ATTENDEES: Paul Wolff, Diane Schleicher, Joe Wilson, Wanda Doyle, George Reese, Barry Brown, Chris Stovall (Thomas & Hutton), Angela Hudson and Tom Groover. Approve the minutes of the previous meetings – Paul Wolff called the meeting to order; asked for a motion to approve the minutes from the 6.13.13 meeting. Tom Groover motioned to approve. Barry Brown seconded. New Business: Sewer Force Main on Jones and Miller: Estimated Cost for Emergency Repair – Angela Hudson asked Diane Schleicher what are we going to do about this; that’s a lot of money that we have to come up with; in my opinion, it’s an emergency; George Reese states, Tom Groover had asked me if we had something on the books; we do; it was given by Hussey, Gay and Bell, back in 2009; we knew about it then but we haven’t done anything; we wait until it breaks. Angela states, that’s what I’m talking about; that’s kind of a major issue for the people that own those houses back there; we’re not talking about how to come up with the money to start getting this thing funded from somewhere; because everything else to me, this is a priority over everything else; everything else can wait. Paul Wolff states, this is a good example of why we need to be adding a contingency into the water/sewer fees so we have a reserve built up in the water/sewer fund to handle this; we need to adjust the rates to give us about a 5% surplus to deal with things like this. Angela asks, as of right now, do we need to stop all capital spending until we can figure out a way to pay for this; this is major to me. Diane Schleicher states, back in 2008 or 2009, we looked at a force main at #6 (Jones & Hwy 80). Tom Groover states, #6 has already blown out; it blew out in January, 2012. Diane asked if this price includes Solomon. George states, yes, it’s included, but these prices were quoted back in 2009; there’s no jack and bore on that under Hwy 80; that’s another $50,000; it needs to be updated; all those prices are from 2009. Paul Wolff states, I agree with Angela; this is a top priority; if we don’t fix it, we could be paying more in fines than we’re going to pay to get it fixed; so I agree, we need to deal with this immediately; and I think GEFA is the way to go; Angela states, we need to get these prices updated, like George said; George states, these are unit prices; I can get material costs; there’s some things missing off of this; they must be trying to “open cut” Hwy 80; DOT will never allow an open cut; you’ve got to jack and bore; before you can do Jones Ave. water line, you have to do that from lift station #6; because that goes under Jones Ave; it’s either that, or forget it; one or the other. Tom Groover asked George if it would be any cheaper to go all the way from 14th to 12th, 12th to Jones and then straight down Jones to the other side of the street; from station #3 to 8th St., probably 80% of that is through the marsh, behind Miller; seems like to me, it would be a lot cheaper to do a straight shot down Jones Ave. to 8th St. - George states he will look into that; I’ll talk with the contractor I’m using now and see if we can re-route it; we have to look at the manhole where it comes to on 8th St., and see where the next one falls to on Jones. Paul suggested, a week before the next meeting, to have George get us exactly what we need; I like the idea that if we can make a more sensible route out of it; let’s look into that; Paul asked Diane and Angela to get together about the financing of this. Diane Schleicher states, another thing is we have a contract with Thomas & Hutton for the water line; since Chris will be working with the water & sewer, we need to have a knowledge of the scope of the work and come back to the Infrastructure Committee with that; Chris states, I’ll go back and take this numbers that were done before and update them; in general, maybe they could be about 10% more, to cover the budget. Paul asked Chris to get with George to be sure you’re covering whatever he says is necessary. Chris replies, definitely. Estimated Cost for Additional Testing – George Reese distributed handouts; George states, the cost listed is for the year, $5153.00; we have to test that creek back there for a year, per EPD; we’ve been testing the boat ramp and fishing pier; the fecals have been good; CHA – SPLOST Project Management Services Kevin Handy (CHA) joins the table; Kevin states the main thrust of what I do is marry cash flow, a steady stream of cash flow, with project expenditures and capital improvement plans; I oversee projects; try to get as much done with the money you have; the fee schedule is same we use for counties; it’s a lump sum, six month agreement; we bring experience from other parts of the state. Old Business: Public Safety Building Update – Mayor Pro Tem Doyle Wanda Doyle states, this construction manager at risk, management team, is made up of a project manager, a pre-construction manager, a construction manager, plus a supervisor, on that job; they meet with the architect to make sure everything is going to work out, during that pre-construction phase; they work on all the issues that we have on that property; to make