AUTHORIZING A PROFESSIONAL SERVICES CONTRACT WITH
EXCEL ENVIRONMENTAL RESOURCES, INC.
RE: CARTE RE,TSEWERAGETREATMENTPLANT

WHMRE'AS, the Borough of Carteret is in need of professional environmental services
related to environmental consulting services to assist the Bo •rough of Carteret in order
and to
bring the above - referenced site into compliance with NJDEP regulations and guidance;
V M WAS, Excel Environmental Resources, Inc. possesses the requisite knowledge,
training, experience and professional license to provide said services; and has submitted a
Proposal to provide said services at a cost not to exceed a total amount of $5,955.00; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available
for said purpose. Acct. # 1- 0555 -501 -201
WHEREAS, the scope of work includes one round of groundwater sampling and
analysis to confirm current groundwater conditions at the subject property. In accordance
with the terms for terminating the Classification Exception Area (CEA) which is set to
expire May 2021, four monitoring wells (MW -4, MW -5, MW -7, and MW -10) must be
sampled and report benzene and lead at concentrations below the New Jersey Department
Of Environmental Protection (NJDEP) Cnoundwater Quality Criteria (GWQC) for two
consecutive rounds, This event represents the first of those two needed rounds. Based on
the results, Excel will discuss options with the Borough to conduct a second round or
extend the CEA. Since it has been over ten years since the last sampling event, all four
wells -will be purged and cleared of fines at least two weeks prior to the sampling event.
NOW, TBEREIt ORE, BE IT RESOLVED by the Mayor and Council of the Borough
of Carteret as follows:
1. The proposal from Excel Environmental Resources, Inc. for professional
environmental services as detailed above at a total cost not to exceed
$5,955.00 at the rate set forth in Excel Environmental Resources, Inc. 's
existing contract with the Borough is hereby approved.
2. Annexed hereto is a copy of said proposal.
3. This action is approved as an award of a professional services contract
pursuant to N.J.S.A. 40A:11- 5(1)(a) in accordance with the Borough's
Fair and Open Process as authorized by law.
4. A copy of this Resolution to be forwarded to the Borough's Purchasing
Department, Director of Engineering and Excel Environmental Resources,
Inc. Adopted this 18" day of February, 2021
and certified as a true copy of the
original on February 19, 2021.
