HomeMy Public PortalAboutTBM 2013-07-03 FRASER BOARD OF TRUSTEES MINUTES DATE: Wednesday, July 3, 2013 MEETING: Board of Trustees Regular Meeting PLACE: Fraser Town Hall Board Room PRESENT Board: Mayor Peggy Smith; Mayor Pro-Tem Steve Sumrall; Trustees; Philip Naill, Eileen Waldow, Vesta Shapiro, Cheri Sanders and Adam Cwiklin Staff: Town Manager Jeff Durbin; Town Clerk, Lu Berger; Finance Manager Nat Havens; Public Works Director Allen Nordin; Town Planner, Catherine Trotter; Police Chief, Glen Trainor, Others: See attached list Mayor Smith called the meeting to order at 7:10 p.m. 1. Workshop: Mustang Park Project 2. Regular Meeting: Roll Call 3. Approval of Agenda: Trustee Sumrall moved, and Trustee Sanders seconded the motion to approve the Agenda. Motion carried: 7-0. 4. Consent Agenda: a) Minutes—June 19, 2013, correct sign-in sheet will be attached. Trustee Sumrall moved, and Trustee Waldow seconded the motion to approve the consent agenda. Motion carried: 7-0. 5. Open Forum: 6. Updates: a) Chamber of Commerce— Catherine Ross briefed the Board on the summer activities and the community profile that is in the works. b) Fraser Valley Metropolitan Recreation District—Scott Ledin updated the Board on the Rec District's playground plan at the Fraser Sports Complex. 7. Public Hearings: a) Ordinance 410 International Building Code Page 2of2 Trustee Sumrall moved, and Trustee Naill seconded the motion to open the public hearing on Ordinance 410 International Building Code Motion carried: 7-0. Building Inspector Howland briefed the Board on the significant changes in the updated code. To be consistent with the County sprinkling only townhomes and not duplex and residential structures would be part of the code. Not adopting the most current code has significant monetary issues with our insurance rates. Trustee Sumrall moved, and Trustee Shapiro seconded the motion to close the public hearing on Ordinance 410 International Building Code. Motion carried: 7-0. 8. Discussion and Possible Action Regarding: a) Ordinance 410 International Building Code Trustee Sumrall moved, and Trustee Sanders seconded the motion to approve Ordinance 410 International Building Code. Motion carried: 7-0. b) 2013 Snowball Report—Catherine Ross briefed the Board on the numbers they have compiled regarding the Snowball Festival. The Board directed staff to schedule a workshop regarding a possible future Snowball event. b) Resolution 2013-07-01 A Resolution Authorizing Execution of a Temporary Encroachment Easement Agreement for Ptarmigan Bend Townhouses, at 760 Wapiti Drive — PW Nordin briefed the Board on the need for the temporary easement. 9.