sure we put the gas pumps in the right place; to see if we have to do anything with the water/sewer line out there; they have people in this construction management group team, that works with us, as the owners, to go through each one of these steps and each process, to get from the design, to the site plan, up to the day of construction; Tommy has finished working on the contract; Elkins has it now; even though that’s on the agenda, we’re going to postpone that until July 29th, when we have the millage rate hearing. Update on the cost to improve the Back River fishing pier for small carry down boats. Joe Wilson states, what I looked at with DNR is to take down the perpendicular handicapped access that’s located there now and come out straight from the Pier and replace with another ADA ramp that would be straight in; it wouldn’t have to zigzag; to make it more accessible, involves removing 81 linear feet, which is 405 square feet of handicapped and replacing it with 57 linear feet, which is 285 handicapped access; right now the price is $17,500; that’s with pine; we would lose 1 parking space there and I would have to do some restriping to the last house there on the right so that nobody parks in that area and they would have access to their house; I would also have to restripe the new handicapped area; the time line would be 2 weeks after receipt of the DNR LOP; it would take me about 2 weeks to destruct and construct. Diane Schleicher states, this would have to go before City Council if this committee approves it; the kayak folks came here asking for more areas for kayak access; the companies used the boat ramp for kayak access while they were doing Alley 3; the boat companies guys are strong enough; the ADA ramp didn’t cause a problem; it’s a little bit harder for the locals; it’s a lot of money for a kayak access; that’s my take on it. Barry Brown states, I don’t know why they’re even pursuing it when they have access within 200 yards, either way of that fishing pier. Paul Wolff states, why don’t we hold off on this for now. Update on Ally 3 Project – Drainage improvements complete Parking plan approved and completed GDNR is working on ramp agreement prior to installation – Joe Wilson states, I just talked with Shawn Jordan today; all he wants is a municipal agreement like we have on the Pier; his legal department is finalizing that; as soon as we get that cleared up and signed, then he’ll pay for the mats and we’ll install them. Update on Jaycee Park Fields – Joe Wilson states, all the irrigation is done. Jones Avenue: Engineering for water lines – Chris Stovall states, we’re about 12 hours into the job; I met with George yesterday; we drove the route; survey crew is starting tomorrow; they will be located existing lines and utilities; the issues we have now is we have about 3 new driveways that have been put in over the last 2 months; nice brick pavers; there’s one stamped concrete down there, right where we’ll be putting our water lines; if we put the water line, basically right next to the existing main, we would probably have 3-4 feet to work with, off of the edge of the payment. Wanda Doyle asked if we are going to talk with the homeowners about this; there is a way to take those up and then go through there and put them exactly back. George states, the other alternative that we talked about is, we may have to cut the road, and lay it on the opposite side, 2 foot this way, into the road; the road is going to be paved anyway. Chris states, the biggest thing we want to make sure we do, if that’s the case, if there’s an empty lot somewhere, we’re going to go ahead and put a water service out to it and stub it out; that way it’s there and we don’t have to go back and cut pavement in the future; to cut the pavement and have the crushed run base on there, is probably $8.00-$9.00 per foot extra. George states, it still may go down between the edge of the street and the poles; we just don’t know yet. Chris states, we’ll do this as kind of a cost analysis; if we put it in the road or if we remove the pavers individually and put them back when we’re done. Paul suggests being proactive and contacting all the property owners well before this project gets underway. Chris states, one of the things I’m going to put in for the contractor, as a precaution for the City, as well as the contractor, in their mobilization, go ahead and have them video the whole route, just in case you have someone say, you cracked my driveway; we can go back and see that it was already cracked. Paving – Joe Wilson states, today’s price is $178,000. Recommended Sewer Line Improvements (added cost to project) New AMR System: Installation is now scheduled after July 22nd, 2013 GEFA Pre-Construction Meeting TRAILS PROJECT: Project update: Jurisdiction delineation summited to COE Ecology Report is wrapping up for submitted Update on Beach Rake & Tractor Replacement Letter Requesting GDNR Letter of Authorization Sent to GDNR Funding/Leasing Options are on the 6.11.13 City Council Agenda With no further business to discuss, Paul Wolff asked for a motion to adjourn; Tom Groover motioned to adjourn; Barry Brown seconded.
