ORDINANCE NO.
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING
ORDINANCE NO. 9109, THE SUBDIVISION CODE, PREVIOUSLY AMENDED BY
ORDINANCE NO. 10254, BY DELETING TWO SECTIONS PERTAINING TO
LOCATION SKETCHES AND ENACTING TWO NEW SECTIONS RELATING TO THE
SAME SUBJECT AND ADDING TWO NEW SECTIONS RELATING TO CUL-DE-SACS.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI,
AS FOLLOWS:
SECTION 1. Ordinance 9109 , the Subdivision Code, is hereby
amended by deleting Sections 7. 1.6 and 8. 1. 7 and enacting in lieu
thereof two new sections to read as follows :
7 .1.6 A partial map of the City, upon which shall be
sketched the correct location of the proposed
subdivision, its boundaries and street layout.
8. 1.7 A partial map of the City at a scale of 1" = 2001 ,
upon which shall be accurately drafted the correct
location of the proposed subdivision, its
boundaries and street and lot layout.
SECTION 2. Ordinance 9109 , the Subdivision Code, is hereby
amended by adding two new sections to read as follows:
11. 1.8 Permanent Cul-de-sac. A permanent cul-de-sac
shall have a minimum right-of-way radius of fifty (50 ° )
feet, be curbed and guttered, and have a minimum paved area
radius of forty ( 40' ) feet (face-to-face of curb) .
11. 1.9 Temporary Cul-de-sac. A temporary cul-de-sac
shall be curbed and guttered and have a minimum paved area
radius of forty (401 ) feet (face-to-face of curb) . The
paved area shall be located on right-of-way and/or on a
temporary street easement. The temporary street easement
shall be acceptable to the Director of Public Works and
shall be vacated when the street is extended.

SECTION 3. This ordinance shall be in full force and effect
from and after its passage and approval.

AMENDING THE
SUBDIVISION CODE
A. Location Maps =
1. The current requirement for a location map for a
Preliminary Plat is:
117.1.6 A partial map of the City at a scale of 1"
400 ' , upon which shall be sketched the
correct location of the proposed subdivision,
its boundaries and street and lot layout. "
The proposed change is:
"7. 1.6 A partial map of the City, upon which shall
be sketched the correct location of the
proposed subdivision, its boundaries and
street layout. "
The requirement for a specific scale has been deleted
as has the requirement for showing the layout of lots .
The lot layout is shown on the same sheet at 100 or 50
scale. To show the same information twice on the same
sheet is unnecessary.
2. The current requirement for a location map for a Final
Plat is :
"8. 1.7 A partial map of the City at a scale of 1" _
4001 , upon which shall be sketched the
correct location of the proposed subdivision,
its boundaries and street and lot layout. "
The proposed change is :
"8. 1.7 A partial map of the City at . a scale of 1" _
2001 , upon which shall be accurately drafted
the correct location of the proposed
subdivision, its boundaries and street and
lot layout. "

After a Final Plat is approved and recorded, City draftsmen,
using the location map on the Final Plat, trace the new
subdivision onto the City Atlas Maps. The City currently
maintains three sets of Atlas Maps: one for streets, one
for sanitary sewers and one for zoning. The current Atlas
sets are at a scale of 1" = 400 ' but the City is acquiring
new Atlas maps at a scale of 1" = 2001 .
The proposed amendment changes the location map scale from
1" = 400' to 1" = 200 ' and changes "sketched" to "accurately
drafted" .
B. Cul-de-Sacs
When the Subdi'visio i Code was attleri ed last year, revised
standards were established for Arterial, Collector, and
Local Streets . Standards for cul-de-sac streets were not
included in the 1984 revision. The standard for cul-de-sacs
in the proposed amendments are the standards currently used
by the City. The two new sections being added to the
Subdivision Code are:
1111.1.3 Permanent Cul-de-sac. A permanent cul-de-sac
shall have a minimum right-of-way radius of

The Planning and Zoning Commission recommends the adoption of
these proposed amendments .
