AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING
ORDINANCE 10398 OF THE CITY OF JEFFERSON WHICH REGULATES PLUMBING
WORK BY THE ADDITION OF CERTAIN SECTIONS PERTAINING TO WATER
CONDITIONING.
BE IT ORDAINED BY THE CITY COUNCIL, OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
Section 1. Ordinance 10398 of the City of Jefferson be, and
the same is hereby, amended by the following insertions :
(a) At the end of Section 2( 11) Section 123. 1 add the
following paragraphs :
"No person, firm, or corporation shall engage in or
work at the business of water conditioning installation
or servicing unless (a) at all times a person or
company certified by the National Water Quality
Association is responsible for the proper installation
and servicing of water conditioning units; and (b) all
installations, except exchanges of portable equipment,
are actually made by a licensed Certified Water Dealer,
Certified Water Specialist, or Certified Water
Conditioning Installer; or (c) licensed as a Plumbing
Contractor.
As used in this Plumbing Code, a water conditioning
unit means an appliance or fixture, that does not
become a fixed part of a structure, designed to treat
water so as to remove, alter, modify, and add or remove
mineral, chemical, or bacterial content . The business
of water conditioning unit installation or servicing
means the installation, extension, alteration,
exchange, or maintenance of residential, commercial,
and industrial water conditioning units including (a)
the related water piping necessary to connect a water
conditioning unit to existing piping and to bypass
locations not requiring conditioned water and (b) the
indirect waste piping from a water conditioning unit to
an established point of disposal.
No person, firm, or corporation that has obtained a
Certified Water Dealer's license, a Certified Water
Specialist's license, or a Certified Water Conditioning
Installer's license shall allow his/its name to be used
by another person for the purpose of doing business
under such license. Every person, firm, or corporation
so licensed shall notify the Plumbing Inspector of the
address of his/its place of business and the name under
which such business is operated and shall give
immediate notice to the Plumbing Inspector of any
change in either. "
(b) At the end of Section 2( 11 ) Section 123.2 add the
following paragraphs:
"Every person, firm, or corporation desiring to be
licensed as a Certified Water Dealer or Certified Water
Specialist and every person desiring to be licensed as
a Certified Water Conditioning Installer shall present
evidence to the Plumbing Inspector of successfully
completing the national examinations given by, and of
being, certified by the National Water Quality
Association.
The National Water Quality Association examinations
shall be available for review by the Plumbing Inspector
and shall test: (a) the practical knowledge of water
conditioning; and (b) servicing and skills in planning,
supervising, and servicing water conditioning units.
The National Water Quality Association is a national
organization composed of water condition dealers and
manufacturers dedicated to the improvement of, all
aspects of water treatment and water quality, with
national offices at 4151 Naperville Road, Lisle,
Illinois. The National Water Quality Association offers
regularly voluntary certification programs to all water
conditioning dealers and installers for the purpose of
improving the specialized skills and knowledge of the
water conditioning industry. "
(c) At the end of Section 2( 11 ) Section 123.3 add the
following paragraph:
"A fee of seventy-five ($75.00) dollars payable to the
Plumbing Inspector is required to obtain a Certified
Water Dealer's license or a Certified Water
Specialist 's license. This license is renewable
annually for a fee of seventy-five ($75 .00 ) dollars and
said license shall be renewable during January of the
following calendar year. The calendar year of each
licensing period ends on December 31. A fee of twenty-
five ($25.00) dollars payable to the Plumbing Inspector
is required to obtain a Certified Water Conditioning
Installer's license. Said license shall be a permanent
license subject only to the revocation thereof by the
Plumbing Inspector. "

Section 2, This Ordinance shall be in full force and effect
from and after its passage and approval.
