Jones Clerk- Treasurer GREENCASTLE BOARD OF WORKS SPECIAL SESSION WEDNESDAY, JULY 8,1998 3:30 P.M. STREET DEPARTMENT The Greencastle Board of Works met in Special Session Wednesday, July 8, 1998, 3:30 p.m. at the City Street Department. Mayor Michael called the meeting to order. On the Roll Call, the following were found to be present: Sue Murray and George Murphey. Also present was: Water Superintendent Terry Dale, Attorney Zeiner and Refuse representatives: John Cook, Ken Hoving and John DeYoung. Mayor Michael stated that the Common Council has recommended a one year contract with Refuse Handling at $6.89 per household. George Murphey asked if the tonnage figures we have are accurate. Mr. Cook stated they come off the receipts. George Murphey asked if they have any contracts that are billed by the tonnage. Mr. Hoving stated they do not. Sue Murray asked how Refuse came up with the % increases for the second and third year (second year price $7.57 per household). Mr. Hoving stated they lowered the price of the first year hoping to make up in the second and third year. Mayor Michael asked about the possibility of an option at the end of the first year to extend for second year with 30 day notification. Ken Hoving asked if cost could be set aside for a few minutes and talk about how the bid price was reached this year. Mr. Hoving stated that Refuse did not hold households to the three bag limit this past year. In the new contact each household will be held to the three bag limit and recyclables will be placed in bins. Refuse will no longer accept recyclables in bags. Some people would put trash in the bags and some put recyclables - it is very difficult for the workers to know what is in the bag and they should not have to rip it open to see. Mr. Hoving stated they will have one foreman who will go out and check complaints each day. Recycle bins will be placed upside down when they are emptied. Mr. Hoving stated he would like to see an ad placed in the newspaper to reinforce the three bag limit - no yard waste and the fact that recycling bags can no longer be used. Mr. Hoving also asked that cardboard be broken down into a reasonable size to accommodate fitting it into the truck - a 2 X 2 or 3 X 3 would be considered reasonable. George Murphey made the motion to accept the one year contract as recommended by Council at ® $6.89 per household with the option to extend for second year at 57.57 per household as quoted by Refuse within 90 days before the end of contact (May 1, 1999). Motion was seconded by Sue Murray. Vote was unanimous. E \'J Refuse submitted their Certificate of Insurance at the meeting and stated their Performance Bond will be renewed prior to the new contract taking effect. City Engineer Smith presented the Notice to Proceed for the 1998 Street Resurfacing Project. Motion to authorize the Mayor to sign the Notice to Proceed made by Sue Murray and seconded by George Murphey. Vote was unanimous. Motion to adjourn made by Sue Murray, seconded by George Murphey.
