S �.t• WHEREAS, from time to time the City has found it desirable an •: advantageous to have certain boards and commissions to advise the Mayor and City >) Council on certain matters; and WHEREAS,those needs are ever changing and certain boards and commissions have fulfilled their purpose and function. NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF °? JEFFERSON, MISSOURI, AS FOLLOWS: Section 1. Division 3 of Chapter 7, Senior Citizen Advisory Commission, of the Code of the City of Jefferson, Missouri, as set out in Sections 7-31 through 7-36, inclusive, is eliminated and those sections are repealed. Section 2. Division 5 of Chapter 7, Juvenile and Family Affairs Advisory Commission, of the Code of the City of Jefferson, Missouri, as set out in Sections 7-71 through 7-75, inclusive, is eliminated and those sections are repealed. Section 3. Division 13 of Chapter 7, Animal Rescue Advisory Commission, of the Code of the City of Jefferson, Missouri, as set out in Sections 7-201 through 7- 206, inclusive, is eliminated and those sections are repealed. Section 4. Division 14 of Chapter 7, City Cemetery Board, of the Code of the ' City of Jefferson, Missouri, as set out in Sections 7-221 through 7-224, inclusive, is eliminated and those sections are repealed. Division 6 of Chapter 7, Transportation Commission, of the Code of the City of Jefferson, Missouri, is amended as follows: `.z w ARTICLE N. TRANSPORTATION AND TRAFFIC COMMISSION Sec. 7-92. Members and chairman. f�k A. The Transportation and Traffic Commission shall } consist of nine (9) members all of whom shall be residents of the City of Jefferson. E. The term of office shall be three (3) years with one- third of the positions being available for appointment each year. Upon creation of this commission which is the successor to the transportation commission and the traffic safety committee commission,all citizen members of those two commissions whose terms have not expired shall continue to serve out their terms and such additional members for such terms as appropriate shall be appointed by the mayor. Thereafter,all commission members ' shall serve full three-year terms. ' C. The mayor shall nominate persons to serve on the commission, and the `y appointments shall be confirmed by the council. D. The mayor, with a majority vote of the council,may remove any member { of the commission for failure or inability to attend meetings or for other good cause ;tF shown. f..�ryS "! E. The appointed members of the commission shall receive no compensation ' T but shall receive reimbursement for costs incurred with their service. F. A vacancy on the commission shall be filled by appointment and �, approval in like manner for the unexpired portion of the term. All members shall continue to serve until their successors shall have been appointed and qualified. r Sec. 7-93. Officers. 4 The members of the commission shall choose the chairman from those persons confirmed as members by the city council. The chairman shall serve a one-year term. The chairman shall be voting member although he is not permitted to make motions. The commission may pick a vice-chairperson and any other officers they deem necessary. Sec. 7-94. Meetings, quorums, rules and procedures. A. The commission may establish such rules and procedures f as it believes are reasonably necessary for expeditious transaction of its .. ai business affairs and which are,in conformance with city eauneg policy. D. All meetings shall be open and public, and the date, time, and location of same shall be posted and be public information at least twenty-four (24) hours prior to the meeting. Sec. 7-96. Duties generally. « The duties of the commission shall generally include, but not be limited to, the following: A. To call upon and receive the cooperation and assistance of all departments, officers and employees of the city, and to promote +f cooperation and coordination with other governmental agencies. r B. To review and recommend appropriate parts of the five- year capital improvement plan. a C. To provide the council with minutes of all its meetings and ' reports of specific recommendations. D. To monitor the financial status of the appropriate departmental funds. E. To make recommendations pertaining to the operation, management, use and maintenance of Jefferson City Memorial Airport, Jefferson City parking facilities, the Jefferson City transit system, central maintenance, and the city's vehicle fleet. F. To review and make recommendations concerning applications to offer commercially scheduled airline service at the airport, or any other service to be provided by a private vendor. G. To consider all petitions,requests or suggestions concerning the department and to make recommendations to the city council. H. To make recommendations concerning fees charged for services. To consider and recommend the establishment and regulation of speed zones; one-way streets; loading zones; no parking zones; taxicab stands; delivery and service vehicles; {: crosswalks; and stop signs, whether electrical or nonelectrical. J. To consider and recommend the location, type, timing,and specifications of all traffic-control devices,including, but not limited to, electrical signals, signs, markers, pavement and curb painting. K. To consider and recommend the establishment of any motor vehicle, traffic or parking regulations which, in the opinion of the commission, promotes traffic safety or decreases traffic congestion within the city. L. To review and rbcoinmend master plan for traffic !' control. M. To review as necessary city laws and ordinances relating to traffic control of motor vehicles. N. To consider all requests, petitions or suggestions concerning the regulation