AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING
SECTIONS 16-21 AND 16-25(c), (d) AND (e) OF THE CITY CODE
PERTAINING TO PURCHASING PROCEDURES.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
Section 1. Sections 16-21 and 16-25 (c), (d) and (e) of the City
Code are hereby deleted and new sections are enacted in lieu thereof,
which shall read as follows:
Section 16-21. The purchasing agent shall. compile and maintain
specifications for all items purchased, or to be purchased, by
the City. The specifications shall not be unduly restrictive and
shall be written, if possible and practicable, so that the City
may obtain at least three competitive bids on all purchases
exceeding $250.
Section 16-25.
c Shall adopt operational procedures for making small
purchases of $250 or less. Such operational procedures shall
provide for obtaining adequate and reasonable competition for
the supply, service, or construction being purchased. Further,
such operational procedures shall require the preparation and
maintenance of written records adequate to document the
competition obtained, properly account for the funds expended,
and facilitate an audit of the small purchase made.
(d) Request quotations or telephone bids from at least three
businesses on all requisitions of items of a value of at least
$250 and not more than $1 ,500. The names of the businesses
submitting quotations, the date and the amount of each
quotation shall be recorded and maintained. The lowest and
best bid shall be selected by the purchasing agent upon
consultation with the appropriate department director.
(e) Advertise for sealed bids on any requisition involving
more than $1 ,500, and allow at least fifteen days before bids
are opened. Lowest and best bid shall be selected by Council.
Section 2. This ordinance shall be in full force and effect from
and after its passage and approval. ¢
