Using the city Sewer use ordinance as a guideline, require business to have to be permitted for discharges. Permit renewals for discharges should be at the same time as business license issuance or renewal. Require that the business meet the discharge standards in the Sewer use ordinance before they can be issued a discharge permit or business license. Require sampling manholes at all businesses. Business should be sampled quarterly by personnel from the wastewater department to ensure they meet the standards from the Sewer Use Ordinance. The costs of the testing of the samples should be included in the Permit, as well as man hours involved. Requirements should be put in place that forbid the use of chemical grease removers from grease traps, because they defeat the purpose of the grease trap, which is to prevent oil and grease from reaching the plant. Commercial users should have to help pay for any new expansion or upgrades at the wastewater plant , if The permits issued should outline the discharge standards in the sewer use ordinance, compliance requirements, as well as any penalties for non compliance. Permit fee should be implemented, to pay for the required test and general costs involved with process. Grease traps should be inspected as often as deemed necessary, by wastewater staff, to prevent discharge of oil and grease to the sewer system. There should be a system put in place that will allow grease trap inspectors to require grease trap owners to pump their grease traps as required and penalties put in place in case they are not pumped or the grease trap isn’t capable of handling the grease or don’t work.
