Mr. Nichols stated that with the approaching storms and high tides
and also that the material Was needed for temporary building of
goins, bulkheads, ect., he wanted permission to remove the board-
walks on the parkway from 14th to 15th streets and from 16th to
17th streets. Councilman Haar moved that permission be granted.
Seconded by Councilman Mayer, the motion passed unanamously.
Mr. Nichtbls looked over the plans for the proposed town hall
and stated that they looked very good and he thought that the
project would be approved. Councilman Mayer moved that the Mayor
be authorized to submit the project to the WPA for approval,
Councilman Haar seconded and the motion passed unanamously.
Councilman Haar moved that a 20% discount be allowed on the 1938
taxes of Est. W.H,Seigler and Mrs. Rose S.Doolan, provided that
payment is made within 30 days. Councilman Mayer seconded and the
motion passed unananmously.
The proce dure to follow after Sept 15th in the collection of
back taxes was discussed and Councilman Mayer moved that any
action be deferred to the next regular meeting, Councilman Haar
seconded and the motion passed.unanamoubly.
Council was informed the the Library Board wasnot satisfied with
the present location in Hotel Tybee of the Library and after some
discussion the Mayor appointed a commitee to investikate the
matter and report back. The committee consisted of Councilmen Haar,
Tant and Mayer.
A letter from 0.E.Bright, tendering his resignation as Recorder,
was read, to take effect
Councilman Haar moved that it be accepted with regrets,
Councilman Meyer seconded and the motion passed unananmously.
Ano application, for the position of Recorder was received from
H.P.Anderson and also one from F.P.Mclntire relative to the
Town Attorney. Councilman Mayer moved that action be deferred
until the Mayor can a get a legal opinion as to whether the
offices of Recorder and Town Attorney can be combined.
Council an Kreitzer seconded and t$e motion passed unanamously.

A special meeting of Council was held to -day at 11:00 a.m. in
the Council Chamber, and was attended by May ®r McMillan, who
presided, and Councilmen Kreitzer, :Haar, Mayer, Tant, Farrell,
May and Donald G.iichols, Major Wallace, F.M.LeHardy.
The meeting was called to consider the folleewing;
Matters relative to beach protection.

Election of Recorder.
Adjustments of past due licenses.
Receive report of Library Committee.
Requests for discounts on taxes.
Mr. Nichols informed Council that it would be necessary to have
tie following equipment and materials as quickly as possible for
use on the beach protection project;
One truck and stake body trailer.
One truck and log trailer.
One 10S concrete mixer.
One Jetting Pump.
400 tons crushed rock.
350 cu.yds of river sand.
Various kinds of hardware.
The estimated cost of this equipment and material
would be 'between ,7,000.00 and 38,000.00, he had the specifications
and requestd that bids be asked for to be opened at a later meeting.
Councilman Haar moved that the Clerk be authorized to ask for bids
as requested by Mr. Nichols to be opened at a meeting of Council
at 8:00 p.m. Tuesday, September 20th, 1938, Councilman Mayer
seconded and the motion passed unanamously.
Councilman Tant moved that Council pass on the awarding of bids
for purchasing equipment and materials for the beach pbotection
project, Councilman Mayer seconded and the motion passed unana-
mously.
In the matter of the election of a Recorder,
Councilman Mayer moved that the Mayor be elected to serve as
Recorder without pay until April 30th, 1939, and that he appoint
any ouncilman to assist him when necessary, Councilman Tant
seconded and the motion passed unanamously.
Council was informed that past due 1938 licenses are as follows;
Mrs. J.A.Bergman balance $45.00
J.A.Taylor " 80.00
F.fi.Wal1 50.00
A.P?.Solomon, 3rd " 50.00 Total 225.00
Councilman Haar moved that Mks. Bergman be given Until Oct. 1,
1938 to pay, Councilman Mayer seconded and the motion passed
unanamously.
Coundilmai greitzer moved that J.A.Taylor be given until Oct. 1,
1938 to pay balance due on his license, Seconded by Councilman
Tant, the motion passed unanamously.
Councilman Mayer moved that F.T.Wail be give- until Oct. 1,1938,
to pay the balance due on his license, Councilman Tant seconded,
and the coition passed unanamously.
Councilman Haar moved that A.P.Solomon,3rd, be given until Oct.1,
1938, to pay the b lance of his license, Councilman Tant seconded
and t:_e motionapassed unanamously.
The question came up as to what penalty would be imposed if those
in arrears in their licenses failed to pay on the due date,
Councilman Haar moved that if 1938 licenses have bot been paid
in full by October 1, 1938 that subpoenas be issed, Councilman Mayer

seconded and the motion passed unanamously.
In the matter of the balance due on 1937 licenses by A.P.Solomon,
3rd, it was deciged that the Chief of Police be instructed to try
and collect something on account weeklquntil the account is paid up.
Mr. W.J.Flhod petitioned for the allowance of discounts on his
past due taxes, Councilman Tant moved that he be granted a 10%
discount on taxes #ue prior to 1938 and that he billowed 20% on
1938 taxes provided that all were paid by November 1, 1938.
Councilman Mayer seconded and the motion passed unanamously.
The following parties petitioned for the allowance of discounts
on their taxes;
C.J.Richards, Mrs. -.J Richards, C.J.Richards & E.G.Butler;
Mrs. Louise F.Toshach; Mrs. D.R.Bostwick; Mrs. Mary Byrnes;
Councilman Mayer moved that 10% be ~- aila#ed on:. diac odnta anztaxes
due prior to 1938 and that 20% be allowed on taxes due for 1938,
provided that all taxes were paid in full by November 1, 1938,
Councilman Tant seconded and the motion passed unanamously.
In the matter of placing the Library in a new location, Councilman
Haar moved that the Mayor appoint a committee, that will be authorized
to rent a place at not over $15.00 per month, for the use of the
Library, until a permanent location can be found, Councilman
Mayer seconded and the motion passed, Voting "Yes" Haar, Farrell,
Tant, Mayer, May; voting "K0" Kreitzer.
There being 'no further business Council adjourned subject to the

A special meetin of Council was held to -night at 8:00 p.m. in the
Council Chamber, and was Attended by Mayor McMillan, who presiddd,
and Councilmen Kreitzer, Farrell, May, Tant, Mayer and Haar.
The meeting was called to;
Receive bids on materials and equipment for beach
protection.
Discuss and act on any other matters pertaining to
beach protection that may come up.
Bids were opened for one large tractor and semi- taailer,10 ton
capacity, Councilman Haar moved that T.A.Bryson & Sons be awarded
the contract to furnish;
1 Mack model EE- 132-" wheelbase, and,
1 Model CP Great Dane, semi - trailer, 10 ton capacity
as per specifications, for the sum $ 2,101.18,
they being the low bidders,
Councilman Mayer seconded and the motion passed unanamously.
