ATTENDEES: Paul Wolff, Joe Wilson, Jan Fox, Barry Brown, George Reese, Diane Schleicher, Wanda Doyle, Tommy Branch, Angela Hudson and Tom Groover. Approve the minutes of the previous meetings – Paul Wolff called the meeting to order; Paul asked for a motion to approve the minutes from the last meeting; Tom Groover motioned to approve; Barry Brown seconded. New Business: I. Jones Avenue: a. Water Line Replacement i. Jones Ave Only – Paul Wolff states that he pulled George’s numbers from the last time we talked about this; it looks like it totals, just in material, about $270,000. George Reese states he has asked a contractor that he’s been working with, to give him a budget price to do the job; he’s working on it, so I won’t know anything until our next meeting. ii. Complete Loop from Butler Curve – George passed out information on the project Hwy 80 Curve to Jones and then Jones, itself; those two need to be completed so you can loop the system in. Paul asked, and if we do that, all that’s going to leave is that little bit up around Campbell, right? George states, Campbell and Van Horne would be left; I’d like to do Lewis as well. Paul states, I agree; while we have them mobilized, let’s go for an economy scale; try to get them all at once. Diane Schleicher states, so the question is, you want to get prices on Jones, Butler and Lewis? Paul states, I think so. George states, Jones and Lewis are outside the pavement; Hwy 80 to the curve will be in the parking lane; you’re talking about 850 ft. from the curve to Jones. Barry Brown asks if there’s an advantage to going up under the sidewalk, verses tearing up the asphalt. George states, you could dogleg it over there, either way; concrete would be cheaper; we can get the engineers to look at it. Barry states, we can get an estimate on it and look at our options; sidewalks are easier to tear up that roads are. Diane states that George will get prices on a new water line for Jones, completing the loop on Butler and a separate price for Lewis, if we want to look at Lewis as well. b. Paving i. Staff Request Guidance: 1. Pave Existing Roadway Only – Paul states, the last estimate we got, just paving what’s there now, not widening it at all, was around $170,000. Joe Wilson states it is $168,960. Diane Schleicher asks Paul if he wants staff to look at (1) paving the existing roadway only, (2) adding shoulders to one side only where you go two ways, or (3) adding shoulders on both sides so a bicyclist or golf cart could pull over so someone could go around them. Paul states, that’s the question, let’s talk about it. Barry Brown states, my thoughts on that would be to add a foot or two to each side; let the road itself get widened and don’t worry about the bike plane down Jones. Diane states that Joe said we can pave the existing roadway and always add bike shoulders later. Barry states, you can do that but I know if you don’t widened that road you just about cannot pull a trailer, like I have, down that road without the fender riding that yellow line. Paul asks Joe how much we are looking at to add a foot or two on each side. Joe states that you would have about $15-20,000 in gravel cost and paving that extra foot on each side; it will be close to $200,000 if we add that; I’ll get some quotes by next meeting. Paul states, I agree with Barry; rather than try to do a dedicated bike trail and deal with all the property issues, we can just add a foot on each side and minimize the impact. Tom Groover raised concerns on heavy trucks traveling on Jones; states he feels that they tear the road up; if we can’t limit them from driving on Jones, then we need to do something to strengthen the road bed to handle the trucks. Joe states, you can put 6 inches of ABC and 2 inches of asphalt; that would give you an 8 inch road base; I’ll get some prices to you by next meeting. 2. Or Add Shoulders a. One Side Only b. Both Sides II. Bike Trial – Diane Schleicher states that when the Georgia DOT was here for a meeting, they gave us a schedule; it did not get on the December agenda, or this one; they would like for me to get the Mayor to sign that schedule; for the Mayor to sign the schedule, it needs to go to Council; can we put it on the workshop action item agenda, if you all would agree to that. Paul states, sure. Tom Groover asks Diane, when you do that can you give us an update on the cost so far and everything. Diane states, yes, I’ll do that; I’ll do all the projects at the workshop. Old Business: I. Proposed Replacement Current AMR System with a New AMR System – On 1.10.13 City Council Agenda – Diane states that Angela has talked with GEFA on a .5% interest, 15 year loan. George Reese states we are not going to write the RFP until we do all these presentations, so we can learn all we can from these companies. I. Report back on any additional information regarding Silver Avenue a. City Attorney is working with Joe Wilson on reasonable solution – Diane states that Bubba Hughes thinks it is a private road; Bubba would like for Joe Wilson to draw exactly where the improvements are, on the picture that Diane emailed Joe; Bubba thinks he can work out something simple. Tommy Branch, Bubba’s associate attorney, states, I’ll just explain where Bubba’s coming from on this; when you have a road that may or may not be public or private, if roads aren’t created by the legislature, like a state highway or something, you can either have prescriptive, or you can have expressed or implied, dedication and acceptance; so you have somebody that creates a road, puts it on a plat, then the City , County, or somebody, expressly accepts it, or impliedly accepts it; determining whether or not a prescriptive easement or implied dedication, or expressed dedication and acceptance has happened, could be a legal issue where you might have to have a judge figure it out; asking if we own it or don’t own it, I think Bubba’s answer would be, I don’t know; I think the simplest thing is, if we know what’s going to be done and what area is going to be impacted, then I think the best thing to do is get a construction easement; get those property owners that are adjacent to that area, to sign off on it, then go in there and do it; the issue has been with those condos there; the concern has been, who’s going to have to sign off on it; hopefully, just the condo association, if they have that, can sign off on it; the issue is we are just going to treat it as though it’s either private or maybe we have a prescriptive easement; just because you have a prescriptive easement doesn’t mean you can go in there and start tearing things up; you have a use right, that’s the thing; the best thing we can do is a construction easement; we can put some language in there, that protects the City. Paul Wolff states, Joe has a