AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING AND DIRECTING THE MAYOR AND THE CITY CLERK TO EXECUTE ON BEHALF OF THE CITY A CONTRACT WITH RAPE AND ABUSE CRISIS SERVICE RELATING TO PROVISION OF COUNSELING SERVICES AND PAYMENT FOR EQUIPMENT AND EXPENSES IN CONNECTION THEREWITH. BE IT ORDAINED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1. The Mayor and Clerk of the City of Jefferson are hereby authorized and directed to execute a contract with Rape and Abuse Crisis Service providing for counseling services and assistance to victims of rape and domestic violence, and to perform two rennovation projects . Section 2. The contract shall be substantially the same in form and content as the contract attached hereto as "Exhibit A" and made a part of this Ordinance. Section 3. This Ordinance shall become effective from and after the date of its passage and approval. Passed ,r ��1 ,�� Approved PP .siding Of f 6cer Mayo ATTEST: City Cler !,l CONTRACT This Agreement is entered into this day of &Z44WIOZV�_ 1984 , by and between the City of Jefferson, Missouri, herein- after referred to as "City" , and the Rape and Abuse Crisis Service, hereinafter referred to as "RACS" . The parties agree as follows : 1. RACS shall provide service for rape victims , educate the public in the prevention of rape, and offer assistance to victims of domestic violence. 2. RACS shall establish the position of counselor-coordinator, who shall be responsible for the day-to-day operation of the service and shall have duties which will include scheduling of hotline, ' scheduling training of volunteers , public relations, counseling of victims and families, and carrying out policies established by the Executive Committee of RACS. 3. RACS will conduct two rennovation projects on its building as described in the proposal attached hereto. 4 . City shall pay RACS a maximum of $7, 500 for the services rendered through October 31, 1985. Payment for the services shall be made in two equal payments of $3, 750 on or about November 1, 1984 , and May 1, 1985, upon receipt of a bill from RACS. d 5. RACS will provide to the City a copy of each quarterly Statement of Income and Expenses . &. City shall have the right to suspend or terminate this Contract upon failure of RACS to comply with the terms of this Agreement. Written notice of failure to comply shall be sent to RACS, and the City shall allow RACS ten ( 10 ) days in which to cure the default before terminating the contract. 7. Neither RACS nor any of its employees shall be considered to be employees of the City. IN WITNESS WHEREOF the parties have caused this Contract to • be executed on the day first above written. McCarty Jefferson City, Missouri 65101 Dear Gary: This letter is to request a grant of $10,000 from the City of Jefferson for the fiscal year 1984-1985. This grant is to be applied to two rennovation projects on the building which houses the Jefferson City Rape and Abuse Crisis Service office and shelter. Q) These two projects ares e 1. Rebuilding the exterior staircase to meet fire and safety standards recommended by Chief Rennick, and to provide adequate access for shelter residents and N staff. a 0 2. Provide security measures throughout the building so o that safety to the building tenants, the RACS staff. , and the shelter residents can be assured. This would •ow ACA include enclosing an interior stair area, constructing new doorways , and adding an emergency alarm system. v w As you know, the building was purchased by RACS in January U Z1984 for $160,000. From contributions made to the Capital Fund Drive, RACS was able to make a down payment of $70,000. The loan of $90,000 is non-amortized and has a 12% interest rate with interest payments due quarterly. Within the last six months we x have been able to decrease the loan amount by $20,000. Pledged M contributions and rental income provide the financial resources cb a for interest payments, maintenance and utility costs. In addi- a: Lion, contributions for furnishings have been made so that major Q) furnishing items are already secured. For example, the Jaycess �., have purchased bed sets. 2onta International is purchasing two hide-a-beds in addition to paying for the privacy fence when it is constructed. J.C. Jill.s have purchased laundry appliances. United Way has donated two desks, two worktables, two desk chairs. Other individuals and groups have donated other types of furniture anal household items. In addition, the general contractor, Jay Prost, has agreed to oversee the rennovations without charge. Sub-contPactors have been contacted and have agreed to provide a variety of services at no cost. We feel fortunate to have this kind of support from the business community. We hope the City of Jefferson will again assist RACS finan- cially: so that we can continue to provide essential services to the residents of this community. RACS averages more than 50 calls per month on the hotline. This includes, on an average, five calls from or on behalf of rape victims, and 20 calls related to abuse. Other calls are classified as information calls, e.g. ter. 6 Gary 1�4�g age 2�r child abuse and incest concerns and referral information. We are gratified to know that cooperative efforts continue between RAGS, the Jefferson City Police Department, Cole County Sheriff's Office, and the Cole County Prosecuting Attorney's Office. It is this kind of integrated approach that enables Jefferson City residents to benefit from the community's resources. Please let me know if you need any additional information.
