1. Call to Order
Meeting was called to order at 6:30PM.
2. Declaration of a Quorum
All present.
3. Recording Statement
Noted.
4. Chair announcements
Conservation Day is on Saturday the 8'h. DB would like to see members of the Board stop by if possible.
5. Citizen's forum
None.
6. Pressure Dosing Educational Letter— update
AVH told the Board that Tammi Mason had finished the database and will be creating labels and mailing letters in the next 2 weeks and
that she had not heard any feedback from any engineers yet.
7. Consent Agenda:
48 Far Fields Road — Title 5 depth to cover variance.
Motion: Approve consent agenda

8. Discussion on Brewster I/A systems spreadsheet, flowchart, non-compliant properties A, B & C
DB stated that he had looked at certain files previously and that a good amount of these systems have not been functioning as
proposed. He went over the spreadsheet and flow chart with the Board.
KCP — asked about the PPM requirements and if the Board should be getting copies of annual reports.

DB — we can get that information from the County upon request.
DB — asked if the Board agreed that they should be looking at these system numbers and acting on ones that are not in compliance.
The BOH agreed with that statement.
DB — stated that he had just picked the #30 and had no real reason for it. He volunteered to work with AVH and the County to get
updated spreadsheets for the most recent 2 years on a subset of the list that was shown to the BOH, that indicates that there are some
issues. The first thing that needs to be done is to agree on the flow chart and what the numbers should be.
JK — it would also be helpful to know if there are gaps in the required testing.
The Board agreed to bring the flow chart back to the next meeting so they could have a chance to look it over and make any changes
that may be needed.
JK — will look at the chart and attempt to expand it a bit.
The Board went over the 3 properties (A, B & C) that were looked at and are having issues. They discussed what potential scenarios
there could be to cause the systems to not function properly.
DB- thinks the flow chart should be refined and then bring these systems back again to look at.
AA — asked if the Board would be discussing the issues with the homeowner and the operators.
DB — would like to discuss with both.
DB — will attempt to draft a letter that would go to the homeowners for the next meeting.
9. Liaison Reports
DB — the WQTF has not met since the last meeting. They will meet next Thursday the 13th. Nothing will take place for about 2 years,
but the BOH needs to know the boundaries and what their role will be.
KCP — Opioid Committee is still in the process of getting set up. She noted that while she was in the Health Department recently, a
resident came in and asked what (if any) local facilities or programs Brewster had and what the status of the over-the-counter drug
Naloxone was. She stated that currently it is only available in a nasal spray form and that there are only 2 places in Hyannis that offer
training and free Naloxone.
She feels that the Board has a responsibility to get information out to its residents and volunteered to pull some information together for
the Health Department.
The Board asked if we should talk to other towns and see about having a free supply somewhere that residents could get it.
DB — suggested that AVH check with other Health Agents about this.
AVH — spoke about the Public Health Excellence Grant. This is grant money which could be used for the Opioid issue.
AA — Recycling Committee has not met.
PH — Liaison appointment has not been finalized yet. AVH will talk to the COA Director.
10. Matters not reasonably anticipated by the Chair
None.
11. Items for next agenda
County Health Excellence Grant with regards to the Opioid issue. Katie O'Neil could give a presentation.
DB — every Board member should know what the changes are in Title 5 and asked that this be included on the next agenda and include
with that the one-page summary that Peter Lombardi, Town Manager did.

KCP — told the Board that on July 13, 2023 there will be a presentation on the Stony Brook Alewife run by Brad Chace. It will deal with
the issues on the size of their habitat and how they interact with water quality.
