to acceptance by the sponsor.

31. Disposal of Land.
a. For land purchased under a grant for airport noise compatibility purposes;
longer needed for such purposes,
dispose+of;
it will,when the land is no g P
`Y such land at fair market value at the earliest practicable time. That post t"
of th® roceeds of such disposition which Is proportionate to the United�
States hare of the cost of acquisition of such land will, at the discretion of
the Secretary, (1) be paid to the Secretary for deposit in the Trust Fund, or ;
(2) be reinvested in an approved noise compatibility project as prescribed
by the Secretary.
b. 1 For land purchased under a grant for airport development (other than
noise compatibility) purposes, it will, when the land is no longer needed for
airport purposes, dispose of such land at fair market value or make
available to the Secretary an amount equal to the United States j
proportionate share of the fair market value of the land. That portion of the
proceeds of such disposition which is proportionate to the United States
' hare of the cost of acquisition of such land will, (a) upon application to the
®R Secretary, be reinvested in another eligible airport improvement project or .{
projects approved b the Secretary at that airport or within the national
airport system, or (b)be paid to the Secretary for deposit in the Trust Fund
' if no such eligible project exists. A..
(2) Land shall be considered to be needed for airport purposes under this
assurance W (1) it may be needed for aeronautical purposes (including
runway protection zone) or serves as noise buffer land, and (b)the
revenue from interim uses of such land contributes to the financial self-
sufficiency of the airport. Further, land purchased with a grant received by F
an airport operator or owner before December 31, 1987, will be considers
to be needed for airport purposes if the Secretary of the Federal agency
making such grant before December 31, 1987, was notified by the operator .
