AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI , AUTHORIZING
THE MAYOR AND CITY CLERK TO EXECUTE AN AMENDMENT TO THE
CONTRACT WITH R. F. VERSLUES AND ASSOCIATES, INC. AND TO PAY A
CLAIM FOR ENGINEERING SERVICES AT THE AIRPORT.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
Section 1. The Mayor and Clerk are hereby authorized to
execute an amendment to the 1979 contract with R. F. Verslues and
Associates, Inc. for engineering services at the airport for the
additional sum of $13,310. The total cost of the contract as amended
shall not exceed $55,810.
Section 2. The amendment to the contract shall be substantially
the same in form and content as that amendment attached hereto as
Exhibit A.
Section 3. The Mayor and Clerk are hereby authorized to enter
into a compromise settlement of the claim of R. F. Verslues and
Associates, Inc. against the City of Jefferson for extra work
performed in the design of runway extensions and parallel taxiways
at the airport for the sum of $9,078.

Section 4• This Ordinance shall be in full force from and after
the date of its passage and approval.

RE: Verslues Associates Contract for Design of Runway
Extension with Parallel Taxiways
R.F. Verslues Associates , Inc. has completed the design of the
Jefferson City Memorial Airport Runway Extension per agreement
with the City dated September 5, 1979 . In order to complete
the contract Verslues Associates was required to perform the
following extra work:
1. Alternate Drainage Design & Survey $1, 112.00
( Requested by Staff after flood)
2 . Changes due to FAA Criteria Changing 3, 526.00
(These changes were required after
design was complete )
® 3 . Field Survey and Topo 4,440.00

our contract )
TOTAL CLAIM $9, 078.00
The staff has reviewed the claim and recommends payment.
The original contract for services included plan and specification
preparation for the runway extension with parallel taxiway for
RWY 12 and taxiway for RWY 8. FAA funds became available only
for the site preparation work for the extension with parallel
taxiway to RWY 12 , requiring plan and specification modification.
When FAA funds become available for the remainder of the work,
new bid packages must be developed. The FAA requires that the
cost of the consulting services for the site preparation be
determined for reimbursement purposes under our present grant .
Although other phases of the engineering work are still grant
eligible, they will not be reimbursed until grants are made for
the phase of work involved. We propose to amend the original
contract to separate into three phases to satisfy FAA account-
ability. Doing the project in three phases will require additional
work which will not exceed $13, 310.
The additional claim work and the extra work required to do the
A project in phases will be eligible for 90 per cent funding by the
FAA.
CONTRACT AMENDMENT
® This Agreement is made and entered into this IL day of J&LA

1983, by and between the City of Jefferson, Missouri (CITY) , and R.
F. Verslues and Associates, Inc. (Consultant) , as an amendment to
the agreement between the parties dated September 5, 1979.
WHEREAS, the design of the runway extensions and the parallel
taxiways must be updated to comply with new FAA requirements, and
WHEREAS, funding for the construction project will only be available
in phases, and
WHEREAS, the construction project must be redesigned to allow for
construction in three phases, and
WHEREAS, the Consultant will incur additional and unexpected costs
because of these changes,
NOW THEREFORE, the CITY and the Consultant agree as follows:
1. The project is hereby divided into three phases:
Phase I - grading, storm-drainage, and seeding/mulching for
the extension of R/W - 12/30 and parallel taxiway.
Phase II - Excavating, paving, lighting and appurtenances for
® the extension of R/W - 12/30 and parallel taxiway.
Phase III - Grading, storm-drainage, seeding/mulching, paving,
lighting and appurtenances for the parallel taxiway on the east
end of R/W - 8/26.
2. Delete paragraph 2, on page 2, and insert the following:
Consultant will perform the work described in the contract as
amended for the following fees:
Phase I - Not to exceed $20,400.
Phase II - Not to exceed $19,850.
Phase III - Not to exceed $15,560.
Total contract shall not exceed $55,810, including payments.

3. Work performed after the date of this amendment shall be charged
at the following rates:

RATE SCHEDULE
Principal $40 per hour
® Research $35 per hour
Design $35 per hour
Drafting $27.50 per hour
Coordination $35 per hour
Clerical $17.50 per hour
Mileage 40¢ per mile
Printing $1.75 each
Copies 15¢ each
This rate schedule shall be effective for one (1) year following
the date of this amendment. If additional work is performed after one
year without establishing a new rate schedule, then the compensation
for the additional work shall be based upon this schedule. Rate
schedule changes can be made only by contract amendment.
4. Payment for services shall be made based upon monthly billings
' from the Consultant. The following schedule will be used for the
basis of payment:
(1) Design costs for Phases II and III resulting from compliance
with new FAA requirements shall not exceed $2,150 for each
phase.
(2) All other design costs for all three phases shall be paid in
the lump sum amount of $29,750.

(3) Remaining portions to be paid as each step is completed,
not to exceed the following amounts:
Phase I - Bidding - $4,250
Construction Inspection - $2,800
Phase II Bidding - $2,650
Construction Inspection - $5,250
Phase III - Bidding - $2,650
Construction Inspection - $4,160
5. Delete paragraph 4 on page 2, and insert the following:
Consultant agrees to provide the Owner with five (5) sets of
plans and specifications for each phase. Consultant will provide
one set of as-built drawings at the completion of each phase.
Additional sets shall be reimbursed as per attached schedule.
Services shall include assisting Owner with taking bids and
evaluating same with recommendations for contracting.
6. The term "Director of Transportation" shall be substituted wherever
the term "Director of Public Works" appears in the original contract.
7. Consultant shall not be paid for any extra or additional work
under this contract unless such work, and the cost thereof, has the
prior written approval of the City Administrator.
IN WITNESS W REOF, the parties have hereunto set their hands and
