AN ORDINANCE OF THE CITY OF JEFFERSEON, MISSOURI, AUTHORIZING THE
MAYOR AND CITY CLERK TO EXECUTE A CONTRACT AMENDMENT TO THE
CONTRACT WITH CH2M HILL CENTRAL, INC., FOR ADMINISTRATIVE
SERVICES RELATING TO IMPLEMENTATION OF THE CITY OF JEFFERSON
PRETREATMENT PROGRAM.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI,
AS FOLLOWS:
Section 1. The Mayor and Clerk are hereby authorized to
execute an amendment to the contract dated September 26, 1984,
with CH?M Hill Central, Inc. for administrative service in
implementation of the City of Jefferson Industrial Pretreatment
Program. A cost, not to exceed $35,000.00, is hereby authorized
for this service.
Section 2. The amendment shall be substantially the same
in form and content as the amendment attached hereto as Exhibit
A.
Section 3. This Ordinance shall be in full force from and
-after the date of its passage and approval.

AMENDMENT NO. 1
TO THE
AGREEMENT
TO FURNISH ENGINEERING SERVICES
TO THE
CITY OF JEFFERSON, MISSOURI
WASTEWATER FACILITIES
The CITY OF JEFFERSON, as CITY, and CH2M HILL CENTRAL, INC. ,
as ENGINEER, have entered into an AGREEMENT to furnish engi-
neering services dated September 26, 1984 in connection with
improvements to the CITY'S wastewater system.
During the progress of the project, it has become the desire

of the OWNER to have the ENGINEER provide Administration
Services for the required Industrial Pretreatment Program.
A Scope of Work to carry out these services is hereby added
to the AGREEMENT as part of ARTICLE 1, paragraph I. SPECIAL
SERVICES. The parties hereby agree that the following pro-
visions shall be added to supplement the above referenced
AGREEMENT:
A. SCOPE OF WORK
The Administration Services will be provided in two
phases. The first phase will involve establishing the
Industrial Waste Pretreatment Program as prescribed in

the report submitted to the CITY by CH2M HILL in
February, 1985. The second phase will be the on-going
administration of the program. Anticipated major tasks
involved in the two phases of the program are listed
below.
PHASE 1 - PROGRAM ESTABLISHMENT
1. Meet with representatives of each of the five
industries which are identified in the report as
being regulated by federal standards to explain
the program.
2. Prepare baseline monitoring reports and wastewater
contribution permits. Send them to the five major
industries and review the responses.
3. Prepare individual discharge standards for each of
the five industries.
4. Inspect the facilities at each of the five indus-
tries.
S. Issue permits to the five industries.
6. Review final compliance reports from the five
industries.

7. Prepare a notice concerning the new CITY sewer
ordinance to be distributed by the CITY to
industries in the CITY.
B. Set up a - compliance monitoring program.
9. Purchase sampling and flow metering equipment.
10. Investigate the possibility of establishing
removal credits with the USEPA.
11. Determine sampling and fee schedules for various
industries.
12. Develop cost accounting and billing procedures.
PHASE 2 - FUTURE TASKS
1. Establish a sampling schedule and review sampling
reports.
2. Review discharge notices filed by new industries.
3. Initiate actions to maintain compliance.
4. Prepare any needed notices of violation of Stan-
dards concerning accidental discharges from indus-
tries.

5. Respond to questions regarding the program.
6. Notify industries of changes in the prograun
resulting from changes in federal, state and local
regulations.
7. Train CITY personnel to take over administration
of the program.
B. NOTICE TO PROCEED
The ENGINEER will not begin on any of the services
listed in ARTICLE 1 until the CITY directs him in
writing to proceed. The ENGINEER will perform the
tasks and train CI'T'Y personnel and provide transition
assistance for CITY management of the program until
such time as notified by the CITY.
C. PAYMENT FOR SERVICES
The CITY shall pay the ENGINEER for the above services
in accordance with ARTICLE 2, paragraph E of the above
referenced AGREEMENT. The fee for these services shall
not exceed $35,000 without an amendment hereto. Any
equipment purchased under this AGREEMENT by the
ENGINEER shall become the property of the CITY.
The ENGINEER is not obligated to incur costs beyond the
budget established or adjusted, nor is the CITY obli-
gated to pay the ENGINEER beyond these limits. If and
when an amendment hereto has been approved, the
ENGINEER's excess cost expended prior to such increase
may be allowable to the same extent as if such costs
had been incurred after the amendment.