of traffic and establishment of no parking zones upon study and consideration of such requests, ' petitions or suggestions, and to make recommendations to the council. Section 7. Chapter 7 of the Code of the City of Jefferson, Missouri, is hereby amended by changing Division in title headings to Article and renumbering to read as follows: ARTICLE I - GENERALLY ARTICLE II - ENVIRONMENTAL (QUALITY COMMISSION ARTICLE III - HISTORIC PRESERVATION COMMISSION ARTICLE IV - TRANSPORTATION AND TRAFFIC COMMISSION ARTICLE V - PARKS AND RECREATION COMMISSION ARTICLE VI - POLICE PERSONNEL BOARD ARTICLE VII - PLANNING AND ZONING COMMISSION ARTICLE VIII - BOARD OF ADJUSTMENT .t Ir.rt31�S'1�!y"�' &+ s '+f f "won". ARTICLE X - LIQUOR CONTROL BOARD ARTICLE XI - CABLE QUALITY COMMISSION ARTICLE XII - TAX INCREMENT FINANCING COMMISSION ARTICLE YJII - USS JEFFERSON CITY SUBMARINE COMMITTEE ARTICLE XIV - BOARDS OF EXAMINERS AND REVIEW Section 8. There is hereby created a new Article XIV, Board of License Examiners and Review, of Chapter 7 of the Code of the City of Jefferson, Missouri, to read as follows: ARTICLE X IV . BOARDS OF EXAMINERS AND REVIEW DIVISION 1. BOARD OF ELECTRICAL EXAMINERS AND REVIEW Section 7-300. Established. There is hereby established a Board of Electrical Examiners and Review. Section 7-301.- Members, qualifications, appointment, terms and k officers. The Board shall consist of five (5) members: the Electrical Inspector of the City of Jefferson; the Director. of Planning and Code Enforcement; an electrical contractor; a journeyman electrician;and a representative of the local electric utility company. The Electrical Inspector shall serve as ex officio chairman. The Board shall be appointed by the Mayor with the consent of a majority of the members of the Council for a term of three (3) years and shall serve until their successors are duly appointed and shall be qualified. The appointments of the Board members shall be made every three (3) years and they shall serve with out pay. The Chairman shall be a voting member although he is not permitted to make motions. The Board may pick a Nice Chairperson and any other officers they deem necessary. Section 7.302. Meetings. The Board shall meet at such intervals as may be necessary for the proper performance of its duties, upon call of the Board Chairman, but in any case not less than twice a year. Minutes of all meetings shall be kept. Section 7-303. Duties. The Board shall act on grievances by an applicant for an electrical permit; the holder of an electrical permit, or the owner and/or agent of a building or structure wherein electrical work is to be installed. Such referral shall be an appeal from the decision.of the electrical inspector or his r 6 5 'rsra 1.T�`'a j authorized agent or representative, refusing to grant a modification of provisions of the electrical code governing the installation or materials to be used by the installation. Application for appeal will be received by the Director of Yw, Planning and Code Enforcement, or his authorized { representative, when it is claimed that: A. The true intent of the electrical code or the rules adopted thereunder have been incorrectly interpreted. B. The provisions of the electricil code do not fully }+ apply, At such time as the Board meets to act on such an appeal, the nJ Electrical Inspector shall not have a vote. If one of the members of the Board is the appellant, that member shall not have a vote. A simple majority of those members voting shall constitute a qualified decision. In the event the voting members of the Board are evenly divided, the decision of the Electrical Inspector shall be affirmed. The Board shall review the electrical code at least once a year. Three (3) members of the Board must be present at every {` examination. They shall transmit to the Council any and all recommendations and changes that are necessary to update the Al electrical code. Secs. 7.304 and 7-306. Reserved. DIVISION 2. BOARD OF PLUMBING EXAMINERS AND REVIEW Section 7-306. Established. There is hereby established a Board of Plumbing Examiners and Review. Section 7-307. Members, qualifications, appointment, terms and officers. The Board shall consist of five (6) members: the Plumbing Inspector of the City of Jefferson; the Director of Planning and Code Enforcement; an individual engaged in t plumbing contract work; a master plumber actually engaged in the work of plumbing; and a journeyman plumber actually engaged in the work of plumbing. The Plumbing Inspector shall serve as ex officio chairman. The Board shall be appointed by the Mayor with the consent of a majority of the members of the Council for a term of three (3) years and shall serve until their successors are duly appointed and shall be qualified. Amendments to National Electrical Code 1990. E. Board of Electrical Examiners and Review-Division 1 of Article XIV, Chapter 7, establishes a Board of Electrical Examiners and Review with attendant duties and powers. Whenever reference is made to the "Board" in Section 8-8 of Chapter 8 of the Code of the City of Jefferson, Missouri, reference is to the Board of Electrical Examiners and Review. Section 10. Section 8-5.J of" Chapter 8 of the Code of the City of Jefferson, Missouri, is amended to read as follows: J. Delete Sections 122.1.2 through 122.4 and insert the following in their places: 1.. Section 122.1.2.Board of Plumbing Examiners and Review. Division 2 of Article XYV, Chapter 7, establishes a Board of Plumbing Examiners and Review with attendant duties and powers. Whenever reference is made to the"Board"'in Section 8.5 of Chapter 8 of the Code of the City of Jefferson,Missouri,reference is to the Board of Plumbing Examiners and Review. Section 11.
