WHEREAS, House Bill No. 149, enacted by enera k ` '
of Missouri, provides for the authorization and regulation of excursion boat gambling � rz; e,y
by the State Tourism Commission of the State of Missouri; JLLt.;
WHEREAS, House Bill No. 149 provides that no licenses to conduct gambling games Vii t't
on excursion gambling boats shall be issued by the State Tourism Commission in a
city or county unless and until a majority of the qualified voters of the city or county r

WHEREAS, the operation in the City of Jefferson of excursion gambling boats is .bt
t° expected to benefit the City of Jefferson through generation of revenue and ,� rA

em to ent, and is expected to further enhance the attractiveness of the City as a ..

tourism destination;
WHEREAS, the City Council believes it is in the best interests of the City of
Jefferson and its residents to take all steps necessary to allow the icensing o
excursion gambling boats in the City, if approved by the qualified voters, as soon as %
possible.
THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF
JEFFERSON, MISSOURI, AS FOLLOWS:

"x Section 2. The proposition as set forth in Section 1 shall be submitted to the t
qualified voters of the City of Jefferson, Missouri, at the General Election to be held
on the third day of November, 1992, at the places designated by the Election
Authority for said General Election and the ballot shall be in substantially the
following form:
Shall the City of Jefferson, Missouri, allow the licensing of excursion '

If you are in favor of the question, place an X in the box opposite "Yes".
If you are opposed to the question, place an "X" in the box opposite "No".

Section 3. The City Clerk shall prepare and execute the form of the Notice of
said election and shall transmit the same to the Election Authority for the City of
Jefferson, Missouri, and request said election be conducted by law.
Section 4. If a majority of the votes cast on the question by the qualified voters '
voting thereon are in favor of the question, then the City Clerk upon receipt of the5t,; Y`'
election certificate from the Election Authority shall certify the results of such ;,r.
