AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING AND DIRECTING
THE MAYOR AND THE CITY CLERK TO EXECUTE ON BEHALF OF THE CITY A CONTRACT
WITH RAPE AND ABUSE CRISIS SERVICE RELATING TO PROVISION OF COUNSELING
SERVICES AND PAYMENT FOR EQUIPMENT AND EXPENSES IN CONNECTION THEREWITH.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI,
AS FOLLOWS:
Section 1 . The Mayor and Clerk of the City are hereby authorized
and directed to execute a contract with Rape and Abuse Crisis Service
providing for counseling services and assistance to victims of rape and
domestic violence, to purchase office equipment and to provide for office
and communication expenses in connection with the furnishing of those
services .
Section 2. The contract shall be substantially the same in form and
content as the contract attached hereto as "Exhibit A" and made a part
of this Ordinance.
Section 3 . This Ordinance shall become effective from and after the
date of its passage and approval.

C O N T R A C T
This Agreement is entered into this 2 yL day of i.i�.v(.Li 1984, J
by and between the City of Jefferson,,M Missouri, he:Veinafteif referred to as
City" , and the Rape and Abuse Crisis Service, hereinafter referred to as
ACS" . The parties agree as follows :
1. RACS shall provide service for rape victims, educate the public in the
prevention of rape, and offer assistance to victims of domestic violence.
2 . RACS shall establish the position of counselor-coordinator, who shall be
responsible for the day-to-day operation of the service and shall have duties
which will include scheduling of hotline, scheduling training of volunteers,
public relations, counseling of victims and families, and carrying out policies
established by the Executive Committee of RACS.
3 . The specific services to be provided by RACS are contained in the proposal
attached hereto as Attachment 1, which is incorporated herein and made a part
of this Contract.
4 . City shall pay RACS a maximum of $10, 000 for the services rendered through
October 31, 1984. Payment for the services shall be made in two equal payments
of $5, 000 on or about November 1, 1983, and May 1, 1984 , upon receipt of a
bill from RACS.
5. RACS will provide to the City a copy of each quarterly Statement of Income
and Expenses .
6. If RACS ceases operations, or fails to provide the services , or wishes
to sell, lease, loan, trade-in or otherwise dispose of any equipment purchased
4qth funds provided under this contract, RACS must first offer to return the
uipment to the City. If the City does not accept the equipment, then RACS
may dispose of the equipment in any manner RACS wishes .
7 . City shall have the right to suspend or terminate this Contract upon failure
of RACS to comply with the terms of this Agreement. Written notice of failure
to comply shall be sent to RACS, and the City shall allow RACS ten ( 10) days
in which to cure the default before terminating the contract.
8 . Neither RACS nor any of its employees shall be considered to be employees
of the City. l
IN WITNESS WHEREOF the parties have caused this Contract to be executed on
the day first above written.

Enclosed is a proposal from the Jefferson City Rape and
Abuse Crisis Service to be considered in the allocation
of the Federal Revenue Sharing Funds.
As requested, we are including copies of our 1983
operating budget and the proposed budget for 1984.
In addition, we are including a list of the members
of our Task Force and the Board of Directors .
I would be willing to respond to any questions you or
any City Council member might have with regard to our
proposal or our budgetary requirements.

JEFFERSON CITY RAPE AND ABUSE CRISIS SERVICE
The Jefferson City Rape and Abuse Crisis Service is comprised
of a Task Force , a Board of Directors, the volunteer staff, a
Coordinator (part-time) and an Executive Director.
The Task Force members include law enforcement officials, social
workers , representatives from three hospitals, health profession-
als and community development people.
The Board of Directors is composed of the officers of JCRACS,
appointed chairpersons of various committees, three volunteers,
and one member from the medical profession, one from the legal
profession, and one from law enforcement agencies.
JCRACS volunteers are citizens of Jefferson City who have been
trained to staff a 24-hour telephone hotline to provide emotional
support and referral services to victims of sexual assault and
domestic violence.
The Coordinator schedules the hotline volunteers , arranges for
the training of volunteers , handles routine office correspondence,
coordinates the resource library, and assists the Executive Director.
The Executive Director is directly responsible to the JCRACS Board
of Directors. The Director supervises the JCRACS Coordinator, pre-
pares the budget and supervises the expenditures . Subject to the
Board of Directors ' review and approval, the Director plans the
future direction of JCRACS by setting overall goals and objectives,
and assumes management of any new project.
JCRACS continues to collaborate with county and city law enforce-
ment officials, with hospital personnel and with the social service
agencies in providing services to victims of sexual assault and
domestic violence. These services include :
1. A 24-hour telephone hotline for victims of abuse and assault
to give initial crisis intervention and appropriate referrals.
2. Temporary shelter for victims and their minor children, in-
cluding transportation, food and clothing.
3. Counseling for victims and their families .
4. Advocacy services which include emotional support for the
victims in the hospital, the police station, and through pro-
secution. A victim advocate coordinates communication between
the victim and the various appropriate agencies .
5. Extensive training for JCRACS volunteers .

6. Continuing education for volunteers and advocates .
7. Speaker's Bureau for public education and awareness of
issues related to sexual assault and domestic violence.
8. A community resource library which includes films and
books for loan.
JCRACS intends to continue all these services through the next
fiscal year. In addition, we anticipate the opening of a per-
manent emergency shelter in the fall of 1983, and JCRACS offices
will be moved to this facility. Our goal is to expand our ser-
vices to include seminars on parenting skills , rape prevention,
increasing community support and involvement of JCRACS through
expanded publicity, educational workshops , and adding to the
community resource library.
The 1982-1983 Revenue Sharing Funds allocated to JCRACS have
been used as follows:
$2,170 - purchase of office equipment , including film
® projector, typewriter and file cabinets.
$5,000 - Fees for two trained counselors contracted to
work with victims and their families , including
the abuser. As of June 1983, 16 clients are
benefitting from these services.
In November 1982 voters in Cole, Miller and Moniteau Counties
approved the collection of additional fees for marriage licenses
and divorce decrees which would be applied to an emergency shelter.
Application for these funds is pending. Should approval be granted,
the estimated income from these fees is $5,800 payable in July and
October.
On July 19, 1983, JCRACS will initiate a capital funds campaign
with a goal of $100 ,000. This fund will be used for the acqui-
sition of a permanent emergency shelter. Related expenses will
include: purchase of facility, modifications to building to
meet criteria for shelter, security system, furnishings , and
office furniture and equipment . We anticipate our needs will
exceed the goal of $100 ,000 .

The Jefferson City Rape & Abuse Crisis Service requests
the allocation of $10,000 from the Special Events Fund
to be used for the following:
Capital Improvement Expenses
Based on current records of JCRACS, a minimum of 250 persons
will be assisted with these funds. This figure does not in-
clude the increase we anticipate with the establishment of
a shelter in Jefferson City.