pretty good idea on how he wants to fix it; Paul asks Joe Wilson if he has some idea on the cost. Joe states, the cost will be $3420; the imprinted, asphalt crosswalk there on the Strand, I’m going to have to cut right through that to get to my pipe. Wanda Doyle asks are you going to redo it. Joe states, that’s not included in the price; I was just going to pour it in asphalt. Wanda asks, instead of using the crosswalk material. Joe states, I’m not set up to do that crosswalk stamping. Diane Schleicher asks Joe, when you did that small patch repair on that crosswalk, in front of City Hall, where were you able to get that material. Joe states, I don’t know, I’ll have to get back to you on that; I will try my best to pattern it back up. Paul asks, can we agree to move forward with this; get a firm number from Joe, on exactly what it’s going to cost, including repairing the crosswalk, post construction, then we’ll have a number to present to Fannies and the condos. Tommy states that their office has the paper work ready; we know the property owners to deal with. Joe states, I can quote you about $3500 in materials. Diane states we’ll work on the funding and put this on the February agenda. Paul states, in the mean time, let’s get the adjacent property owners to sign off, if we already have that paper work ready; there will be sign off’s pending City Council approval. II. Review Water and Sewer Changes on Guest Cottages a. Possible Recommendation to City Council – Waive Addition Garbage and Recycle Charge – Paul Wolff states, per Bubba, via email, we can’t require access, whether or not they have signed an affidavit, to see what they’re doing in their property; no problem there; my suggestion, as before, would be, if they do have guest cottages, and they can contain all their recycling and garbage in their existing containers, one container, then we only charge them one garbage and one recycling base rate, but we do charge them base rate for water and sewer, if they do have an additional bathroom in the guest cottage. Barry Brown states, so you want to change all this and jump through hoops for a hand full of people that own guest cottages; 9 out of 10 of them are renting them out or trying to get others than the family members in them; if they’re not going to give you access to see what’s in the building, I’d say, don’t do anything; leave it like it is and keep on moving; if I don’t have anything to hide from you, then I’m going to let you through my front door. Tommy Branch states, the issue with that is the 4th amendment right; searches and seizures and stuff like that. Barry states, we can always say we’re not going to mess with it; leave it like it is; you pay like everybody else does that has a tap in our trash collections. Tommy states, that’s definitely a way to do it. Barry states, I motion to leave it like it is; Tom Groover seconded; Paul asks, any further discussion; okay, there you go; Paul states, let the record show that I would’ve liked to compromised and waived the base rate on the second garbage and recycling bins; the committee has recommended that we leave it alone. III. Current Internal City Policies for Notification for Water Cut-offs: Paul states, I think we are making some progress on this. George Reese states, yes, we are making great progress; we put these (notices) on the door knobs of the residents; we had an excellent return back on it, prior to the shut off. Diane Schleicher states, the list is getting really short, now that they know we are locking. Paul states, now all we have to do is continue the policy that we have now established, which is give them a hanger; give them 5-10 days before we cut off; more time on a holiday. Barry Brown asks if the $25 re-connect fee covers the cost of cutting it off and then going back out to re-connect, or do we need to raise that. Diane states, the ordinance actually says $35, but we already had these hangers; we didn’t want to reprint them; it would be a lot more money. Paul states, as you hang them, why not cross through the $25 and put $35; stick to the ordinance. George states, usually the man has to go out on overtime; that’s the trouble; it’s not enough to cover it. Barry states, maybe $50 ought to be the fee. Paul states, that’s open for discussion. Diane states, I’ll get Nalene to cross through it and put $35; we’ll see how that goes. Paul states, my advice would be, let’s do what the ordinance says we’re going to do; if it’s $15 late fee plus $35 cut off fee, then let’s go with that; if these things are printed wrong then just hand write them; Paul asks George if $35 covers your labor to go out there and cut it back on. George states, I’ll have to check and make sure, then get back to you. Paul states, if you need more, we can talk about it. George states, there are cities that charge $50; when you do that, people are more apt to pay their bill. Paul asks if we can get a report next month from Finance and the Water Department, on how many are left and see if it’s worth while to change the ordinance, to require a 3 month average deposit. a. Notice of cut off policy is on the front of the water bill b. Recent Notice was given on the back of the water bill (newsletter) c. In December the Water Department personnel left hand tag notices on doors of property who are subject prior to cut offs in January d. In January, city staff locked the meters, as well as, turned off the water after notice. IV. HISTORIC BUTLER AVENUE TE GRANT - HGBD 1. Project Status Update: a. Councilman Brown requested conduit for the project for possible future electrical for the palm trees. – Joe Wilson states the price is $3500; it’s $1.75/ft. x 2000ft. (1000ft. on each side). Paul Wolff states, I’m all for doing this, I think the whole committee is, right; committee agrees; so let’s say tonight, we recommend to approve buying the materials, and between now and Friday, we decide who’s going to do it and get it done, so that we have it ready to go and stay on schedule for laying rock on Monday. Joe states, if I know tonight that you want us to do this, then all I have to do tomorrow is find out where the money is and where I can get it. Paul states, so let’s go this way; if Joe can have his crew, while they’re down there with the trees, laying the pipe at the same time, I think that would be the way to go; let’s suggest to Council that we buy the pipe and Joe’s crew lay it down and glue it together at the same time they’re putting the trees in; I just need to know that this committee is okay with recommending to Council that we approve the materials and that we do it in house; Barry Brown motioned to approve; Tom Groover seconded. b. On 1.10.13 City Council Agenda With no further business to discuss, Barry Brown motioned to adjourn; Tom Groover seconded.
