AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR
AND CLERK TO EXECUTE A CONTRACT WITH THE JEFFERSON CITY PARK BOARD.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI,
AS FOLLOWS:
Section 1. The Mayor and Clerk are hereby authorized and directed to
execute a contract with the Jefferson City Park Board.
Section 2. The contract shall be substantially the same in form and
content as that contract attached hereto as Exhibit A.
Section 3. This Ordinance shall be in full force and effect from and
after the date of its passage and approval.

AGREEMENT BETWEEN THE CITY OF JEFFERSON
AND ITS PARK BOARD

In a spirit of mutual cooperation and as steps toward maximizing the
effective use of general public funds in the parks and recreation
system, the Jefferson City Park Board and the City Council agree that:
1. The Park Board will adopt and implement the following citywide
policies :
A. The Personnel Rules and Regulations
B. The classification and pay plans
C. The Personnel Evaluation system
D. The job descriptions
E. The purchasing system
F. The Affirmative Action Program, including specific goals and
working with the City's Equal Employment Opportunity Committee
2. The Park Board will complete the financial transition during the
upcoming fiscal year to allow the Finance Department to provide all
financial services for the Park Board, to include banking, investment,
payroll, purchasing, accounting, and fixed asset inventory. The Park
Board will agree to appropriate bonding of Park Board employees. The
Board reserves the right to adopt or modify the City's banking and
investment policy insofar as such policy affects its funds .
3. The Director of the Parks and Recreation Department will attend all
City Administrator staff meetings . The Director' s attendance at out-
of-town staff retreats will require prior Park Board approval.
4 . The Park Board shall. respect its employment level as authorized in
the comprehensive City budget and shall not exceed the approved level
for permanent full-time employees during the fiscal year.
5. The Park Board will participate in the citywide identification
program, including using commonly designed letterhead and common
identification for vehicles .
6. The Park Board will provide the Mayor and City Council with copies
of its agendas , minutes, financial statements , and a monthly activity
report on a timely basis.
7 . The Park Board will submit a plan to the Mayor and City Council not
later than June 1, 1984 , for future use or disposal of its former
administration building and property currently being leased as a used
car lot on Missouri Boulevard.
8. The Park Board will utilize the legal services provided by the City
Counselor and the City's Law Department.
9 . The Park Board will pay to the City its prorated share of the
expenses of the City Hall Building, to include utilities , janitor
services , and phone service.
10. The Park Board will submit a proposal to the Mayor and City
Council by June 1, 1984 , in regards to increases in non-resident fees
and all fees charged by the Park Board so these increases may be
placed on a ballot for voter approval along with other proposed City
fee increases .
11. The Park Board will submit a proposal to the Mayor and City
Council for review and comment for the property on Ellis Boulevard in
anticipation of its being returned to the City by the Cole County
Administrative Court.
12. The Park Board will grant salary increases to its Director
utilizing the guidelines the Mayor and City Council establishes in its
classified pay and evaluation system.
13. The Park Board will consult with the Mayor and City Council prior
to the sale or purchase of any real estate.
14 . The Park Board will participate in the study of car allowances
which the City is undertaking during the fiscal year 1983-84 .
15. The Mayor and City Council urges the Park Board to seriously
evaluate the cost/benefit ratio of continuing to maintain houses for
several employees .
16. The Park Board will begin work on a five-year capital improvement
program and submit a status report on their progress made to the Mayor
and City Council by September 1, 1984 . The program shall incorporate
proposed participation by State and Federal agencies and shall be
Alhcomprehensive in scope.
17. The Park Board will develop and maintain a current listing of all
programs it offers . Copies will be made available to the Mayor and
City Council.
18. The Park Board will adopt the City's complaint system for
complaint referrals from the Mayor and members of the City Council.
19 . The City recognizes that the Director of Parks and Recreation and
all his subordinate employees remain under the direct supervision and
control of the Park Board.
20. This agreement shall become effective when fully executed and
shall remain in effect through October 31, 1984 .
