The Mayor and City Clerk are hereby authorized and directed to {' �tx execute Supplement No. 1 to the agreement with Bucher, Willis and Ratliff dated August 3, 1992 for the repair and seal of runway 12-30, repair and overlay of taxiway D and marking, shouldering, seeding and ancillary improvements at the t Jefferson City Memorial Airport. This letter is to address MHTD's comments regarding our Supplement No. 1 adding construction v;'•. services to our Original Agreement dated August 3, 1992. Our response follows Mr. Burle's g-S'k r•; u ` letter of March 1, 1993, point by point. . i 1. The most recent version of Standards for Construction Inspection Services dated February 20, 1993 has been included in the Supplement. 2. The Scope of Services now reflects two (2) sets of record drawings will be provided r{ to MHTD. JA 3. The Original Agreement only provides for Contract Documents for signatures. The ,Y construction services scope provides for working sets of plans and specifications for V the contractor's field use. Setting basic horizontal and vertical control is included in our Construction Services scope because we generally have to locate field control monuments for the i;. Contractor. Also,in some cases monuments have been destroyed and must be reset. { 4. Our laboratories are now in the process of becoming certified by the American Association for Laboratory Accreditation. ANCO Laboratories,who we will also use, is certified by the Army Corps of Engineers. 5. A detailed manhour/cost breakdown has been included with our supplement. 6. The State's Internal Review, Audit and Systems Division has authorized our overhead rate to be 134.15%. This rate is now included in our supplement. 7. This itein will require your input. F We have provided you four (4) copies of the revised Supplement so that one (1) copy can be forwarded to the State Aviation Section for review and approval prior to being executed by the City. The other three (3) copies are for review and execution by the City. The standards for construction inspection services should be revised to the most recent version dated January 25, 1993 (enclosed) . ' 2. It appears that preparing plans and specifications for use by the contractor and setting basic horizontal and vertical control for surveying has previously been under the y';•.;•" Y original agreement. Please ', review these tasks and make the appropriate adjustments. ;�. 4. The testing laboratory used must be certified by the Army Corps of Engineers, American Association of State Highway and Transportation FN` Officials or the American Association for Laboratory Accreditation. :I. Please provide evidence of this certification for the tests to be k performed. 5. Please provide a detailed manhour/cost breakdown (enclosed) for this project per AC 150/5100-14C (copy enclosed) . This will speed up review time and help us review the proposed fee. Our participation in these 4; costs will be subject to our review of this breakdown. a. FJ ' 6. It has been determined by a review in our Internal Review, Audit and Systems division that the overhead rate should be 130.13% as opposed to Y� t the rate of 137.34%. We will participate in the new rate of 130.13% as a result of this audit. WHEREAS, on August 3, 1992, Sponsor and Consultant entered into an original Agreement for Services for improvements to the Jefferson City Memorial Airport. WHEREAS, the Sponsor has agreed to supplement the Consultant's original Agreement to perform Construction Services for the airport improvements stated in the original Agreement.
