AN ORDINANCE OF THE CITY OF RICHLAND HILLS, TEXAS INCREASING THE
NUMBER OF MEMBERS ON THE RICHLAND HILLS CRIME PREVENTION
ADVISORY BOARD BY ADDING TWO AT-LARGE POSITIONS, ONE DESIGNATED
FOR A REPRESENTATIVE AFFILIATED WITH THE PUBLIC SCHOOLS, AND ONE
FOR A REPRESENTATIVE OF THE RICHLAND HILLS BUSINESS COMMUNITY;
PROVIDING THAT SUCH NEW MEMBERS NEED NOT BE RESIDENTS OF THE
CITY OR REGISTERED VOTERS; PROVIDING THAT THIS ORDINANCE SHALL BE
CUMULATIVE OF ALL ORDINANCES; PROVIDING A SEVERABILITY CLAUSE;
AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of Richland Hills is a home rule city acting under its charter adopted by the
electorate pursuant to Article XI, Section 5 of the Texas Constitution and Chapter 9 of the Local
Government Code; and
WHEREAS, the City Council of the City of Richland Hills has previously authorized the creation of
a Crime Prevention Advisory Board, and provided that said board shall be composed of eight
members; and
WHEREAS, the City Council has now determined that said Board is too small, and that
representation of the business community and public schools would provide useful and beneficial to
provide liaisons and provide the Board and the City with needed input from these important parts of
the community; and
WHEREAS, the City Code currently requires that the existing eight members must be residents and
registered voters within the City; and
WHEREAS, the City Council has determined that the two new members, being representatives of
entities within the City, need not be residents or registered voters within the City because they will
already have sufficient ties to the community and the City;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
RICHLAND HILLS, TEXAS:
SECTION 1.
AMENDMENT OF SECTION 10-121
Section 10-121 of Article IV of Chapter 10 of the Richland Hills City Code is hereby amended to
provide as follows:
Section 10-121. Creation; qualifications of members.
There is hereby created the city crime prevention advisory board. Except for the
representatives ofthe public schools and of the business community described in this

Article, members of the crime prevention advisory board shall be registered voters
within the city on the date of their appointment. No member of the crime prevention
advisory board may serve in any capacity on more than one other city standing board,
commission and committee, or any special committee exceeding six month's
duration; or serve as city representative to a local, state or national organization. All
members shall serve without compensation. No debts of any kind or character shall
be made or incurred by the crime prevention advisory board or by anyone acting in its
behalf.
SECTION 2.
AMENDMENT OF SECTION 10-122
Section 10-122 of Article IV of Chapter 10 of the Richland Hills City Code is hereby
amended to provide as follows:
Sec. 10-122. Composition, appointments and terms of members.
(a) The crime prevention advisory board shall be composed of ten members.
Five members shall hold designated places numbered 1 a through Sa, and shall serve
terms corresponding to the term of office of the councilmember making the
• appointment. Each councilmember shall be entitled to nominate persons to serve on
the crime prevention advisory board in the numbered place corresponding to the
numbered place on the city council held by such councilmember. The remaining five
members shall be appointed at large by any councilmember for two-year terms. One
of the five at-large remaining members shall be a representative of the Birdville
Independent School District or other independent school district which is located in
whole or in part within the city limits. One of the five at-large remaining members
shall be a representative of the business community and must be affiliated with a
commercial business operating within the city limits. All nominations shall be
approved unless rejected by the affirmative vote of four councilmembers. All
appointments to boards, commissions and committees shall be made by the city
council.
(b) The city staff representative to the crime prevention advisory board shall be
the chief of police or a designated representative approved by the city manager.
(c) Due to the sensitive nature of the information provided to the board and of
the matters considered by the crime prevention advisoryboard, applicants for
membership shall be subject to background checks prior to their appointment.

SECTION 3.
PROVISIONS CUMULATIVE
This ordinance shall be cumulative of all provisions of ordinances and of the Code of
Ordinances of the City of Richland Hills, Texas, as amended, except where the provisions of this
ordinance are in direct conflict with the provisions of such ordinances and such Code, in which event
the conflicting provisions of such ordinances and such Code are hereby repealed.
SECTION 4.
PROVISIONS SEVERABLE
It is hereby declared to be the intention of the City Council that the phrases, clauses,
sentences, paragraphs, and sections of this ordinance are severable, and if any phrase, clause
sentence, paragraph or section of this ordinance shall be declared unconstitutional by the valid
judgment or decree of any court of competent jurisdiction, such unconstitutionality shall not affect
any of the remaining phrases, clauses, sentences, paragraphs and sections of this ordinance, since the
same would have been enacted by the City Council without the incorporation in this ordinance of any
such unconstitutional phrase, clause, sentence, paragraph or section.
SECTION 5.
. RIGHTS AND REMEDIES SAVED
All rights and remedies of the City are expressly saved as to any and all violations of the
provisions of the City Code amended or revised herein, or any other ordinances affecting the matters
regulated herein which have accrued at the time of the effective date of this ordinance; and, as to
such accrued violations and all pending litigation, both civil and criminal, whether pending in court
or not, under such ordinances, same shall not be affected by this ordinance but may be prosecuted
until final disposition by the courts.
SECTION 6.
PUBLICATION
The City Secretary of the City of Richland Hills is directed to publish the caption, penalty clause,
publication clause and effective date of this Ordinance to the extent required by law.
SECTION 7.
EFFECTIVE DATE
This ordinance shall be in full force and effect from and after its passage, and it is so ordained.
