transportation planning grant to fund a general public transportation project under

PLANNING GRAN T AGREEMENT
THIS GRANT AGREEMENT is entered into by the Missouri Highway

WHEREAS, grantee has applied to commission for a grant of
funds made available t 0 commission under section 26 (a)
of the
Federal Transit Act, as amende d, and the commission has awarded

planning funds available pursuant to said act to the grantee With
the understanding that such funds will be used pursuant to this
agreement for purposes specified in grantee's application for
Section 26 (a) assistance (attached as Appendix A) .
NOW THEREFORE, in consideration of the mutual covenants,
promis es, and representations herein, the parties hereto agree as
follows:
1. Purpose and Source of Funds: The purpose of this
agreement is to assist the grantee in financing the project's
expen ses that are eligible for federal financial assistance. The
commission will make a grant f rom available federal funds in the
amount of so% of the project's cost in a manner consistent wlth�
the rules and regulations of the U.S. Department of
Transportation as contained in 49 USC 1607 and any of the

Sec. 6 - The publication provisions contained in this

5. Retention of Records: The grantee shall be required to
maintain accounting records and other evidence pertaining to the

Sec. 2 - The grantee agrees to make written quarterly as
progress reports on the work performed. The grantee will submit
a proper invoice for work performed when the final report is
submitted to the commission for review and acceptance. The
accounting for and billing of project charges will be
't,ra accomplished as follows:
a. Direct Labor - based on actual time expended at the
current approved gross salary of the assigned staff member.
b. Other Direct Costs - based on actual cost of supplies and equipment purchased or rented for exclusive use of this
project. Procurement of supplies and equipment should be in
accordance with state of Missouri established procedures.

The commission wi11 withhold 5 percent of the total invoiced
amount until a final audit has been completed. Commissions tt

during the course of the study and costing $500 or more.

in the proposal are approved by the commission and the cost,
therefore, is included in the contract price. The grantee
