ORDINANCE NO. 11975
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING THE CODE
OF THE CITY OF JEFFERSON, MISSOURI, BY AMENDING SECTION 2-29 OF
CHAPTER 2, CITIZENS' PARTICIPATION, AS IT PERTAINS TO CITIZENS'
PARTICIPATION DURING COUNCIL MEETINGS.
i n 1. Section 2-29 of Chapter 2 of the Code of the City of Jefferson,
Missouri, is hereby amended to read as follows:
Sec. 2-29. Citizens' participation.
At each and every Council meeting, two periods shall be allotted for
residents of the City to address the Council. The first time period shall be at the
beginning of the Council meeting for residents to address the Council on issues
on the agenda for that meeting. The second session shall immediately follow the
first for residents who wish to address the Council on issues other than those
appearing on the agenda for that meeting. These presentations shall not require
any sign-up prior to appearance, but it is suggested that individuals wishing to
participate notify the City Clerk prior to 7:15 p.m. on the night of the Council
meeting. Priority for speaking will be given to those who contact the Clerk at the
earliest time. On any specific issue, there will be a 15 minute time limit for all
speakers combined, which time limit may be extended with the consent of the
Council. Each speaker shall be limited to a five minute time period, which time
may be extended by the consent of the Council. Individuals who are not residents
of the City may address the Council during this period of time, subject to a motion
supported by a majority of the Council to limit the appearance of non-resident
speakers.
