AN ORDINANCE ,OF THE CITY OF JEFFERSON, MISSOURI, CAUSING THE
UNNAMED AND UNMARKED CONNEC ED OR BETWEEN JEFFERSON STREET
AND SOUTHRIDGE DRIVE, TO BE NAM
BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI,
AS FOLLOWS:
Section 1. The unnamed and unmarked connector, between Jefferson Street
and Southridge Drive, shall be named Zumwalt Road and marked accordingly.
Section 2. Upon the passage and approval of this ordinance, the City Clerk
shall file a certified copy thereof with the Recorder of Deeds of Cole County, Missouri.

Dear Ms. Russell:
r?' Please find attached copies of correspondence which I recently directed to the
Missouri Highway and Transportation Department and their response regarding the '
erection of a street sign on the small connector street between Southridge Drive and
Jefferson Street. This connector, located at the northern terminus of Southridge
Drive is one of two streets that allow motorists access to Southridge. The other
access approximately 314 mile south is Ellis Boulevard.

As I explained in any letter to Mr. Jim Toft, District Engineer, Southridge Drive is
fyti rapidly being developed with various commercial facilities. As additional.facilities
are constructed, it is obvious that more motorists will be seeking access to the
offices located in this area. At the present time, the connector street between
Southridge Drive and Jefferson Street is unnamed and unmarked. This is resulting
in confusion, lost motorists,'and inconvenienced clients of this office:
h' Apparently, •the City of Jefferson has the ability, pursuant to State Highway
Department a pproval, to ►
erect, Furnish, and maintain aroad-name sign on this
connector. I am seeking your assistance in this effort.
This office is merely an occupant of a leased facility located at 1500 Southridge
., Drive, and as such, offers no suggestions to name the connector. However, we do
find it Inconvenient that the street is not identified by name when describing our
location to our clients and service recipients. As such, I would appreciate your
. 'assistance in initiating actions whereby the City of Jefferson assigns the connector
between 'Southridge Drive and Jefferson Street a name (other than Southridge
Drive), and erects a street sign.

There are no street signs marking the name of the connector of
Southridge Drive and Jefferson Street.

According to the Missouri State Highway Department Manual, "Road signs
will be provided at all signalized intersections, permanent or
temporary, except for signals at ramp terminals, fire stations,
commercial entrances and schools" (p. 15.17) . • In accordance to this
'F. statement the street does not meet the criteria for the State of

Missouri to post the street name.
However, "Any political subdivision may erect, furnish and maintain a
� f "Road Name" sign of the 'same type as the D3 on state right•of way at
non-signalized intersection" (p 15.18) .
`= You may ask the City of Jefferson t request the Missouri State Highway
Department grant permission to erec road signs for the unnamed street.
' z Upon approval of the request, the City may erect, furnish and maintain a
"Road Name" sign.

Dear Mr. Toft:
The Missouri Department of- Natural Resources' Division of Energy
recently occupied a newly constructed leased facility at 1500
Southridge Drive in Jefferson City. This building sits behind
the Ramada Inn slightly south of the Das Stein Haus Resta rant.
At the present time, there are no street signs on Southridge j
indicating the name of the street. I have contacted the
Jefferson City Public Works Department and have been ensured that i
a street sign will be erected on Southridge immediately in front
of our building. The location of this sign is indicated as site j
I on the attached map of the area.
During my discussions with Mr. Larry Bates, Street Superinten-
dent, Jefferson City Public Works 'Department, he indicated that
the .connecting street between Jefferson and Southridge was
constructed and is maintained by - the State Highway Department.
a As, such, the City of Jefferson could not erect a street sign on
state right of way. Evidently, as ,far as the Jefferson City
Public Works 'Department is concerned, the' short connector between
Jefferson and Southridge is unnamed. This location is indicated
as site 2 on the attached map of the area.
'Since the Division of Energy has occupied this new building, we
have been informed that visitors are experiencing difficulty in
finding our new location. On November 1, 1992, the Disability
Determinations office of the Division of Vocational Rehabilita-
tion will be occupying the basement of this building. This will
further increase •visitor traffic and potentially add to' the
confusion.
