AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI , AUTHORIZING THE
MAYOR AND CITY CLERK TO EXECUTE AN AMENDMENT TO THE CONTRACT WITH
HORNER AND SHIFRIN, INC. , FOR FOLLOW-UP SERVICES IN CONJUNCTION
WITH THE COLE JUNCTION PUMPING STATION.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI,
AS FOLLOWS:
Section 1. The Mayor and City Clerk of the City of
Jefferson are hereby authorized to execute a contract with Horner
and Shifrin, Inc. for follow-up services in conjunction with the
Cole Junction Pumping Station for a sum not to exceed $4940.00.
Section 2. The contract shall be substantially the same in
form and content as attached hereto as Exhibit A.
Section 3 . This Ordinance shall be in full force and effect
from and after the date of its passage and approval.

Re: Cole Junction Pumping Station
Dear Mr. Jones:
Mr.. Dave Freise of the MoDNR has contacted me with regard to the
requirements for follow-up services for one year after the completion of the
construction of the Cole Junction Pumping Station. These follow-up services
are a requirement of the EPA grant for the project. You may recall that one
of the reasons for the First Amendment to the Engineering Contract was that
MoDINR required that an item be added to our Engineering Contract that
indicated we would provide these follow-up services.
The follow-up services to be provided by the Engineer are to "supervise
operations, train operating personnel, prepare curriculum and training
material for operating personnel, revise the operation and maintenance manual
and advise whether or rwt the project is meeting its project performance
standards." The costs for these services are grant eligible; however, the
MoDNR has indicated they have set a limit for the amount of time that they are
willing to make grant eligible for this service. On the basis of our
understanding of the services that they expect and will make grant eligible,
we are proposing the following scope of services:
1. Supervise Operations - We will visit the pumping station four times during
the one year of follow-up services to be provided. These visits will be
at approximately three-month intervals. During these visits, we will
discuss the operation of the pumping station with your operators and
observe the operation of the facility to see if we note any items that
need attention over and above what was called to our attention by your
personnel. We will make a written report of our visit to the site and
send you a copy along with a copy to the Missouri DNR.
2. Train Operating Personnel - Because your personnel already have been
operating a number of pumping stations and because they will have had the
opportunity to become familiar with the operation of the Cole Junction
Pumping Station during start-up, we would not anticipate any training of
your operating personrral other than discussions with them during the four
visits to the pumping station.

3. Prepare Curriculum and Training Material for Operating Personnel - For
this type of facility, the O&M Manual should be adequate training material
for the operating personnel. We will prepare a quiz about the 0&M Manual
to be given to your operators so that you will be assured that they are
familiar with the fact that the O&M Manual is available and how it is
organized. This quiz will not be so much a quiz to determine their
knowledge as it will be a mechanism to get them familiar with the Manual.
4. Revise the Operation and Maintenance Manual - It is reasonable to assume
that only minor modifications of the Operation and Maintenance Manual will
be necessary. For the purposes of this Scope of Services, we will
anticipate spending not more than three mandays to make any necessary
revisions. Additional time over and above these three mandays will be
considered as extra services beyond the scope of this item. The revisions
will be made after the third visit so that the work will be completed
within the one year of follow-up service.
5. Advise the City Whether the Project is Meeting Its Project Performance
Standards - As a part of our fourth and last report, we will include a
statement on our evaluation of the ability of the project to meet its
project performance standards. It is anticipated that an affirmative
statement will be able to be made at this time. If an affirmative
statement cannot be made, it will be necessary for the City to develop a
Corrective Action Report which will evaluate the City's performance and
recommend appropriate steps to be taken to achieve satisfactory
operation. The preparation of this Corrective Action Report, should it be
necessary, will be considered additional work and not a part of the scope
of these services.
We propose to du the above work for a lump sum fee of $4,940. Attached to
this letter is a breakdown of the amount of time we anticipate spending on
each of the items.
If you concur that you wish us to perform the above services, please
advise us and we will proceed under the terms of the existing contract. No
contract amendment is necessary for us to proceed with the work. It only will
be necessary for you to authorize this work in writing as services under Item
10 of the Special Professional Services of Section C of Article II.
Because it is important that the Missouri DNR concur that the proposed
services are adequate and eligible for grant participation, I am sending a
copy of this letter to them for their review and approval. I will contact
Mr. Dave Freise to get any comments he may have on what we are proposing. I
suggest that the City take no action until such time as the Missouri DNR
concurs with the above scope of services and payment for them.
