BE IT ENACTED'BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1. Purpose. The purpose of this ordinance is to advance the health, safety and welfare of the people of the City of Jefferson and Cole County by encouraging growth and expansion of private enterprise within the community, recognizing that the community benefits by the creation of new jobs, stimulation of N economic activity and an increase in private sector investment. In order to achieve ........... and carry out this purpose, the following loan process is established. Section 2 Qualified Business. A "qualified business" includes any new or existing corporation, partnership, proprietorship, cooperative or association which demonstrates the ability to add jobs and repay any loan funds. M Section 3. Application. Before any qualified business shall be eligible for a loan as set out, it shall first make an application in writing on forms to be provided, to the City Administrator. All applications shall be made on or before June 1 of each year. Upon submission of an application, the City Administrator in conjunction with the Finance Director shall promptly review the same and determine whether or not the applilcant is deemed "qualified" and eligible for a loan. Applicants shall promptly provide all supporting data and documents reasonably requested by the City Administrator. Upon determining that an applicant is a "qualified business", this qualification shall be certified to the City Council for its action. Section 4. Priority. Recognizing that funds of the City are limited, the following items and applications shall be given priority: A. Businesses located within the city limits shall be given priority over businesses in adjoining areas. B. Jobs created within the City of Jefferson shall be given priority over jobs created in adjoining areas. C. Priorit y of funding will also be given in the consideration based on the number of new jobs created by the qualified business. The Finance Committee of the Council shall review all applicants following certification as a qualified business. A' Section 6, Mo DAG Rules. All rules promulgated for compliance with the Mo DAG program shall be observed in the granting of any loans. Section 7. Interest Rate. Interest rates charged on any loans made under .. this program shall be at the prime rate plus or minus 1%. The prime rate shall be ` the average of that utilized in the local community as established by averaging the Central Trust Bank, United Missouri Bank and Exchange National Bank's prime rates in effect at the time of making the loan. Section 8. Right to Reject. Nothing contained in this ordinance shall require the City to grant any loan. The City's right to reject any and all applications shall not be affected by this ordinance. Section 9.
