Z Z_ SPONSORED BY COUNCILMAN ORDINANCE N0. 1 0 1 3 1 AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING SECTION 23-64(b) OF THE CITY CODE BY ADDING A PORTION OF COUNTRY CLUB DRIVE TO THOSE ROADWAYS DESIGNATED AS ONE-WAY ROADWAYS, AND PROVIDING FOR THE SUBSEQUENT CLOSING OF SEGMENT OF THAT ROADWAY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1. Section 23-64 (b) of the City Code is hereby amended by adding the following roadway to the list of One-Way Roadways: "Country Club Drive, from a point 240 feet west of the center of its westernmost intersection with Hobbs Lane for a distance 200 feet west, in a westerly direction. " This amendment shall be effective from and after the date the interchange on U.S. Highway 50, which is now being constructed between the present Schellridge Road and South Ten Mile Drive intersections with U.S. Highway 50, has been open to public traffic. for 90 days, if the total traffic exceeds 3, 000 vehicles per day for weekdays and Saturdays combined, over the portion of roadway described above. Section 2. Upon the occurrence of the following conditions, Section 23-64(b) of the City Code shall be amended to delete the portion of roadway listed in Section 1 of this ordinance from the list of roadways , and Country Club Drive shall be closed to all traffic at a point approximately 186 feet west of the center of its westernmost intersection with Hobbs Lane: (a) Construction is completed of a new interchange at North Ten Mile Drive and U.S . Highway 50; and (b) Construction is completed of the new North Ten Mile Drive from Industrial Drive to Highway 50 West; and (c) If, one hundred eighty days after the new interchange and the new North Ten Mile Drive have been opened to public traffic, the westbound traffic exceeds an average of 2, 000 vehicles per day for weekdays and Saturdays combined, over the portion of roadway described in Section 1. Section 3 . The Director of Public Works is authorized to take the appropriate traffic counts , and to determine whether the traffic counts meet the conditions of this ordinance. If the Director of Public Works determines that the traffic counts meet the conditions of this ordinance, then he is authorized to install such traffic warning devices and barricades as are necessary and proper to carry out the intent of this ordinance. Upon making those determinations, the Director of Public Works shall certify his findings to the City Clerk so that the City Clerk can direct the codifiers to make the appropriate changes in the City Code. Section 4 . By enacting Section 2 of this Ordinance, it is the intent of the Council mc:.,rely to close the roadway at the location described. It is not the intention of Council to abandon or vacate any portion of this roadway. Therefore, Section 33-3 of the City Code does not apply to any act encompassed within this Ordinance. Section 5. This ordinance shall be in full force and effect from and after its passage and approval.
