BY COUNCILMAN ORDINANCE NO. 10,1_70 AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI , AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A CONTRACT WITH SIDNEY LARSON FOR PAINTING A MURAL IN THE JOHN G. CHRISTY MUNICIPAL BUILDING. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI , AS FOLLOWS! SECTION 1 . The Mayor and Clerk are hereby authorized and directed to execute a contract with Sidney Larson for painting a mural in the Council Chambers of the John G. Christy Municipal. Building for the sun of $20,000. SECTION 2 . The contract shall be substantially the same in form and content as that contract attached hereto as Exhibit A. SECTION 3. This Ordinance shall be in full force and effect from and after the date of its passage and approval. " For the considerations expressed herein, it is agreed by and between the City and the Artist as follows : 1 . The artist shall paint a mural for the City. The mural shall be of acrylic paints on Belgian linen and shall be 6 '.3" X 181 . The canvas shall be stretched on a wood and aluminum substructure with the reverse side being appropriately sealed. The face of the finished canvas shall be sealed with a water clear varnish. The .finished work shall be essentially identical to the subject matter, composition and design of the preliminary panel presented to the City Council on August 6, 1984 . 2 . Scaffolding at the Artist ' s studio will be supplied, erected and dismantled by the Artist. Necessary scaffolding at City Nall will be supplied, erected and dismantled by the City. s 3. The City will be responsible for packing the mural at the Artist 's studio and for cartage from the studio to the City Hall. 4 .. The City will be responsible for hanging the mural on the walls at City Mall. 5 . The Artist will. maintain a policy of _insurance for the mural until the City begins packing the mural for cartage to the City. 6. Materials will be as agreed upon and execution will be according to sketch, unless changes are mutually decided upon and confirmed in writing. Work will begin within approximately ten days after the total amount of the contract has been collected through donations . The completed mural will be ready for delivery r approximately October 1, 1985 . 7 . Completed mural is to bear the signature of the Artist. All sketches, studies and research material furnished by the Artist, in the course of this work,' remain the property of the Artist . The copyright on the finished mural shall be the property of the City. 8. The City will pay for the construction of the substructure. The City will also pay for the costs of transportation and installation. -I- 9. The City will pay to Artist the sum of $20,000 for the mural. 10. The contract will be paid for solely from donations to the City made specifically for the artwork. Aft 11. The artist is not authorized by the City to expend any funds for this project, nor will the City be responsible for or pay any funds until the Mayor has executed an official letter giving the artist notice to proceed upon collection of the total contributions necessary for this contract.
